SUBMITTED BY: Debra Kathan Personnel Director DATE: Feb. 10, 2000 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members X PERSONNEL COMMITTEE MEETING Date: February 23,2000 Location: Government Center,Hudson The Personnel Committee meeting was called to order at 9:08 a.m. by Chairman Gerald - Peterson. Members present: Peterson, Herb Giese, Mary Louise Olson, Julie Speer. Excused absence: Art Jacobson. Also present: Jack Dowd, Dick King, and Debra Kathan. Moved(Speer, Giese) and approved to accept the agenda as presented, with Peterson noting that the "New Business"would be conducted prior to the "Old Business". Peterson announced that the next meeting would be March 22 at 9 a.m. Moved (Giese, Speer) and approved to accept the minutes of the February 18 meeting. Discussion regarding the updated job descriptions for the positions of Highway Commissioner/County Surveyor and County Conservationist. It was noted that job descriptions are designed to reflect tasks and duties. They do not reflect performance standards. Discussion regarding the impact of a merit system on the non-union wage grid to acknowledge outstanding performance by selected employees. Moved(Giese, Olson) and approved to send the job description for the position of Highway Commissioner/County Surveyor to the management consultant for a point evaluation review, with a recommendation to come back to the Personnel Committee. Moved(Giese, Olson) and approved to send the job description for the position of County Conservationist to the management consultant for a point evaluation review, with a recommendation to come back to the Personnel Committee. The Committee met with elected officials to review wage requests for the years 2001 and 2002. Present were Lori Meyer, Sue Nelson, Kay Walsh, Mary Jean Livermore, and Dennis Hillstead. The officials presented packets of materials to the Committee reflecting wage comparisons with a selected 17-county group: the same group used for non-represented comparisons in December, 1999. The officials recommended wage levels to reflect comparability over the next two years of service for elected positions. Discussion regarding staffing needs in the Personnel Office. No action taken. Kathan indicated she would review the situation and report back to the Committee. Discussion regarding the impact of health insurance issues on labor negotiations. The Committee decided to reinstate the March I negotiations date with LAW; start time of 1 p.m. Moved(Giese, Speer) and approved to adjourn at 11:45 a.m. Respectfully submitted, Mary Louise Olson, Secretary
