CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD August 24, 2000 The St. Croix County Health and Human Services Board met on August 24, 2000, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Fern Johnson Mary Louise Olson Esther Wentz MEMBERS ABSENT: Einar Horne, excused STAFF PRESENT: John Borup, Health and Human Services Director Carolyn Krieger, Nursing Home Administrator Norma Vrieze, Early Intervention Director Marilyn Fruit, Economic Support Supervisor Ron Eichstaedt, Workshop Director Barb Nelson, Public Health Supervisor and Health Officer Fred Johnson, Family & Children's Supervisor Kathy Dunlap, Family & Children's Supervisor Ron Kiesler, Mental Health/AODA Coordinator Ron Lockwood, Long Term Support Coordinator Judy Aronson, Secretary OTHERS PRESENT: Chair Stephens called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Tuesday, September 12, 2000 at 8:00 A.M. at the St. Croix County Health and Human Services/Health Center complex. Berenschot will review vouchers at 7:30 A.M. Stephens stated we have been pushed on this budget and may have to have another meeting before September 12`x, probably next week sometime. Stephens will let the Board members know if there will be a meeting. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Berenschot, and unanimously adopted: That the agenda be approved as circulated. 1 changed - so the budget had to be changed. Borup gave an overall view of the proposed budget summary. We were directed to not include salary/fringe increases in the 2000 budget. With the County Board's action increasing non-union salaries (August 15'') 3.5% retroactive to 1/1/00, non-union salaries are up 10.5% in the 2001 budget. Borup added that some employees received more than 3% in 2000. Many union and non-union employees also received step increases. Union salary/fringe for the County are still unsettled (Nursing Home union salaries/fringe increased by County Board on May 16, 2000 costing $393,534.19). The Department's Budget contains cost projections for union increases. This County Board action also increases the Health Insurance cost to the County by $56.65 per employee per month. Cost for these salary/fringe increases for 2001 are: $863,665.00 - Nursing Home $438,276.00 - Department of Health& Human Services These salary/fringe increases are the main reason that for the first time in seven years, we will be requesting an increase in the County allocation. Remember that the Department's County allocation for 2000 was $2,982,910 plus a prior year carry over of$461,177 = $3,444,087. For 2001 the County allocation increases to $4,283,989. $4,283,989 - 2001 County allocation (Gross) $2,982,910 - 2000 County allocation (+ $461,177 carryover) $1,301,079 - Increased County allocation - 350,000* - Prior year carryover 951,079 - Increase with $350,000 carryover $3,933,989 - County allocation *The $350,000 proposed prior year carryover is taken from Rod Paulson's 1999 audit set at $517,409 plus $90,175 in depreciation. Carrying this much over is dependent upon passage of Resolution to cover costs in attached Resolution. This budget represents a two-year increase. This budget also does not include any major purchases. This budget includes step increases, in addition to salary increases for the non-union. MOTION: A motion was 'introduced by Stephens, seconded by Burri: That the Health and Human Services Board approve the recommended 2001 budget for the Department of Health and Human Services in the amount of$3,933,989 which includes the carry over of$350,000. Borup stated he would like approval of the $45,000 for the courtyard project, which is an attachment to the budget. This $45,000 would be covered from the farm account. MOTION: A motion was introduced by Berenschot, seconded by Wentz, and unanimously adopted: That the Health and Human Services Board approve the attachment of $45,000 for the courtyard project to the 2001 budget. Stephens asked if there were any other issues to bring before the Board. - MOTION: A motion was introduced by Olson, seconded by Bethke, and unanimously adopted: That the Health and Human Services Board meeting be adjourned.
