CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD June 22, 2000 The St. Croix County Health and Human Services Board met on June 22, 2000, at the St. Croix County Human Services complex in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens Leon Berenschot Chris Bethke Lois Burri James Craig Fern Johnson Einar Horne Mary Louise Olson Esther Wentz STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accounting Supervisor Carolyn Krieger, Nursing Home Administrator Kathy Dunlap, Family and Children's Supervisor Barbara Nelson, Public Health Supervisor-Health Officer Ron Lockwood, Long Term Support Coordinator Ron Eichstaedt, Director St. Croix Industries Clark Schroeder, St. Croix Industries Malva Berg, Secretary OTHERS PRESENT: Jack Dowd Chairman Stephens called the meeting to order at 6:00 PM. noting the meeting was properly and legally publicized. Stephens noted the Open Hearing for the budget process will begin at 7:00 PM in the Nursing Home dining room. NEXT MEETING: The next Health and Human Services Board meeting will be Tuesday -dam 11, 2000 at 8:00 AM. Olson will review vouchers at 7:30 AM. Jwly AGENDA: Motion: A motion was introduced by Bethke, seconded by Wentz, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Wentz, seconded by Berenschot, and unanimously adopted: That the minutes of the 06/13/00 Health and Human Services Board meeting be approved as circulated. Services. ANNOUNCEMENTS: Rod Paulson will be in the facility next week to complete the 1999 audit and will present at the 07/11/00 Board meeting. Borup will notify Stephens when the audit is near completion. ACTION ON BIDS FOR DELIVERY TRUCK FOR ST. CROIX INDUSTRIES: Schroeder was present to discuss delivery dates for a delivery truck for St. Croix Industries. The bid was awarded to Northwest Trucks of Wausau who originally said the truck would be delivered July 30, 2000, but now has notified St. Croix Industries it will be late October or early November. The bid that was second in line originally said delivery could be made by mid August but now says it will be September 30, 2000. Schroeder said when this item was put on the agenda, the delivery time difference was more significant but now that it is only 30 days difference, would like to stay with the original bid as no one can do much better. It was the consensus of the Board to remain with the original received an increase since 1993. There are currently 87 on the waiting list for Family Support. Stephens referred to a letter received from a family looking for. services from the Family Support Program. Lockwood said Medical Assistance has certain requirements for certification and licensure that have to be met. A limit of $3,000 has been set for clients on the Family Support Program, whereas on the waiver program, there is no limit. Lockwood said there are 23 clients currently being served on the Family Support Program and if we stay within the current limits would need approximately an additional $250,000 of entirely county money to serve the remainder of the clients on the waiting list. Family Care: Lockwood said Governor Thompson wants to change to Family Care, which would consolidate and streamline long term care funding revenues. Currently the program funding is frustrating and difficult to track. Under Family Care the county would receive an allocation from the State based on the number of persons served and this would give the county more discretion on spending that allocation. Lockwood said according to the Governor, County match dollars would go away. Lockwood said there is a huge effort towards Family Care. The program has been piloted in Fond du Lac County since February, 2000 and expanded as a pilot to LaCrosse and Portage Counties in April, 2000. Stephens said he will attend the next Long Term Support meeting to further discuss Family Care. Lockwood said St. Croix County will not be looking at Family Care until possibly 2003 or 2004. NURSING HOME: Krieger said under Family Care, approximately $250,000 from St. Croix Health Center would go to Family Care Unit to distribute each month for nursing home care. Krieger said the Nursing Home census is 95. She said we have received one admission from Polk County and have one more referral from Polk County as nursing homes in that county will not admit these difficult to care for residents. Employment status is much improved with the new wage grid. We are getting calls by employees wanting hours and many applications for employment. Krieger distributed an article regarding a deficit at Golden Age due to reimbursement formula. Stephens said the Board will discuss Krieger's report on placement of 33 protectively placed residents at the 07/11/00 meeting. Krieger brought the Board's attention to an invitation in their packets for a picnic held on 07/20/00 for the Nursing Home residents, families and staff. This is being arranged by Ashley Brooks, a Social Services Student Intern, who is funded by United Way monies to provide non-traditional activities to the nursing home residents. Stephens asked if there were any other issues to bring before the Board. Motion: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the meeting be adjourned. CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD PUBLIC HEARING June 22, 2000 The St. Croix County Health and Human Services Board conducted an "Open Hearing" on June 22, 2000, at the St. Croix Health Center in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens Leon Berenschot Chris Bethke Lois Burri James Craig Fern Johnson Einar Horne Mary Louise Olson Esther Wentz Chair Stephens called the Open Hearing to order at 7:00 PM noting the meeting was property and legally publicized. Stephens welcomed everyone to the meeting and invited everyone to speak and asked that everyone sign in on the sheet circulating the room. Stephens introduced John Borup and the members of the Health and Human Services Board. Stephens introduced Ray Mealey, Chairman of the Long Term Support Committee, and Mealey introduced the Long Term Support Committee members present. Stephens said we depend on Federal, State and County dollars. He said programs are funded and directed by the Federal and State Government. Stephens invited input from the audience. Several people gave testimony. Testimony was received from: • Avis Wolske-Baker from Aurora regarding services provided to County and difficulty in hiring caregiving staff. • Donna Fortin, United Cerebral Palsy, regarding need to maintain and strengthen services to disabled. • Roger Rasmussen, citizen, regarding need to apply salary increases to caregivers. • Bridget Ciliberti, mother of disabled child who received services in Brown County and now is on our waiting list and not receiving services. • Shelly Weyers, mother of disabled child and request to eliminate waiting list for Family Support Services. • Paula Welch, Turningpoint Director, thanked Board for support and discussed "cyclical" nature of domestic violence and need to continue services. • Wanda Viellieux thanked Board for services as it has made a major impact on her life.
