Present were supervisors Ron Raymond, Gerald Larson, Art Jensen, Linda Luckey, and
Buck Malick and staff Mary Jenkins.
Chair Raymond called the meeting to order at 7:25 P.M. A motion to approve the agenda
was made by Jensen, seconded by Malick and carried unanimously.
Zoning Business
Raymond called the hearing to order at 7:35 P.M. and explained the procedure and rules
of the hearing. The hearing notice was read into the record. -
1. Lawrence O. Martell to rezone approximately 115 +/- acres of land from

Lawrence Martell, 1728 82nd Street,New Richmond, told the committee that he owns 115
acres, and has an offer for the purchase of five acres, which requires rezoning. Mr.
Martell said the remainder will possibly be developed in the future. Raymond asked if
anyone wished to speak in favor of the rezoning. Ron Gosso, 1784 82nd Street,New
Richmond, whose property borders the Martell property on the northwest, questioned
what environmental impact possible development would have on the springs on his
property. Mr. Gosso said he is not opposed to the rezoning,however, he does have
concerns about septic systems and possible groundwater contamination from
development. Malick referred committee members to the staff report from the Planning
Department, which states that a small portion of the land is in a primary environmental
corridor, and that the owners should be encouraged to incorporate,without destroying,
these features in any proposed design. Malick suggested that the environmental issues
brought by Gosso would be addressed at the time of lot creation rather than during the
rezoning process. Raymond asked for anyone else wishing to speak in favor of or in
opposition to the request. No one came forward. A letter from the Town of Somerset,
supporting Mr. Martell's request, was read by Jenkins. She referenced staff reports from
the Planning Department and the Zoning Department indicating items the committee
should consider when deliberating on the request. Malick explained cluster development
to the applicant, and suggested that a development plan using cluster development may
take advantage of the environmental corridor and keep construction out of the fragile
areas.
Raymond recessed the hearing at 7:45 P.M. A motion was made by Malick to
recommend to the County Board that the rezoning request be approved with the
following findings:
1. The Town of Somerset supports the rezoning.
2. Rezoning of the parcel would have no adverse effect on surrounding lands.
3. The Town and the County have certified that the provisions of§ 91.77 have been met.
4. The rezoning conforms to the County Plan.
5. The land is in the rural planning area and is an appropriate use.
6. The land is not identified on the potentially productive agriculture map.
The motion was seconded by Raymond and carried unanimously.
2. Ralph and Marguerite Olson to rezone approximately 80 +/- acres of land from
Agriculture to Ag Two. Location: A parcel of land located in the E '/z of the NW 1/4
and the NW 1/4 -NW 1/4 of Section 11, T31N-R17W, Town of Stanton, St. Croix
County, Wisconsin.
Raymond reopened the hearing. Candy Anderson, Geologist for American Materials,
4314 W. Cameron Street, Eau Claire, Wisconsin, represented the Olson request. She
explained that the request is to allow American Materials to operate a sand and gravel pit
on the property after purchasing it from Mr. &Mrs. Olson. Ms. Anderson stated that the
township approves of the location, as it is adjacent to an existing pit operated by the
County Highway Department. Ralph Olson, 2274 CTH"T", Deer Park, Wisconsin, said
that the County has leased the existing pit from him for 17 years. American Materials will
finish out that pit and open a second one. Raymond called for comments supporting or
opposing the request. None were heard. A letter from the Town of Stanton was read by
Jenkins. She identified staff reports indicating information to be considered by the
committee when deliberating on the request. Raymond called for questions from the
committee, and when none were heard,recessed the hearing.
A motion was made by Jensen to recommend to the County Board that the request of
Ralph and Marguerite Olson be approved based on the following findings:
1. The Town of Stanton supports the rezoning.
2. Rezoning of the parcel would have no adverse effect on surrounding lands.
3. The Town and the County have certified that the provisions of§ 91.77 have been
met.
4. The rezoning conforms to the County Plan.
5. The land is in the rural planning area and is an appropriate use.
6. There is an existing non-metallic mining operation nearby and the site is located
on two county roads.
The motion was seconded by Larson and carried unanimously.
3. Dennis L. Raddatz to rezone approximately 80.5 +/- acres of land from Agriculture
to Ag/Residential. Location: A parcel of land located in the N %of the NE 1/4 of the
NE '/4 of Section 10; the W %z of the SE 1/4 of the SE '/4 of Section 3; part of
Government Lot 5 in Section 3, lying south of County Trunk Highway"H"; part of
the W %2 of Government Lot 6 in Section 3, lying south of County Trunk Highway
