Location: A parcel of land located in part of the NE '/ of the SW '/4 and part of the SE '/a of the SW 1/, all in Section 15, T31 N- R19W, Town of Somerset, St. Croix County, Wisconsin. 2) Manual A. and Elizabeth Villafana to rezone approximately 147 +/- acres of land from Commercial to Ag/Residential. Location: A parcel of land located in Section 25 of the Town of St. Joseph, known as the Birch Park Ski Resort Property, Township 30 North, Range 20 West,St. Croix County, Wisconsin. Staff present: Steve Fisher and Deb Zimmermann Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Luckey, seconded by Malick and passed, to adopt the agenda. Raymond explained the hearing process. Fisher read this notice into the record: 1) Leslie Cook to rezone approximately 63 +/-acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in part of the NE 1/4 of the SW %a and part of the SE %4 of the SW 1/4, all in Section 15, T31N-R19W,Town of Somerset, St. Croix County,Wisconsin. 2) Manual A. and Elizabeth Villafana to rezone approximately 147+/-acres of land from Commercial to Ag/Residential. Location:A parcel of land located in Section 25 of the Town of St.Joseph, known as the Birch Park Ski Resort Property,Township 30 North,Range 20 West,St.Croix County,Wisconsin. Leslie Cook.Ron Johnson appeared on behalf of Leslie Cook, stating that Mr. Cook would like to rezone this property to develop. The Committee reviewed the aerial map. There are two major subdivisions to the north of the parcel, and the adjoining property to the east is zoned ag/residential. There was a discussion held on the roads if this becomes a subdivision. Fisher stated that the developer would have to comply with all subdivision requirements pertaining to roads and would go through the subdivision review process as required. The Town of Somerset recommended approval of the rezoning request. The request complies with the Town and County Plan. There was no opposition to this request.Fisher reviewed the staff report. The hearing was closed. A decision will be made later. This will be scheduled for December 19,2000. Manual A. and Elizabeth Villafana. Bruce Pankonin, Quest Development,and Bob Wall,Attorney, represented the Villafanas. The request is to downzone a large commercial property,formerly the Birch Park Ski Resort,in the Town of St. Joseph to Ag/Residential, and to develop a subdivision.Villafanas will sell to Quest,contingent upon rezoning and an approved subdivision plat. The applicant would like to have the rezoning and the plat looked at simultaneously. The subdivision is 49 single family lots on 203 acres. They will be adding approximately 50 acres to this 147 acres. They are very aware of the uniqueness of the property, and will comply with whatever the county requires. Brian Stadler,221 County Road E; Shawn Peters,220 County Road E; and Donna Davis,County Road E; landowners near this property, spoke of traffic problems They believe additional traffic would make things much worse. They claimed there have been numerous accidents. Discussion was held on conducting a"warrants analysis"traffic study. The applicant agreed to look into one. The Committee reminded the neighbors that there is the possibility of a lot more traffic if this commercial site is developed rather than becoming residential. Fisher went over the favorable staff report. St. Joseph recommended approval. The hearing was closed. A decision will be made later, sine die.
