CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD APRIL 27, 2000 The St. Croix County Health and Human Services Board met on April 27, 2000, at the St. Croix County Human Services complex in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens Leon Berenschot Chris Bethke Lois Burri Fern Johnson Einar Horne Esther Wentz MEMBERS ABSENT: James Craig Mary Louise Olson, excused STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accounting Supervisor Carolyn Krieger, Nursing Home Administrator Marilyn Fruit, Economic Support/W-2 Supervisor Kathy Dunlap, Family and Children's Supervisor Malva Berg, Secretary OTHERS PRESENT: Tom Dorsey, County Board Chair Rod Paulson, Auditor, Tracey and Thole i Chairman Stephens called the meeting to order at 6:30 p.m. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting will be Thursday May 11, 2000 at 8:00 AM. Bethke will review vouchers at 7:30 AM. AGENDA: Motion: A motion was introduced by Berenschot, seconded by Johnson, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Bethke, seconded by Berenschot, and unanimously adopted: That the minutes of the 04/11/00 Health and Human Services Board meeting be approved as circulated. ANNOUNCEMENTS: Stephens announced that Esther Wentz has been appointed to the Board to replace Jack Dowd. Stephens reappointed the following to the Family Support/Birth to Three Advisory Committee: Susan Bjerstedt, Rene Claassen, Lynn Harstad, Fern Johnson, Fred Johnson, Wendy Kramer, Nancy Lawton-Shirley, Mike and Julie Lesher, Ron Lockwood, Debra McGowan, Kathy Robelia, John Shaw, Norma Vrieze, Shelly Weyers, Debbie Willink, and Steve Wyodyga. ELECTION OF OFFICERS: Chair Stephens said an election of officers for the Board would be held at this meeting. Stephens turned the meeting over to Bethke to chair the elections. Bethke announced that the Board will cast ballots for the position of chair of the Board. Borup collected the ballots and the vote was 100% for Stephens to be chair of the Board. Stephens was awarded the position of chair of the St. Croix County Health and Human Services Board. Stephens returned to position of chair of the meeting. Stephens said that the Board I: NURSING HOME: Krieger said the Nursing Home census is 92 with two to three admissions pending. Krieger distributed newspaper articles regarding problems nursing homes in the area and other states are having. Krieger reported she has investigated the potential of admitting residents from Minnesota, but due to differences in state regulations for Medicare, Medical Assistance and private pay payments, it would not be financially feasible to admit Minnesota residents unless the pay source is a managed care organization. St. Croix Health Center currently has contracts with Preferred One, Blue Cross/ Minnesota and Blue Cross/Wisconsin and is pursuing a contract with Health Partners. NURSING HOME "BED BANKING": Brian Schoeneck, Finance Director for WAHSA, reviewed the 1999 Medical Assistance Cost Report and recommends St. Croix Health Center hold off on banking any beds at this time, but should review our status every year regarding bed banking. Stephens said he feels we should hold off banking any beds due to a possible influx of residents to the nursing home. Motion: A motion was introduced by Horne, seconded by Berenschot, and unanimously adopted. That the Health and Human Services does not approve banking any beds at this time but will review the situation every year. WORKER'S COMPENSATION REPORT: Borup reported that last year the Risk Management Contract with Bill Husbands was terminated. The nursing home has been experiencing increased incidences of worker's compensation clams. Krieger said there is currently no way to follow up on doctor's slips or injuries and the staff out on worker's comp. are usually replaced by pool staff or staffed by staff being paid overtime. Krieger said Wausau Insurance only processes the paperwork, they do not provide follow up for incidents. Horne said Husbands should be put back in the budget so we can take care of ourselves. He said this would provide an immediate payback. Krieger said if the Board approves this that she would prefer to bid risk management out and not necessarily go back with Bill Husband's office. REQUEST TO FILL VACANT ECONOMIC SUPPORT SPECIALIST POSITION: Fruit was present to request to fill the second vacated Economic Support Specialist position with an effective date of May 15, 2000. Borup said he supports this position as the monies are in the budget and it would cost no additional county dollars. Fruit said she has been informed that the family care training will begin in June of 2000. She said she had been under the impression that this program was on an indefinite hold at the State level. If this does start in June, the workload in the adult unit will increase. Motion: A motion was introduced by Horne, seconded by Wentz, and unanimously adopted: that the Board approves the request to fill the vacated Economic Support Specialist position effective 05/15/00. Stephens asked if there were any other issues to bring before the Board. Motion: A motion was introduced by Wentz, seconded by Bethke, and unanimously adopted: That the meeting be adjourned.
