CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD March 23, 2000 The St. Croix County Health and Human Services Board met on March 23, 2000, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Chair Chris Bethke Lois Burri James Craig Jack Dowd Einar Horne Fern Johnson Mary Louise Olson MEMBERS ABSENT: Leon Berenschot, excused STAFF PRESENT: John Borup, Health and Human Services Director Carolyn Krieger, Nursing Home Administrator Marilyn Fruit, W-2/Economic Support Supervisor Judy Aronson, Secretary OTHERS PRESENT: None Chair Stephens, called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Tuesday, April 11, 2000 at 8:00 A.M. at the St. Croix County Health and Human Services/Health Center complex. Burri will review vouchers at 7:30 A.M. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Olson, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Dowd, seconded by Johnson, and unanimously adopted: That the minutes of the 03/14/00 Health and Human Services Board meeting be approved as circulated. ANNOUNCEMENTS: Stephens spoke with our County Board Chairman and stated the first meeting in May will be the reorganization of the Board and the election of officers. Borup stated the barn contract expires on May 31, 2000. Van Dyk would like to renew the contract. Bethke and Borup will do a walk through of the barn. This will be put on the agenda 1 Assistance. The philosophy of BadgerCare is they want medical coverage for persons to be healthy so they can work. Horne stated he absolutely wants to see people getting the help if they need it. Fruit stated she held up on the Resolution for the BadgerCare and EDS problems as an Operations Memo with fixes and work arounds is expected soon. We may also want to incorporate MAPP in it. Stephens thanked Fruit for a very good report and congratulated her on the good job based on the complexity of the program. Horne asked if we could look at the minutes from last time on page 7. He stated he did not agree to pay for the cost of care, just agreed to do the billing. Brown had agreed to transfer $40,000 from Law Enforcement to Human Services, which has not been done yet. We are being taken advantage of; we have got to get that money. We cannot accept the fact that we will get the money if we need it. That money was to have been transferred. Stephens stated we need to direct to the County Board Chair that we wish to have the opportunity to take care of this. During the discussion Borup brought in a copy of the past Committee minutes to confirm that Health and Human Services Board authorized both billing and cost of care with a transfer of funds from Public Protection. The Public Protection Committee passed a similar motion last Fall. Chair Stephens asked Borup to request an appearance before the Finance Committee to address this. Nursing Home: Krieger stated the census is at 91 today. Krieger stated the apartment next to the hospital for assisted living is full. This has hurt our census. Borup stated he is concerned about County owned nursing homes and the type of care that needs to be provided. County homes obviously take care of the more challenged individuals and are more costly. The private facilities can pick and choose which clients to accept. Our costs have more than doubled in the past year. The biggest percentages of admissions are on M.A. The meeting with the Personnel Committee scheduled for March 22, 2000 was cancelled due to Deb Kathan being ill. They will have to reschedule. Krieger distributed copies of the trend of the nursing home for the last five years. Borup stated we have had significant losses in 1999. It is clear we are losing money right now and are getting concerned. Stephens stated persons have told him the nursing home has refused some clients care. He wants specifics as to WHO specifically has been refused care. Our nursing home is nondiscriminatory with placement. On September 14, 1999, Burri and Olson went to a presentation on "The Future of County Nursing Homes". Krieger was asked to contact the consultant John Keefe, President of Keefe & Associates, Inc., Specialists in Health Care Management and inquire how much he would charge to do consulting for our nursing home and make a recommendation to us. Horne stated you just can't sit and do nothing, we need a plan. 3 i . it i. Stephens stated we have three choices to fill this position. They are: 1) Offer the position to Ron Lockwood, 2) fill this position internally, or 3) go outside to fill this position. Borup stated he believes we have management skills within this department. Borup to offer the position to Ron Lockwood tomorrow. Position to be effective with Hall's retirement, June 5, 2000. Range 9 Supervisor position to be recruited on the outside.
