PLANNING,ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER,HUDSON,WI
June 27,2000
PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, Linda Luckey and Buck
Malick were present. Staff present: Mary Jenkins,Rod Eslinger, Debbie Zimmermann,
Fran Bleskacek, Dave Fodroczi. Guests: Doug Zahler, Joe Granberg,Ron Johnson, Larry
Murphy,Dick Stout, Julie and Gary Peterson, Bill Berndt and Roger Humphrey.
Chairman Raymond called the meeting to order at 9:00 a.m.
Motion by Luckey, second by Malick to adopt agenda with items J and L.2. cancelled. Motion carried.
Minutes/Meetine Dates
The next meeting for this Committee is for June 28th at the Government Center in Hudson. It is a rezoning
hearing.

Personnel Request
Parks Department: Joe Grant, Parks Director requested an additional full-time employee,to start in the
spring of 2001. He distributed a job description for a Parks Foreman,which would be a supervisory
position in pay range 4. Grant said that they have not hired any full time staff since 1986. There is a lot
more to do with the parks now, and with the addition of Perch Lake Park, it will be even more. The
Committee reviewed the organizational chart for the Parks Department.
Motion by Larson, second by Malick to take this request to the Personnel Committee. A roll call vote was
taken: Larson,yes; Malick,no; Jensen,no; Luckey,no; Chairman Raymond,no. Motion failed.
Motion by Malick, second by Larson to have Parks present a modified request to the Committee to hire
another full-time support person(maintenance level)at pay range 3. A roll call vote was taken: Jensen,
no;Luckey,yes; Larson,yes; Malick,yes;Raymond,no. Motion carried. Grant will prepare this new job
description for the Committee to review at their hearing tomorrow.
Zoning Department: Eslinger stated that Zoning is requesting a permanent part-time administrative
secretary position for the department. This position would help in the front office with phones, dealing with

the public, filing, inputting information into the computer, etc. Due to the large volume of work in zoning,
Fisher has not put together anything to submit to the Personnel Committee. He has asked for an extension
from Personnel. The department would like to have this position on a part—time basis year round.
Motion by Jensen, second by Luckey to approve. Zoning is to gather information to support this request,
such as increases in fees, and volume of work load(permits, subdivisions, etc.),and take to Personnel. A
roll call was taken. Motion carried unanimously.
Planning Department: Dave Fodroczi requested approval of the reclassification of the Mapping
Technician. He handed out a copy of the proposed new job description. Reclassification would likely
increase this position one level in pay.
Motion by Malick, second by Jensen to approve.. Roll call was taken. Motion carried unanimously.
Fodroczi then requested Committee approval of a new permanent full-time position for the Planning
Department. This position would be a Planner/GIS Specialist. There are similar positions in other
counties. This position would help focus on community planning,give a higher level of GIS expertise, and
work with the towns on planning issues. The expenses for the position could be covered without affecting
the levy. Part of this salary would come from land records,part from the local fees,as well as some grant
funding from the state. This position would address the Smart Growth planning requirements and could
help the towns prepare their Smart Growth plans. Fodroczi believes it is important for the County to have
someone like this on staff to interact with the towns and be available to them if needed. Fodroczi would
hire for this position around January 1,2001.
Motion by Malick, second by Raymond to approve this new position. A roll call vote was taken. Motion
carried unanimously.

Bills,Invoices and Revenue Report
Committee members reviewed the Zoning Department Revenue Report for May, showing$41,958.50.
Motion by Larson, second by Luckey to approve bills in the amount of$17,239.13 for the month of May.
Motion carried.
Violations/Citations
Jon Sonnentag, Enforcement Officer,went over the violations and citations report with the Committee.
Raymond reminded the Committee that Zoning has been asked to work with the most flagrant violations
first, and then prioritize the rest. After discussion of several violations,the Committee asked Sonnentag to
submit follow-up information on the Bourdaghs(4/29/99)and Larson(6/10/99)files for the next meeting
in 2 weeks.
Zoning Enforcement Policy: The Committee was handed a draft letter by staff to the Deputy Zoning
Administrators in the towns. Raymond stated that this has been discussed in the past,and the Committee
believes it is important to get the Deputy Zoning Administrators involved in enforcement. He reiterated
that enforcement is a big job,and that the Committee agreed that Zoning is to deal with the major violations
first, and then deal with the more minor violations.
The Committee reviewed the draft and suggested changes. Zoning will revise the letter for the 25"'meeting.
Rezonings
The Committee scheduled rezoning hearings for new applicants as follows:

July 26d': Robert and Sandra Harer in Baldwin, 7:00 p.m.
August 2nd: Gary and Rondi Feyereisen in Hudson, 7:00 p.m.
August 9th: Rodney Rivard, Star Praire Town Hall, 7:00 p.m.
The Committee will view the sites at the meeting scheduled for July 18th.
Town of Emerald Escrow Account
Eslinger told the Committee that the Town of Emerald would like funds released from their escrow account
to put in a volleyball court in Emerald Park. They have submitted all required information to the County.
Motion by Jensen, second by Raymond to approve this request for$1475.00. Motion carried.
Floodplain Ordinance
There was a discussion on setting a hearing for the Floodplain Ordinance. Eslinger explained that it is not
ready yet. It is still being reviewed by Corporation Counsel. The Committee agreed that if it is ready for
publication,the hearing will be on July 26 . If not,it will be scheduled for early August.
Comm-83
There was discussion on the amendment to the ordinance for Comm-83. Eslinger told the Committee that
Corporation Counsel believes that the action taken by the Committee on June 10'is an effective way to put
things on hold until the public hearing is held, and makes this decision enforceable. It was decided to hold
the public hearing on July 25th.
Municipal'Plat
None.
Proposed Ordinance Revisions
Temporary Occupancy: The Committee received a handout on the proposed change to this ordinance.
Eslinger explained that at the present time,the landowner must go through the special exception process in
order to receive a permit to have a temporary home on the property while constructing a new residence.
The fee for this permit is$400. The Board of Adjustments would like to see this amendment to the
ordinance to allow this permit to be issued through the Zoning Office as a Land Use Permit, as it seems
unnecessary to have the landowner come before the Board. The fee for this permit is$125.
A discussion was held on how the Towns would be notified of such a permit. The Zoning Office would
send a copy of the Land Use Permit to the Town. Eslinger stated that staff has heard verbal support of this
amendment from several of the Towns. The Committee would like wording in the ordinance so the Zoning
Office would not issue a Kermit until 15 days after notice has been sent to the Town." This will be
reviewed again on the 25 .
Motion by Larson, second by Jensen to adjourn. Motion carried. Meeting adjourned at 3:00 p.m.
