MINUTES
PLANNING,ZONING& PARKS COMMITTEE
AGRICULTURE CENTER, BALDWIN, WISCONSIN
September 13, 2000
Present: Ronald Raymond, Gerald Larson, Art Jensen, Linda Luckey and C. W. Malick
Staff present: Mary Jenkins
The meeting was called to order at 7:00 P.M. by Raymond. A motion was made by
Jensen and seconded by Larson to adopt the agenda. Motion carried.
Upcoming meetings for the committee were discussed. A rezoning hearing is scheduled
for September 20 and County Board will be held on September 21, 2000.
The minutes from the August 8 meeting were distributed to committee members. A
motion was made by Jensen and seconded by Larson to approve the August 8, 2000
minutes. Motion carried.
Raymond opened the public hearing and explained the hearing process to those present.
The hearing notice was read into the record.
Zoning Business
1. Ronald C. Bonte to rezone approximately 80+/- acres of land from Industrial to
Ag Residential. Location: A parcel of land located in the NW'/4 of the NE '/4 and
the SW 1/4 of the NE '/4, all in Section 16, T29N-R17W, Town of Hammond, St.
Croix County, Wisconsin.
2. CANCELED Barry and Karen Danielson to rezone approximately 39 +/- acres
of land from Agriculture to Ag Residential and Ag II. Location: A parcel of land
located in the NW t/4 of the SE '/4 of Section 35, T28N-R17W, Town of Rush
River, St. Croix County, Wisconsin. Note: Land to be rezoned to Ag II is 29
acres located in the North portion of the NW 1/4 of the SE '/4. Land to be rezoned
to Ag Residential is 10 acres located in the South portion of the NW 1/4 of the SE
1/4.
Ron Bonte, 1011 170th Street, Hammond, Wisconsin, told the committee that when he
purchased the land he didn't know that it had been rezoned to Industrial in 1976. He
purchased the land for development and wishes to have the 80 acres rezoned to Ag
Residential in order to continue the development he has started. Greg Gillis, representing
the Town of Hammond, said the township supports the rezoning. Correspondence from
the town was read into the record. Supervisor Luckey reviewed the Planning Department
report with the developer, noting the limitations listed in the report.
Raymond called for questions from the committee and those in the audience. Receiving
none, a motion was made by Larson and seconded by Jensen to close the hearing. Motion
carried.

Malick arrived at 7:15.
Raymond recessed the hearing at 7:15. A motion was made by Jensen to recommend to
the County Board that the rezoning request be approved based on the following findings:
1. The Town of Hammond supports the rezoning.
2. Rezoning of the parcel would have no adverse effect on surrounding lands.
3. The rezoning does conform to the County Plan.
4. The land is in the rural planning area and is an appropriate use.
5. The land is not in a primary environmental corridor. However, there are three
environmental features in the NW '/4 of the NE 1/4 of Section 16, T29N-R17W, of
the site. A woodland which includes steep slopes of 20 percent or greater and a
closed depression. Closed depressions can easily lead to groundwater
contamination. The owner should be made aware that the County will not allow
development of the slopes greater than 20 percent and the closed depression.
There are severe limitations associated with the development of these features and
they need to be protected.
The motion was seconded by Larson and carried with a unanimous vote. A motion was
made by Malick and seconded by Larson to adjourn. Motion carried. Meeting adjourned
at 7:25 P.M.