"H", all in T31N-R18W, Town of Star Prairie, St. Croix County, Wisconsin.
Raymond reopened the hearing. Dennis Raddatz, 1175 CTH "H",New Richmond,
Wisconsin, told committee members that they are planning to sell 24 acres of their 80+/-
acre parcel and build a house on the remainder. Mary Raddatz, 1175 CTH"H",New
Richmond said they have no plans to develop the land. The proposed sale is the barn and
out buildings. There are two residences on the parcel at the present time. Raymond
called for testimony in favor of the request.No one spoke. Raymond called for anyone
wishing to speak in opposition of the request. Betty Boumeester, 887 170th Avenue,New
Richmond, Wisconsin, said that she and her husband own 40 acres south of the Raddatz
property and a lake lot north of the Raddatz property. They had approached Mr. &Mrs.
Raddatz about purchasing land for a driveway to their property. However, the Raddatzs'
declined the offer, and an alternate access was chosen. Mr. &Mrs. Boumeester are in the
process of selling a five-acre lot and proposing to build a home on their remaining 35
acres. Mrs. Boumeester is concerned that traffic and speed will increase on the town road
and that their privacy will be gone. Raymond called for further comments. None were
heard. Jenkins read a letter from the Town of Star Prairie stating no objections to the
request. She outlined staff reports indicating items the committee should consider when
deliberating on the request.
A motion was made by Luckey and seconded by Jensen to close the hearing. Motion
carried. A motion was made by Jensen to recommend to the County Board that the
rezoning request of Dennis Raddatz be approved based on the following findings:
1. The Town of Star Prairie supports the rezoning request.
2. The Town and the County have certified that the provisions of§ 91.77 have been met.
3. Rezoning of the parcel would have no adverse effect on surrounding lands.
4. The rezoning does conform to the County Plan.
5. The land is in the rural planning area and is an appropriate use.
6. The land is not identified on the potentially productive agriculture map.
The motion was seconded by Larson and carried unanimously.
4. Temporary Occupancy Permit Policy Revision
The Committee discussed the proposed ordinance amendment and the most recent
changes in the proposed language. Malick reported speaking with the Zoning Office who
indicated that Corporation Counsel has suggested further revisions. A motion was made
by Larson and seconded by Malick to table the temporary occupancy permit policy
revision until the July 25 committee meeting. Motion carried.
5. Surveyor Review of Plats
is
Raymond referred to an E-mail he received from Steve Fisher regarding the possibility of
hiring a surveyor to work exclusively with Zoning and Planning. Fisher said that a
backlog of review of lots and major/minor subdivisions has occurred in recent months.
Raymond said that Planning Director Dave Fodroczi supports the request for temporary
help and has made preliminary contact with some surveyors interested in contracting with
the County on a temporary basis. Cost would be covered by fees already collected from
applicants. A motion that staff issue a Request For Proposals to surveyors was made by
Malick, seconded by Jensen and carried unanimously.
Parks Business
6. Personnel Request
Raymond noted that yesterday the committee denied the position request for a Parks
Foreman and an alternate position of Parks Lead Worker was approved, subject to a job
description,which the committee directed Grant to draft with the County Personnel
Director for consideration tonight. Malick indicated that he had been called by Joe Grant,
and that when Grant met with the Personnel Director, concern was expressed that as the
Parks Lead Worker position was non-supervisory it would need to be a union position.
Further if the position required over 40 hours per week overtime must be paid and
possibly a shift differential would apply if hours other than 8-5 were required. Malick
feels this is not a problem since overtime and second or third shift are not intended. He
said Grant agreed. Raymond outlined the options available to the committee at this time.
Unless yesterday's 3-2 vote to go forward with the Parks Lead Worker is changed, the
committee must vote on the proposed job description as presented at this time. A motion
was made by Malick to adopt the job description and recommend the personnel addition.
Motion died for lack of a second. A motion to reconsider the position approval given
yesterday was made by Luckey, seconded by Larson and carried. A motion was made by
Malick to authorize the Park Lead Worker to be added using the current job description.
Motion died for lack of a second. A motion to rescind the action to hire a Parks Lead
Worker was made by Jensen, seconded by Raymond and carried.
A motion to approve minutes from the meetings of June 7, June 14, and June 20, 2000
was made by Jensen, seconded by Raymond and carried unanimously.
A motion to adjourn was made by Larson, seconded by Jensen and carried unanimously
at 9:20 P.M.

