JUNE 13, 2000
The St. Croix County Health and Human Services Board met on June 13, 2000, at
the St. Croix County Human Services complex in New Richmond, Wisconsin.

Chairman Stephens called the meeting to order at 8:00 a.m. noting the meeting
was properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting will be
Thursday June 22, 2000 at 6:00 PM followed by the Open Budget Hearing at 7:00
PM in the Nursing Home dining room.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Johnson, and
unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Olson, seconded by Johnson, and
unanimously adopted: That the minutes of the 05/25/00 Health and Human
Services Board meeting be approved as corrected as follows:
Remove following from page 4, paragraph 6 which reads as follows: "Stephens
stated if it costs one million dollars to run the nursing home, it reaches a
point where the County will close it. At the next meeting Krieger was asked to
find out what it would cost to fund unemployment for 34 people. Krieger was
asked for a simple report as we are preparing for our budgeting project," as
this statement is not accurate.
Borup announced the cross training is scheduled for 06/14/00 at Health and
Human Services. He said five County Board members have signed up.
Bids have been approved for the delivery truck for St. Croix Industries but
delivery of this vehicle has been pushed to November. This item will be
added to the agenda for the 06/22/00 meeting and addressed at that time.
Human Services, Workshop, Public Health vouchers 195 through 216, dated May
24, 2000, in the amount of $160,376.01.
Social Services and Human Services vouchers 187 through 206, dated May 24,
2000, in the amount of $98,030. 65.
Human Services and Nursing Home vouchers 220 through 246, dated May 24, 2000,
in the amount of $152, 477.46.
Human Services, Workshop, Public Health vouchers 217 through 242, dated June
07, 2000, in the amount of $177, 689.28.
Human Services and Nursing Home vouchers 247 through 271, dated June 06,
2000, in the amount of $169, 847.28.
Social Services and Human Services vouchers 207 through 225, dated June 07,
2000, in the amount of $75, 122.81.
PERSONNEL ISSUES: Borup said per County policy, it is time to update non-union
job descriptions and present for committee review. Any job descriptions
approved by the Health and Human Services Board are forwarded to the Personnel
Committee. The Board reviewed the following updated job descriptions:
• Confidential Secretary/Receptionist Clerical Supervisor
• Mental Health/AODA Clinical Services Supervisor
• Family and Children's Social Work Supervisor-Ongoing
• Family and Children's Social Work Supervisor-Assessment
• Public Health Receptionist
• Mental Health/AODA Coordinator
Motion: A motion was introduced by Horne, seconded by Stephens and unanimously
adopted: That the Board approves to submit the above job descriptions as
appropriate with emphasis on the job description for Confidential Secretary/
Receptionist Clerical Supervisor and Public Health Receptionist as the duties
for those descriptions have increased significantly. All of the above the job
descriptions will be forwarded to the Personnel Committee/Hay Committee.
Reallocation of Mental Health Social Work Resources: Kiesler is recommending
of Mental Health Social Work resources by moving one of the two social worker
positions in Intensive In-Home Team to our Community Support Program. This
would not increase or decrease staff size, nor result in any additional
expenditures in wage/fringes. It is expected that this reallocation would
result in an increase in the number of clients served and additional Medical
Assistance revenue. This reallocation requires downgrading our level 10
psychologist position to a level 7 social work slot and returning the vacated
union social worker position to the Family and Children's Unit to do union
work.
Motion: A motion was introduced by Berenschot, seconded by Bethke, and
unanimously adopted: That the Board approves reallocation of Mental Health
Social Work resources as outlined above with a reduction in pay level to a
Grade 7.
Request to create full-time Environmental Health Specialist from defunct Tri-
County Environmental Health Consortium: The Tri-County Health Consortium
arrangement began in 1995 with St. Croix County, Dunn County and Pierce County.
Dunn County hired a permanent full-time Environmental Health Specialist in 1998

ECONOMIC SUPPORT: Mary Squyer gave a brief update on the Food Stamps (EBT)
Electronic Benefit Transfer and the (MAPP) Medical Assistance Purchase Plan
program. She said staff are currently working with Ron Lockwood on waiver
cases. Electronic Benefit Transfer is being set up for clients on 07/17/00.
The Office on Aging is providing
transportation for clients who need
transportation. The State has set appointments for 10 people to be seen every
half hour. Clients will see a 20-minute film on the purpose of Electronic
Benefit Transfer and how the card is used. About 120 families have appointments
to set this up.
Squyer said Economic Support is making an effort to get machines for EBT in the
stores in the area. Stores need to pay for these machines and staff have
already found some smaller stores announcing they will no longer accept food
stamps.
NURSING HOME: The Board asked Krieger to get information regarding what costs
would be to place 34 for Nursing Home residents who are protectively placed
with St. Croix County if the Nursing Home closed. Krieger distributed this
report. She said there are only approximately five places in the State that
would take protectively placed clients. Discussion followed regarding this
report. Krieger will revise the report for the next meeting to include the net
cost including the State Medicaid reimbursement and present to the Board at the
next meeting. Borup said State institutions are not resources due to their
limit on length of stays. If placement is made for protectively placed
residents, it would probably be with an IMD or other nursing homes if it is
even possible to find other placement.
An article from the St. Paul Pioneer Press regarding 40 Wisconsin nursing homes
that are facing bankruptcy was distributed to the Board because of cuts in
federal Medicare spending. Krieger said the Medicaid rate is based on cost.

The Board recessed from 9:05 to 9:10 AM.
PUBLIC HEALTH RABIES CONTROL POLICY: Nelson said legal authority for the local
health department is specified in Wisconsin Statues, specifically Ch. 95.21
(Animal Health-Rabies Control Program) and Ch. 254.51 (Environmental Health-
Animal-borne and Vector-borne Disease Control) . The powers and duties of the
