1) William and Ann Findlay to rezone approximately 32.3 +/- acres of land
from Agriculture to Ag/Residential. Location: A parcel of land located in
the SW '/ of the NW '/, Section 13, T28N-R17W, Town of Rush River,
St. Croix County, Wisconsin.
2) Steve Meyer to rezone approximately 73 +/- acres of land from
Agriculture to Ag-II. Location: A parcel of land located in the NW '/4 of
the NE '/, and the NE '/ of the NE '/4, all in Section 10, T29N-R16W,
Town of Baldwin, St. Croix County, Wisconsin.

St. Croix County Planning, Zoning and Parks Committee
October 18, 2000
St. Croix County Agriculture Center, Baldwin, Wisconsin
Committee members present: Supervisors Ron Raymond, Linda Luckey, Art Jensen, Gerald
Larson and Buck Malick. Staff present: Steve Fisher
Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Jensen,
seconded by Larson and passed, to adopt the agenda.
A motion was made by Malick, seconded by Jensen and passed to approve the minutes from the
August 2 and September 13, 2000 meetings
Raymond explained the hearing process. Fisher read this notice into the record:
1) William and Ann Findlay to rezone approximately 32.3 +/- acres of land from Agriculture to
Ag/Residential. Location: A parcel of land located in the SW 1/4 of the NW 1/4, Section 13,
T28N-Rl7W, Town of Rush River, St. Croix County, Wisconsin.
2) Steve Meyer to rezone approximately 73 +/- acres of land from Agriculture to Ag-II.
Location: A parcel of land located in the SW 1/4 of the NW 1/4, Section 13, T28N-R17W, Town
of Rush River, St. Croix County, Wisconsin.
Steve Meyer. Ed Flanum,Northland Surveying, represented Meyer. He explained the request,
stating that the applicant would like to rezone to Ag-II to create 2 new parcels. The minimum lot
size for a parcel in Ag-II is 20 acres.
Bonita Haase and Todd Graff, two residents in the area, stated that they would rather not see this
rezoning take place, although if there must be development, one house on 20 acres in Ag-II is
better than Ag/Residential, which allows building sites of 2 acres.
Fisher stated that the Town of Baldwin has recommended approval of the request. The staff has
determined that this rezoning does not conflict with the County Development Management Plan.
Fisher further stated that the Town of Baldwin allows only 2 lot splits on a property in a 5-year
period. The committee viewed the site previously.
The hearing was closed. A motion was made by Raymond, seconded by Jensen and passed,to
recommend approval of the rezoning request from Agriculture to Ag-II, to the County Board,
based on the following findings:
1) The Town of Baldwin supports it.
2) Rezoning of the parcel would have no adverse effect on surrounding lands.
3) The Town and County certified that the provisions of§91.77, Wis. Stats. have
been met.
4) The Ag-II rezoning does not conflict with the Development Management Plan.
William and Ann Findlay. Mr. Findlay appeared. The property is at 355 County Road Y,
Baldwin. They believe the property is valuable for residential purposes, as well as agricultural
purposes.

The committee viewed the site previously. Fisher said the property is surrounded by
agriculturally zoned land. The rezoning does not fit the Development Management Plan, as noted
in the staff analysis. The potential for 18 homes on this parcel was questioned, and its proximity
to a large dairy, Jon-De-Farms, located very near this property. Findlay stated that he does not
plan to put that many homes on the parcel. Discussion was further held on the plan,planning
principles and zoning ordinances. The Committee expressed interest in the staff
recommendation that this be rezoned to Ag-II, with one house on 20 acres maximum density.
A motion was made by Raymond, seconded by Malick and passed,to postpone deciding.
A motion was made at 8:15 p.m.by Larson, seconded by Jensen and passed, to adjourn.
