CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD January 11, 2000 The St. Croix County Health and Human Services Board met on January 11, 2000, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Jack Dowd Einar Horne Fern Johnson Mary Louise Olson MEMBERS ABSENT: None STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accountant Carolyn Krieger, Nursing Home Administrator Fred Johnson, Family & Children's Supervisor Ron Kiesler, AODA/Mental Health Coordinator Marilyn Fruit, Economic Support Supervisor Ron Eichstaedt, Workshop Director Judy Aronson, Secretary Chair Stephens, called the meeting to order at 8:00 A.M. noting the meeting was properly and legally publicized. P. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, January 27, 2000 at 6:30 P.M. at the St. Croix County Health and Human Services/Health Center complex. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Berenschot, and C' unanimously adopted: That the agenda be approved as circulated. MINUTES: Horne referred to page 5 of the minutes from 12/14/99 under Nursing Home. He wanted to understand about the contracts we are signing with the VA and Preferred One. He asked if Corp Counsel looks them over prior to signing. Borup said no that the history of vendor contracts includes using contracts developed and recommended by the State of Wisconsin. Past Boards have accepted this practice. Home stated he is just saying it to make sure we are covering all our tracks. FINANCIAL REPORT: The following financial report through December was presented to the Board. Ziegler and Borup reviewed each unit briefly. Borup told the Board that expenditures are rising for all programs in 1999 due to unbudgeted health insurance cost increases. Krieger stated we seem to lose a few and gain a few so remain pretty stable. Krieger stated that over the holidays, all staff and residents have remained healthy. Krieger stated we are waiting for the State Surveyors. They are expected at any time. Vicki LaDuke, Dietary Manager, has resigned effective 01/28/00. Ads are running for this position as well as a Medical Records Technician. Family and Children's Services: Johnson reviewed the secure detention billing for the last quarter of 1999. The total for the county in 1999 was $12,390. He stated they bill according to Child Support Standards on a monthly basis and consider State Standards to prevent family impoverishment so parents who work with us benefit with a sliding fee scale. There are some parents who wish not to give out any information and they are billed a full rate. Johnson stated they are going to be reviewing these policies. Johnson stated we cannot bill for any out-of-state hold of a juvenile Johnson stated $14,419 was awarded to the Department for intervention programming for juveniles that are involved in the juvenile court system. Johnson stated he is proposing to use this money to monitor juvenile "after hours" - evenings and weekends. This would help to keep juveniles in their homes vs. a more costly placement in shelter homes or other alternate care placements. There are several types of monitoring; electronic monitoring, telephone calls, and paging systems. This is an intervention program, holding them accountable. Johnson stated he is asking for authorization to proceed and use this money to monitor juvenile "after hours" - evenings and weekends. Johnson stated he has already received some applications from ten individuals who are interested in this position. This would be a contracted service. Home stated the county pays directly to this person and would not be on the county payroll. MOTION: A motion was introduced by Bethke, seconded by Dowd, and unanimously adopted: That the Health and Human Services Board approve for Johnson to proceed and use the $14,419 awarded to the Department for intervention programming for juveniles that are involved in the juvenile court system and to monitor juvenile "after hours" - evenings and weekends. Olson asked how far will this money take you. Johnson stated hopefully through December. Johnson stated it's grant money, it's available, so we might as well give it a try. Johnson stated he looks forward to implementing this. Johnson stated he set the hourly wage at $10.00/hr. and felt this was reasonable - but may have to up it. Johnson is purchasing 20 hours per week. He stated most of the people are looking at this position as a secondary job. Stephens stated this could save the county a lot of money if you can make it work. 7 Board. Stephens stated he has confidence that Fruit will make good use of the monies. Eichstaedt requested authority to issue bids for one (1) new 20-passenger Bussette. Monies are in the budget via depreciation schedule. This would replace unit #12, a 1995 Chevrolet with 141,000 miles (with a possible bad head or gasket). Eichstaedt stated he would advertise for one with trade and one without trade. MOTION: A motion was introduced by Horne, seconded by Berenschot, and unanimously adopted: That the Health and Human Services Board approve Eichstaedt to obtain bids for one (1) new 20-passenger Bussette and bring the bids back to the Board. Borup stated the County Board action on 12/14/99 raised some non-represented salaries above the 3% available in the County contingency fund. There was no money set aside to cover this action of the County Board. We will continue to spend our account down and then apply for the contingency fund. Stephens asked if there were any other issues to bring before the Board.
