MINUTES
St. Croix County Planning,Zoning and Parks Committee
December 20,2000
St. Croix County Agriculture Center,Baldwin, Wisconsin
Committee members present: Supervisors Ron Raymond, Linda Luckey, Art Jensen, and Buck
Malick. Supervisor Gerald Larson was excused. Staff present: Steve Fisher,Deb Zimmermann
Chairman Raymond called the meeting to order at 7:06 p.m. A motion was made by Jensen,
seconded by Luckey and passed to adopt the agenda.
Minutes: A motion was made by Malick, seconded by Jensen and carried to adopt the
November 15,2000 minutes. The next meeting-is January 4, 2001 for Employee Evaluations.
Raymond explained the hearing process.
Troy Wood Final Plat: Fisher read the notice and explained that this plat was tabled at the last
meeting and put on this agenda. The Committee asked what is allowed to be placed on an outlot.
Fisher gave his interpretation. A lengthy discussion was held on the definition in the ordinance.
Doug Zahler, surveyor for the Troy Wood Plat, and Dean Albert, Chairman for the Town of
Troy,had questions on using outlots for drainage areas and detention ponds.
Motion by Malick, second by Luckey and carried to get an opinion from Corporation Counsel on
a list of possibilities that would be allowed on outlots under the ordinance. Fisher will talk to
Corporation Counsel. Motion by Malick, second by Jensen and carried to approve the final plat
for Troy Wood with the following language to be placed on all outlots as follows: "Note: This
outlot is to be owned by Troy Wood Association,Inc. Further subdivision prohibited and
building development prohibited in accordance with St. Croix County Zoning Ordinance Section
17.09."
Henry Lentz. Fisher read the notice. The request is to rezone approximately 15 +/- acres of land
from Agriculture to Commercial. Location: A parcel of land located in the NE 1/4 of the SE 1/4
and the NW 1/4 of the SE 1/4, Section 22, T30N-R20W,Town of St. Joseph.
Raymond informed everyone that he has received letters from businesses in the area of this
property, supporting this request.
Henry and Bernice Lentz, 123 State Road 64, Houlton, explained the request, stating that they
received Town approval on this request at a meeting on November 12'h. They showed the
Committee a map of the proposed commercial site,pointing out other commercial sites in the
area. They realize that they will have to apply for a special exception permit for a commercial
business, and plan to have a business that"fits in"with the area.
The Committee reviewed the map and the material in the file. It was noted that the Town of St.
Joseph must send the County a letter stating that they have considered §91.77 in making their
decision to approve this request. They must also provide information that the request complies
with the Town Plan.

Motion by Malick, second by Jensen and carried to table the request until the January 9 meeting.
Robert and Todd Bjerstedt: Fisher read the notice. The request is to rezone approximately
35.9 +/- acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in
the NW 1/4 of the SW'/4 and the NE 1/4 of the SW 1/4, Section 15, T28N-R19W, Town of Troy.
Ed Flanum,Northland Land Surveying, represented the Bjerstedts. He explained the intent of
the application. The land is located in an agricultural area,but is surrounded by Ag/Residential
property and is very near the Glover Station subdivision, a very large major subdivision. A
Conservation Easement Agreement has been signed with the Town of Troy, on Lot 8, as it is less
than 35 acres and will remain in Agriculture. The parcel has farm buildings located on it.
Fisher stated that the Town has approved this request, stating that it does conform to the Town
Plan. Fisher added that it conforms to the County Plan as well. Dean Albert, Chairman for the
Town of Troy, said that the Town approved the request, and it meets the requirements of§ 91.77.
There was no opposition.
Motion by Luckey, second by Jensen and carried to table this request to January 9. The
Committee requested a copy of the Conservation Easement Agreement.
J.T.B. Properties: Fisher read the notice. The request is to rezone approximately 71.58 +/-
acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in the NE
1/4 of the SE 1/4 and the S %z of the SE 1/4, Section 19, T28N-R19W, Town of Troy, St. Croix
County, Wisconsin.
Brad Diller, 5606 Centerville Road, White Bear,MN, is representing J.T.B. Properties. He
explained the request. They had originally asked for 120 acres to rezone,but have signed a
Conservation Easement Agreement with the Town of Troy, leaving approximately 47 acres in
Agriculture. The remaining 71.58 acres would be used for development. Diller stated that the
Town has approved this request, and it does meet the Troy Subdivision Ordinance and the
Grown Management Plan.
Fisher went over the staff report with the Committee. He stated that the request meets the
County Plan and the Troy Plan. The property is located near several major subdivisions, and is
compatible with surrounding land uses. Albert stated that the request follows the Town Plan and
meets the requirements of§91.77. Any upgrades to County Road F for the proposed subdivision,
would be at the expense of the developer. There was no opposition.
Motion by Malick, second by Jensen and carried to table the decision on this request until
January 9.
Motion by Jensen, second by Luckey and carried to adjourn at 8:30 p.m.
