CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD September 28, 2000 The St. Croix County Health and Human Services Board met on September 28, 2000, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Leon Berenschot, Vice Chair Chris Bethke r Lois Burri James Craig Einar Horne Fern Johnson Mary Louise Olson Esther Wentz MEMBERS ABSENT: Robert Stephens, excused STAFF PRESENT: John Borup, Health and Human Services Director Ron Kiesler, Mental Health/AODA Coordinator Steve Kirt, AODA/Mental Health Clinical Services Supervisor Judy Aronson, Secretary OTHERS PRESENT: Vice Chair Berenschot called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Wednesday, October 11, 2000 at 8:30 A.M. at the St. Croix County Health and Human Services/Health Center complex. Bethke will review vouchers at 8:00 A.M. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Olson, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Burri, seconded by Wentz, and unanimously adopted: That the minutes of the 09/12/00 Health and Human Services Board meeting be approved as circulated. ANNOUNCEMENTS: Borup stated he met with the Finance Committee two days ago and was asked in a very nice manner to make $300,000 cuts from the budget. 1 MOTION: A motion was introduced by Home, seconded by Wentz: That the Health and Human Services Board accept the adjustments of $300,000 as presented by Borup and for Borup to present them to Finance on 10/10/00. Roll call vote: Leon Berenschot - yes Chris Bethke - yes Lois Burri - yes James Craig - yes Einar Horne - yes Fern Johnson - yes Mary Louise Olson - yes Esther Wentz - yes Eight yes, one absent, motion passed. Mental Health: Kiesler stated he wanted to report on the status of positions yet to be filled. Mental Health/AODA has had six positions open, one dating back to 03/31/2000. Two positions have been filled with four still open. He stated the turnover has dramatically increased this year. There is no apparent explanation for the increased staff turnover. Kirt stated they continue to experience difficulty with our primary AODA Detox facility (Dakota County Receiving Center). Dakota County does provide the transportation for our clients. In their contract with us, we ask they notify us of any admission on the day of admission or the following business day. They can call and leave a message on Kirt's voice mail any time of day or night. We ask that of all who contract with us. Dakota County has been horrendously poor at this. We have refused to pay on those admissions when they have failed to notify us. In the last three months, they have not notified us of 12 admissions. Most recently they have "dumped" a client on to another one of our contracted facilities. They also continue to display poor communication with admissions to the unit. We do have other options for detox (namely L.E. Phillips in Chippewa), however, in discussion with the police chiefs in St. Croix County they have been very reluctant to make the shift in facilities. The primary reason for their reluctance is due to the fact that only Dakota County provides transportation to their facility. Dakota County has stated they will pull the contract unless we forgo the 24-hour notification and pay for the day of discharge (which is not paid for in any other contract with Mental Health Services). Kiesler stated he asked that we have one week to review. L.E. Phillips is the only other option and they do not transport. Dakota County is unique in that they pick up the clients. In their review of detox facilities contracted with other counties in Western Wisconsin none provide transportation to the facility. We need a decision by this committee on what should be done. 3
