October 26, 2000
The St. Croix County Health and Human Services Board met on October 26, 2000, at the St.
Croix County Health and Human Services/Health Center complex.

OTHERS PRESENT:
Chair Stephens called the meeting to order at 6:30 P.M. noting the meeting was properly and
legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled for
Wednesday, November 14, 2000 at 8:30 A.M. at the St. Croix County Health and Human
Services/Health Center complex. Johnson will review vouchers at 8:00 A.M.
AGENDA: MOTION: A motion was introduced by Bethke, seconded by Berenschot, and
unanimously adopted: That the agenda be approved as circulated.
MINUTES: MOTION: A motion was introduced by Burri, seconded by Olson, and
unanimously adopted: That the minutes of the 10/11/00 Health and Human Services Board
meeting be approved as circulated.
ANNOUNCEMENTS: Stephens stated this past week the St. Paul Pioneer Press has been
writing about inspection of restaurants. He would like to have the restaurant inspection process
be placed on the agenda for November 14`x, 2000 Health & Human Services Board meeting. He
would like to have Barbara Nelson join the Board and discuss the restaurant inspection process.

2001 Budget Update: Borup stated the $300,000 cut per Finance is being pursued by
administration. $51,113 was added to the Department of Health and Human Services budget for
salary/fringe adjustments made after the budget was completed and to cover natural gas price
increases. An additional $5,249 was added to the Nursing Home budget. These two numbers
equal $56,362.
The County Board meets on Tuesday, October 31u, 2000.
Nursing Home: Krieger stated the census is at 94 today. The referrals have mostly been coming
from Osceola because that facility is full.
The Medicaid financial crises was presented at the Legislative breakfast on 10/16/00 and was
well received. Krieger stated she is most pleased that we have the opportunity to attend and
appreciates also being able to speak at the Public Health Legislative breakfast.
The Nursing Home continues to receive applications for CNAs without an ad running. Our
higher pay scale is circulating by word-of-mouth. Krieger stated overtime and pool use has
decreased substantially. She stated this is the best staffing position we have been in, in a long,
long time.
Krieger stated per Lisa Leahy that Holy Family Hospital will be downsizing their swing bed unit
by January 1, 2001. This will be a positive for us.
Krieger stated the nursing home part time social worker accepted a position with the Office on
Aging. The nursing home social worker intern has accepted the nursing home part time social
worker position.
Setting Nursing Home Private Pay Rates for 2001: Krieger stated it is time for the annual
