NEW BUSINESS:
PERSONNEL COMMITTEE MEETING
Date: July 17, 2000 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 9:10 a.m. by Chairman Gerald
Peterson. Members present: Peterson, Mary Louise Olson, Julie Speer, and Art Jacobson. P;
Excused absence: Ralph Swenson. Also present: Debra Kathan. Moved (Jacobson, Speer) and
approved to adopt the agenda as presented. Next meeting was scheduled for July 31, 9 a.m.
Moved (Jacobson, Speer) and approved to adopt-the minutes of the July 11 meeting.
Discussion regarding the implementation of direct deposit. The Finance Department is
working with Computer Services to acquire the appropriate software. Discussion regarding the
deferred compensation payroll deduction available to County employees. The county's
representative for the past 13 years has been Ron Gloe. The present company is halting its on-
site visits and counseling services and moving to an Internet format. Discussion regarding the
County's ability to respond to frequent changes in deferred compensation withholding, as
opposed to the current system of semi-annual recruitment and paper changes. Moved (Speer,
Olson) and approved to offer Donahue Securities/Hartford deferred compensation on a regular
basis to our employees as a payroll deduction. In the past, this has been part of a February and
August enrollment time. Also noted that with the advent of Internet access to account and
account-changes, the County will attempt to process these changes in a timely manner rather than
the traditional semi-annual procedure.
Motion (Speer, Jacobson)to go into closed session per WI Stat. 19.85 (1) c and e for the
purpose of continuing labor negotiations with LAW and the Highway Union. Roll call vote: all
aye; moved into closed session at 9:35 a.m.
Rich Loney was asked into the closed session to explain the role of the Finance
Department in equalized paychecks for law enforcement personnel. Representing the Law
Enforcement union were James Dorsey, Dave Hake, Jeff Klatt, and Chris Drost. At 12:40 the
Committee met with Highway Union representatives Rod Kongshaug and Mike Van Keuren.
Moved (Jacobson, Olson) and approved to come out of closed session at 2:55 p.m. Chairman
Peterson announced that tentative agreements were reached with the Highway Union and LAW.
Employee representatives would return to their union membership for a ratification vote. If
approved,the Personnel Committee would present the agreements at the August 15 County
Board session and ask for ratification of the contracts. Moved (Speer, Olson) and approved to
adjourn at 3 p.m.