Mary,
I feel the PZPC needs to give consideration to tabling CSM's and Major Subdivisions that are not
completely reviewed and approved by the County Surveyor @ Hwy. The goal of the zoning
department is always to have NO conditions on lots/subdivisions presented to the PZPC. This goal
has not been met for months, and the issue/problem is not getting better.
This action undoubtedly should result in staffing questions. I feel the zoning department needs to
either hire a surveyor to work exclusively with zoning and planning or contact this essential service
out, so it may be done in a timely manner!
The tremendously busy last three weeks coupled with my imminent vacation have not allowed me to
spend the time I need on staffing issues. I have call(s) into the personnel dept requesting extension of
my personnel requests (requests w/ committee support are due in June) to date I have not received a
response.

RE: Surveying Services
I would offer the following comments as a follow-up to the Committee's discussion yesterday on
surveying services:
GPS Coordinates on Section Corners
The Highway Department requested Land Records funds in 1998 to pay for a portion of the
purchase of GPS receivers. We reached an agreement to pay $25 for each corner that was
occupied and coordinates generated. We were prepared to allocate surplus 1998 Land Records
funds for 1999, and we budgeted$9,600 for GPS coordinates on 400 corners in the 2000 Land
Records budget. To date, we have received no billings and no coordinates. I understand from
recent conversations with surveying staff that the GPS equipment has had heavy demand from
other engineering needs, and we should be receiving a billing for some section corner GPS soon.
Section Corner Remonumentation &Maintenance
During the tenure of the previous County Surveyor, there was regular review of how many
section corners were or were not being remonumented and subsequently maintained in any given
year. Detailed reports on status and progress were usually required at budget time at a minimum.
It appeared to be the source of a great deal of concern by many PZP Committee and County
Board members. The County has 2,351 corners. As of 12/31/99, 212 corners had been
remonumented from 1992 to 1999. There were 185 corners that remained to be remonumented. -
Although continued remonumentation and"accelerated"maintenance have been reported, we
don't have any details about actual, completed activities. Maybe we should.
I hope these brief, informal comments can add to your ongoing discussion. Please let me know if
we can develop or request any additional information.

AN ORDINANCE AMENDING THE ST. CROIX COUNTY ZONING ORDINANCE
SUBCHAPTER VII,
SECTION 17.70 ADMINISTRATION
(3) ZONING AND SEPTIC TANK PERMITS
Ordinance No.
St. Croix County, Wisconsin
WHEREAS, Chapter 17, Sec. 17.70(3) of the St. Croix County Zoning Code
outlines the zoning and septic tank permit regulations; and
WHEREAS, the County is authorized to enact regulations on zoning permits.
This Chapter is adopted under the authority granted by Secs. 59.67, Wisconsin Statutes;
and
WHEREAS, the Planning, Zoning and Parks Committee held a public hearing on
INSERT DATE to consider amending the County regulation regarding temporary
occupancy permits. The Planning, Zoning and Parks Committee has the authority to
recommend a change in the ordinance where they deem necessary.
THEREFORE, the Planning, Zoning and Parks Committee, having considered
all testimony presented at the hearing, recommend the County Board of Supervisors
approve an amendment to the St. Croix County Zoning code to change the issuance of
temporary occupancy permits as follows:
Subchapter VII. of the St. Croix County Ordinance is amended to read as follows:
SUBCHAPTER VII
ADMINISTRATION AND ENFORCEMENT
17.70 ADMINISTRATION.
(3) ZONING AND SEPTIC TANK PERMITS
(c ) 3. Temporary Occupancy Permits. Any other provisions to the contrary
notwithstanding, no person shall place, occupy or use a trailer, van,
mobile home, recreational vehicle, tent, bus, truck, automobile or
similar apparatus for residential purposes, temporary or permanent, on
any parcel not having a legal and occupied principal structure other
than in areas specifically zoned and approved for such occupancy.
However, the owner of a parcel who holds a valid zoning and sanitary
permit for construction of a principal structure may apply for and obtain
approval by a Land Use Permit issued by the St. Croix County zoning

