A copy of the proposed amendment is available from the St. Croix County Zoning Office. 2) Gary and Rondi Feyereisen to rezone approximately 40 +/- acres of land from Agriculture to Ag/Residential. Location: All of the South '/2 of the SW 1/4 of the SE '/and the South %2 of the SE '/of the SE 1/4, all in Section 8, T28N-R19W, Town of Troy, St. Croix County, Wisconsin. 3) Jon M. Schiltgen to rezone approximately 32 +/- acres of land from Agriculture to Ag II. Location: A parcel of land located in the N %2 of the E'/2 of the NE '/4 of Section 2, T28N-R19W, Town of Troy, St. Croix County, Wisconsin. ANNOUNCEMENTS AND CORRESPONDENCE: POSSIBLE AGENDA ITEMS FOR NEXT MEETING: ADJOURNMENT (Agenda not necessarily presented in this order) SUBMITTED BY: St. Croix County Zoning Office DATE: July 27, 2000 COPIES TO: County Board Office Committee Members County Clerk News Media/Notice Board — MINUTES St. Croix County Planning, Zoning and Parks Committee August 2, 2000 St. Croix County Government Center, Hudson, Wisconsin Committee members present: Supervisors Linda Luckey, Art Jensen, Gerald Larson, Ron Raymond Staff present: Steve Fisher Excused: Supervisor Buck Malick Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Larson, second by Jensen to adopt the agenda. The next meeting for this Committee is August 8, 2000 at the Government Center. Chairman Raymond explained the hearing process. Steve Fisher read the notice into the record. Ordinance Amending the Residential Development Moratorium on Lands within the Glen Hills Watershed Fisher explained that this hearing is to extend the Moratorium on development in the Glen Hills Watershed for six months, not one year, from the date of expiration of the current Moratorium. The exact boundaries are known at the present time, and are being enforced. The published notice states a one year extension, but the Committee has asked that this be reduced to six months, and staff agrees with this time frame. Staff is working on the Floodplain Ordinance and plans to have in place in this six month period. Discussion held by the Committee. Motion by Jensen, second by Luckey to approve to extend the Moratorium for six months from the time of expiration, and to have this placed on the next County Board agenda for approval. All in favor. Motion carried. Gary and Rondi Feyereisen The request is to rezone approximately 40 acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in the South %i of the SW%4 of the SE % and the SE %of the SE %all in Section 8, T28N-R19W, Town of Troy, St. Croix County, Wisconsin. Fisher explained the request. He added that the request does comply with the County Plan per a report by the Planning Department that was handed out to the Committee. Charles Cook, Troy Development, was present and is the applicant for this rezoning. He explained his request. He plans to rezone the property to develop for residential homes. He showed the Committee a copy of a proposed preliminary plat for the development he is proposing. Cook explained that 105 acres is already zoned Ag/Residential, and he would like to add this 35 acres to the property. He has met with the Town of Troy and they have approved this subdivision plan. The plan complies with the Town of Troy Subdivision Ordinance requirements. There will be one home per 3 acres, and over 50 acres will be left open in this subdivision. Dean Albert, Chairman for the Town of Troy, stated that the Town is working with Mr. Cook on this project and they have an agreement with him. The Town supports this rezoning request, and the proposed subdivision complies with the Town of Troy ordinance. Chairman Raymond asked for comments from anyone opposing the request. None were heard. Motion by Jensen, second by Larson to recommend approval of the rezoning request to the County Board based on the following findings: 1) The request meets all County and Town of Troy zoning ordinance requirements. 2) The provisions of§91.77 have been met with this rezoning request. 3) The Town of Troy has recommended approval, and also found, among other things, that the request is consistent with §91.77 . 4) The land is in the rural planning area and is an appropriate use. 5) The land is in a primary environmental corridor. 6) The proposed use of the land for a clustered housing development would compliment and support the policies of the County Plan. 7) The cluster development would be consistent with the rural character of the area. 8) No objections were heard on this request. Jon M. Schiltgen The request is to rezone approximately 32 acres of land from Agriculture to Ag-II. Location: A parcel of land located in the North %of the NE %in Section 2, T28N-R19W, Town of Troy, St. Croix County, Wisconsin. Fisher explained the request. The applicant wants to mine gravel on the property and use property for an access. Jack Larson, Brummel Road, Hudson, is the applicant. He asked the Committee to table the request for approximately one month. Motion by Larson, second by Raymond to table for a month. All in favor. Motion carried. Motion by Jensen, second by Luckey to close the hearing. Motion to adjourn the hearing made by Luckey, second by Jensen. Motion carried.
