MINUTES
St. Croix County Planning, Zoning and Parks Committee
June 14, 2000
St. Croix County Court House—Hudson,WI
Ron Raymond, Gerald Larson, Art Jensen, Linda Luckey and Buck Malick were present
with staff Steve Fisher, Ellen Denzer,Rod Eslinger, and Mary Jenkins
Chair Raymond called the meeting to order at 7:00 p.m. Motion by Malick, second by
Jensen to adopt the agenda. Carried. Next meeting is a rezoning hearing June 21 in
Baldwin at 7:00 p.m.
Ordinance Amendments for 2-acre minimum lot size
Ellen Denzer presented the amendment language. Denzer stated that planning staff,
zoning staff and Corporation Counsel have reviewed the amendment. Denzer stated that
a Cluster Subdivision definition was added to the Definitions section of the zoning I,
ordinance, Section 17.09. This change was previously discussed at the June 13, 2000
PZPC meeting.
Malick asked questions on the permanent open space provisions. Does this mean
undeveloped land?Are golf courses allowed as open space? Luckey read the definition
of"Development"in the zoning ordinance.
Malick was satisfied that by definition golf courses were excluded from permanent open
space land. Malick further stated that he would like to see farming permanently protected
and he would like to allow it to qualify in the future as permanent open space associated
with cluster subdivisions.
Luckey stated that she was concerned with the fact that the fraction of required
permanent open space land was not defined. Denzer stated that she felt the typical
standard open space requirement was 50%. She then reviewed the St. Croix County
Development Management Plan. The plan stated that 65-85%mandatory open space is
preferred.
Motion by Malick second by Luckey to insert"at least 65%"in the Cluster Subdivision
Definition. Passed unanimously.
"17.09 CLUSTER SUBDIVISION. A subdivision in which the lot sizes are reduced
below those normally required in the zoning district in which the development is located,
in return for the provision of at least 65%permanent undeveloped land.
Comm-83
Eslinger gave background information on the existing St. Croix County Sanitary
Ordinance and the proposed revised State sanitary rules known as Comm-83. He went
over a staff memorandum and a detailed soil map indicating how the proposed state rules
would effect different areas of the county.

The committee asked staff to clarify how Comm 83 would affect our existing ordinance.
Malick asked if the new technologies would require additional inspections by county
staff. Eslinger said some would require at least one added inspection.
Motion by Malick, second by Jensen to:
• Reaffirm our existing Sanitary Code Chapter 15 to the full extent of County legal
authority
• Authorize fees that reimburse the County for reasonable and necessary costs to
administer the new technologies. Fees would be set by the PZPC before increases are
passed on to the public.
Continue to prohibit the technologies identified in the Department of Commerce
Administrative Rule Comm 83.32 (2) (a),which states:
"A municipality may by ordinance prohibit or limit the installation and use of the
following technologies, designs or methods as POWTS components:
1. A holding tank.
2. A constructed wetland as a POWTS treatment component.
3. An evap,1�Inspiration bed as a POWTS treatment component"
• Delay the following technologies listed in 83.04-2 (exception#4 below*) for one year
from the enactment of the ordinance.
1. Pressurized distribution component with less than 1/8 inch orifice diameter
2. Mechanical POWTS treatment component
3. Disinfection Unit
5. Sand, gravel or peat filter as a POWTS treatment component.
However,these technologies would be allowed if the septic site has a minimum of
two (2) feet of suitable soil depths
• Immediately allow technology#4 listed in Table 83.04-2:
4. Soil treatment disposal utilizing less than 24 inches of in situ soil for site
being initially developed(otherwise known as an A+4 Mound)

Moved by Larson, second by Jensen to adjourn the meeting at 9:20 p.m. Carried.
