, ��, UNTY RESOLUTION APPROVING GRANT APPLICATIONS FOR
SNOWMOBILE BRIDGE DEVELOPMENT
1 WHEREAS, the St. Croix County snowmobile trail system is extensive and of high
2 quality attracting large numbers of users; and
3 WHEREAS, St. Croix County along with cooperating snowmobile clubs currently
4 maintains 216.6 miles of state funded snowmobile trails; and
5 WHEREAS, St. Croix County is eligible for annual funding of snowmobile maintenance
6 at the rate of$250 per mile; and
7 WHEREAS, maintenance of the snowmobile trail system is essential for the ongoing
8 and supportive partnership between private property owners, local snowmobile clubs
9 and St. Croix County; and
10 WHEREAS, snowmobile stream crossings through waterways or on roadway bridges
11 can be dangerous for snowmobilers, trail groomers and local traffic and causes
12 streambank damage and erosion at high volume waterway crossings; and
13 WHEREAS, construction and installation of snowmobile bridges on private and public
14 property is eligible for Wisconsin Department of Natural Resources grant funding
15 through the Motorized Recreational Trail Aids and Stewardship grant programs
16 (Recreational Trails); and
17 WHEREAS, St. Croix County Community Development Department in conjunction with
18 local snowmobile clubs has identified two locations where new bridge crossings are
19 needed, within the boundary of Glen Hills County Park crossing Beaver Creek along
20 corridor 39 and in Forest Township, Town 31, Range 15, Section 30 crossing an
21 unnamed stream along corridor 18; and
22 WHEREAS, the new bridge crossings will create a safe stream crossing for
23 snowmobilers, grooming equipment and pedestrians in Glen Hills County Park; and
24 WHEREAS, the Glen Hills bridge is estimated to cost $222,300 and the Forest Town
25 bridge is estimated to cost $22,000; and
26 WHEREAS, grant funding is available to pay for 100% of these costs, resulting in no
27 cost to St. Croix County outside of staff assistance and oversight; and
28 WHEREAS, the Community Development Department seeks authorization to submit
29 grant applications to the Wisconsin Department of Natural Resources for 100% financial
30 assistance under the Motorized Recreational Trail Aids and Stewardship grant
31 programs (Recreation Trail) programs.
32 THEREFORE, be it resolved that the St. Croix County Board of Supervisors authorizes
33 the Community Development Director to submit grant applications to the Wisconsin
34 Department of Natural Resources for 100% financial assistance up to $244,300 under
35 the Motorized Recreational Trail Aids and Stewardship (Recreational Trails) grant
36 programs for new snowmobile bridge construction projects in Glen Hills County Park
37 and Forest Township.
38 FURTHER BE IT RESOLVED, that the Community Development Director shall comply
39 with all Motorized Recreational Trail Aids and Stewardship (Recreational Trails) laws
40 and regulations and will meet its obligations under the terms of the grant.