to amend the"Temporary Occupancy Permits"section of the St. Croix County Zoning
Ordinance.
This section of the ordinance allows the temporary placement of a travel trailer or
manufactured home while constructing a new home. Currently this routine permit is
required to go through a Special Exception Pen-nit process which requires a public
hearing. This routine permit should be handled as a Land Use Permit, issued "over the
counter"by the St. Croix County Zoning office.
The office would only issue the Land Use Permit after certifying compliance with the
Zoning Ordinance and after attaching conditions to the permit as part of the approval.
This amendment has support of the St. Croix County Board of Adjustment (see attached
minutes of July 22, 1999). Staff has also heard verbal support of this amendment by
several Towns.
Staff requests that this section be amended as noted on the attached resolution

(3) ZONING AND SEPTIC TANK PERMITS

WHEREAS, Chapter 17, Sec. 17.70(3) of the St. Croix County Zoning Code
outlines the zoning and septic tank permit regulations; and
WHEREAS, the County is authorized to enact regulations on zoning permits.
This Chapter is adopted under the authority granted by Secs. 59.67, Wisconsin Statutes;
and
WHEREAS, the Planning, Zoning and Parks Committee held a public hearing on
INSERT DATE to consider amending the County regulation regarding temporary
occupancy permits. The Planning, Zoning and Parks Committee has the authority to
recommend a change in the ordinance where they deem necessary.
THEREFORE, the Planning, Zoning and Parks Committee, having considered
all testimony presented at the hearing, recommend the County Board of Supervisors
approve an amendment to the St. Croix County Zoning code to change the issuance of
temporary occupancy permits as follows:
Subchapter VII. of the St. Croix County Ordinance is amended to read as follows:
SUBCHAPTER VII
ADMINISTRATION AND ENFORCEMENT
17.70 ADMINISTRATION.
(3) ZONING AND SEPTIC TANK PERMITS
(c ) 3. Temporary Occupancy Permits. Any other provisions to the contrary
notwithstanding, no person shall place, occupy or use a trailer, van,
mobile home, recreational vehicle, tent, bus, truck, automobile or
similar apparatus for residential purposes, temporary or permanent, on
any parcel not having a legal and occupied principal structure other
than in areas specifically zoned and approved for such occupancy.
However, the owner of a parcel who holds a valid zoning and sanitary
permit for construction of a principal structure may apply for and obtain
approval by a Land Use Permit issued by the St. Croix County zoning

This job description was re-written at the request of the Zoning„ Planning and
Parks Committee.

Which was voted down 4-1 by the Zoning,Planning and Parks Committee on
Tuesday, June 27, 2000.
After the meeting on Tuesday June 27 I talked to Deb Kathan,Personnel Director. She
said if we propose a non-suyervisinglead worker position Pay Grade 2 or 3 that the
union will likely petition to have it established as a union job. Thus it would be eligible
for overtime pay, shift differentials, etc. It may cost more than a Gupervisory Parks
Fore rMan position at Pay Grade 4. Deb Kathan thought we may be wise to reconsider
the Park Foreman position.
Nott: Pay grade will be established by the Personnel Committee.
I suggest that the Zoning, Planning and Parks Committee consider both of these job
descriptions and forward one of them to the Personnel Committee as per the vote on
Tuesday, June 27, 2000.
