Minutes/Meeting Dates The following dates are scheduled meeting dates for this Committee: May 25`h: Smart Growth Seminar June 7<h : Public Hearing to amend ordinances in Baldwin ` June 13h: Planning,Zoning and Parks Meeting at Glen Hills Golf Course June 20`h: County Board Meeting June 27`h: Zoning Meeting at Government Center in Hudson Motion by Jensen, second by Larson to approve minutes from meetings held on May 9"' and I Oth. 2000. Minor Subdivisions See Attachment A The Committee recessed at 9:50 a.m. The Committee reconvened at 10:05 a.m. Major Subdivisions See Attachment B Jim Rusch addressed the Committee asking for an extension on the preliminary plat for Northgate subdivision. He plans to have the final ready in a few months. Motion by Malick, second by Raymond to approve an extension for one year for the preliminary plat of Northgate. The Committee recessed at 10:45 a.m. The Committee reconvened at 10:55 a.m. Bills,Invoices and Revenue Report Committee members reviewed the Zoning Department Revenue Report for April. Motion by Larson, second by Jensen to approve bills in the amount of$6,441.79 for the month of April. Motion carried. 1 Rezonings The Committee scheduled rezoning hearings for new applicants as follows: June 21't : Galen and Mildred Anderson, Three-Putt L.L.C.in Baldwin, 7:00 p.m. June 28"': Dennis Raddatz, Lawrence Martell, Ralph and Marguerite Olson, Government Centel- in enterin Hudson, 7:00 p.m. The Committee will view the sites at the meeting scheduled for June 13" Violations and Citations The Committee reviewed the violation/citation list with Fisher. Short discussion held as Committee reviewed list. Municipal Plat Fisher informed the Committee that the plat for Hillcrest Meadows in the Village of Roberts, has now been annexed into the Village. Fisher suggested that the Committee remove its previous objection to this plat as it is now compliant. Motion by Jensen, second by Malick to remove objection. Motion carried. Fisher presented the plat of Summer Pines, City of Hudson, and stated that in reviewing this plat, zoning had no objections. Motion by Larson, second by Raymond to certify no objection. Motion carried. r; r Fisher presented the plat of Vine Hills, City of Hudson, and stated that in reviewing this plat, zoning had no objections. Motion by Malick, second by Jensen to certify no objection. Motion carried. it Floodplain Ordinance Eslinger updated the Committee on the progress of this ordinance. There was a meeting yesterday with Gary LePak, Greg Timmerman, Bob Heise, Fisher and Eslinger to work on the draft of the ordinance. Timmerman is working on the final draft and a copy of this will be given to the Committee for the June 13th agenda. Eslinger reminded the Committee that the moratorium date is up August 17th, so it is very important that this gets on the County Board agenda before that time. Raymond stated that Malick and Luckey will be reviewing this ordinance on behalf of the Committee. After some discussion, it was decided that a tentative date of July 12" will be set for the public hearing for the Floodplain Ordinance. Non-Conforming Structures Eslinger gave a brief update on this ordinance. Zoning has been working with the Planning Department and will continue to do so. They will keep the Committee updated. Town of Hudson-zoning amendment Fisher went over the request from the Town of Hudson to amend their zoning map. The request is to rezone 8.42 acres of land from Industrial to Ag/Residential. Discussion held. Motion by Malick, second by Larson to certify no objection to the rezoning, if there is no structure on the property that would become non-conforming with a zoning change. All in favor. Motion carried. Comm 83 Eslinger gave the Committee a handout with information on Comm 83. He went over the handout in detail, explaining that Comm 83 is scheduled to go into effect on July 1, 2000. Discussion held on timeline for getting ready for this. This will be put on the agenda for the .Tune 13`x' meeting For more discussion. Proposed Two-Acre Minimum Lot Size Fisher and Dave Fodroczi informed the Committee that they have had some feedback from developers 2 C. and towns regarding this proposed ordinance change. There are concerns about how this w I I affect some town plans and the cluster development concept. Fodroczi stated that some of these concerns are legitimate and he believes that the wording in the ordinance can be adjusted to accommodate some of these concerns. It was suggested that it would be best to wait until after the hearing on June 7`h to see what concerns are expressed through public comment and then address any issues.
