CROIX COUNTY GOVERNMENT CENTER,HUDSON,WI April 25,2000 PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, and Linda Luckey were present. New member, Buck Malick, was excused. Staff present: Steve Fisher, Mary Jenkins, Debbie Zimmermann, Fran Bleskacek, Dave Fodroczi, Joe Grant Guests: Doug Zahler, Joe Granberg, Ron Johnson, Dick Stout, Richard Nelson, R. LaCasse, Ronald C. Bonte,Wm.H.Derrick. Chairman Raymond called the meeting to order at 9:00 a.m. It was also noted that there are some items under Park Business today on the agenda. There are no hearings scheduled. Fisher explained that Hammond Oaks II will be removed from the agenda today, as this plat is not ready for approval. Motion by Larson, second by Luckey to adopt agenda. Motion carried. Minutes/Meeting Dates The following dates are scheduled meeting dates for this Committee: May 3rd: Rezoning hearing in Baldwin May 91h: Planning and Parks Meeting at Government Center in Hudson May l Otlit": Rezoning hearing at Government Center in Hudson May 16thh: County Board Meeting May 23rd: Zoning Meeting at Government Center in Hudson May 315`: Public Hearing for Floodplain Ordinance Motion by Raymond, second by Luckey to approve minutes from meeting held on April 11, 2000 with minor changes. Motion carried. Chairman Raymond handed out a list of Planning and Zoning Committee Issues that this Committee may be facing over the next two years. He asked the Committee to look over the list, and may possibly discuss at a later date. Rezonings The Committee scheduled rezoning hearings for new applicants as follows: May 17'h: Wahlquist Brothers (Rush River) at the Ag Center in Baldwin, starting time 7:00 p.m.. The Committee will view this site sometime before the next meeting Hearings No hearings today. Minor Subdivisions See Attachment A Major Subdivisions See Attachment B The Committee recessed at 9:55 a.m. The Committee reconvened at 10:05 a.m. Bills Invoices and Revenue Report Committee members reviewed the Zoning Department Revenue Report for March. Motion by Raymond, 1 second by Larson to approve bills in the amount of$7,435.32 for the month of March. Motion carried. Violations and Citations The Committee reviewed the violation/citation list with Fisher. Short discussion held as Committee reviewed list. Municipal Plat The plat for Hillcrest Meadows-in the NW 1/4 S22 T29N R1 8W,Village of Roberts,was presented to the Committee. Fisher informed the Committee that in reviewing the plat, it was discovered that the plat has not been properly annexed into the Village, and,therefore, is part of the County. The staff recommended that the Committee object to this plat. Discussion held. A motion was made by Jensen, second by Larson, to object to this plat and stated that it is to be properly annexed into the Village of Roberts, or go through County procedures for a major subdivision. All in favor. Motion carried. Floodplain Ordinance Fisher explained that staff is still in the process of"fine tuning"this ordinance. At the time, the DNR and Corporation Counsel are reviewing the ordinance, and will get comments to Zoning before the May 3 hearing that is scheduled in Baldwin. The Committee asked that this ordinance be placed on the agenda for May Yd for discussion, as well as the meeting on May 9t", if needed. After further discussion by staff and Committee, it was decided that the public hearing for this ordinance should be held on May 315` rather than May 24th, as previously decided. Non-Conforming Language Fisher informed the Committee that Planning, Zoning and Corporation Counsel are working together on this language. Staff will bring to Committee at a later date. Direct Farm Marketing Ordinance Fisher explained to the Committee that this ordinance has the support of the Planning, Zoning and Corporation Counsel. They have made the changes that were recommended by this Committee. Fisher asked that the Committee make some decision today, so that we can move forward on this and get this ordinance implemented. Luckey asked Fisher what procedure is in place to inform the Towns of this new ordinance. Discussion held. It was decided that the Towns would be sent a copy of the proposed ordinance for their review. A public hearing was scheduled for June 7tn at 7:00 p.m. at the Agriculture Center in Baldwin. Staff would like to see this ordinance presented at the June County Board meeting. Motion by Raymond, second by Luckey to approve to send this draft ordinance to the Towns for their review. Motion carried with Raymond,Luckey and Jensen voting yes, Larson voting no. Parks Business Joe Grant informed the Committee that he has been working with St. Croix Electric on getting electrical service into Perch Lake Park. St. Croix Electric requires a written electrical easement before the electricity can be put in. Grant explained that to get this easement, he has to go through the proper channels, which is this Committee, Finance Committee and County Board, as it is technically a real estate deal. Corporation Counsel, Greg Timmerman,will be reviewing the documents. Grant will send a copy of the easement language to the Committee. Motion by Raymond, second by Larson to secure an easement for St. Croix Electric to allow electricity to be run into the Perch Lake Park area. All in favor. Motion carried. 2 Planning Business Dave Fodroczi presented proposed amendments to the Zoning and Subdivision Ordinance that would increase the minimum acreage from a 1-acre minimum for a single lot, to a 2-acre minimum. He has gotten feedback from some of the Towns that they are in favor of this change. Corporation Counsel has reviewed. After some discussion, a motion was made by Larson, second by Jensen to adopt the 2-acre minimum lot size requirement. Zoning will include this proposed amendment with the mailing that will be going out to the Towns on the proposed Direct Farm Marketing Ordinance. This amendment will be part of the June 7th public hearing in Baldwin. Motion by Raymond, second by Larson to adjourn.Motion carried. Meeting adjourned at 12:00 noon. The driveway for Lot 44 is to be constructed at the time of initial road construction with erosion control measures installed at the same time; 2)Financial guarantees equal to 120% of the construction bids are required for erosion control and road construction. A written estimate must accompany the financial guarantees. A construction waiver may be approved when financial guarantees are submitted and approved; Final DNR approval to be obtained. Committee Action: Motion by Luckey, second by Jensen to approve with conditions. Motion carried. 2. Edgewood-Preliminary Owner: Barbara Geving Location: Section 13, Town of Somerset, 15 lots totaling 80.91 acres. Staff Recommendation: Conditional Approval: 1)All DNR conditions to be met: A 75-foot setback should be required from the navigable ponds on the plat. Filling and building to be restricted in the wetlands and stormwater to be filtered through a retention area prior to discharge. The joint access for Lots 14-15 should be moved out of the wetland; 2) The name "Bdgewood"to be changed, as there is already an"Bdgewood Estates"that has been approved; 3)A construction waiver has been approved.
