1) Joe Gillen/ Sandy and Vernon Timm to rezone approximately .5 (1/2) +/-
acres of land from Agriculture to Ag/Residential. Location: A parcel of
land located in the SE '/ of the SE '/4 of Section 33, T31 N-R16W, Town
of Cylon, St. Croix County, Wisconsin.
2) Russell Strohbeen to rezone approximately 20.37 +/- acres of land from
Agriculture to Ag/Residential. Location: A parcel of land located in the
NE '/ of the NW '/ in Section 8, T31 N-R18W and a parcel of land
located in the SW '/ of the SW '/4 of Section 5, T31 N-R18W, Town of
Star Prairie, St. Croix County, Wisconsin.

Staff Present: Steve Fisher
Chairman Raymond called the meeting to order at 7:00 p.m.
Motion by Luckey second by Larson to adopt the agenda.
Fisher read notice into hearing.
Chairman Raymond explained the rezoning process.
REQUEST NO.1
Joe Gillen/Sandy and Vernon Timm to rezone approximately.5+/-acres of land from Agriculture to
Ag/Residential. Location: A parcel of land located in the SE'/4 of the SE'/4 of Section 33,T31N-R16W,
Town of Cylon, St. Croix County,Wisconsin.
Sandy Timm is the current owner of the land. He proposes to add'/z acre of land to their existing parcel to
add additional open space.
Chairman Raymond asked for comments from anyone supporting or opposing the request. None were
heard.
Fisher presented the staff report.
Chairman Raymond recessed the hearing.

Motion by Jensen second by Larson to recommend approval of the.5 acre +/-parcel rezoning based on the
following findings:
1) The Town of Cylon recommends approval of the rezoning request.
2) The proposal meets all requirements of the St.Croix County Zoning Ordinance.
3) The request is compliant with §91.77.
4 No objections were voiced to the rezoning request.
5) Ag/Residential land abuts the property; soils on this small parcel are poor and include
class VI soils.
All in favor,motion carried.
REQUEST NO.2
Russell Strohbeen to rezone approximately 20.37+/-acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in the NE 1/4 of the NW'/4 in Section 8,T31N-R18W,and a parcel of
land located in the SW 1/4 of the SW 1/4 of Section 5,T31N-R18W,Town of Star Prairie, St. Croix County,
Wisconsin.

Russell Strohbeen,702 CR"H"New Richmond,WI stated that the Fish and Wildlife Agency is purchasing
some of his property. The purpose is for wildlife habitat,to build a dam,and to create a natural area to
filter water flowing into Squaw Lake. He is asking to rezone the remaining property not sold to the Fish
and Wildlife Agency.
Raymond asked for comments from anyone supporting or opposing the request.
Doug Rivard Chairman of the Town of Star Prairie,stated that the Town has no objections to the request.
Applicant stated he is keeping the lots noted as outlots for himself-for future building sites.
Fisher stated that the applicant is required to rezone the property as the purchase from Fish and Wildlife is
leaving the applicant with remainder parcels of less than 35 acres.
The committee expressed concern regarding the suitability of residential development on the proposed
rezoned parcels. Concerns included: access issues, steep terrain,vision clearance problems,road upgrade
requirements etc...
Luckey stated that any development on the Ag/Residential parcels must be in full compliance with County
and State rules. The applicant is required to go through a separate Certified Survey Map(CSM)process to
plat these new lots. This process ensures that the land is suitable for development and that any
development meet County and State codes and ordinances. Luckey emphasized her concern with proper/
safe access,sight distance,road upgrade requirements etc. The fact that the land is rezoned does not
guarantee that the land can be subdivided into lots meeting minimum Zoning and Subdivision codes.
Fisher reiterated that the first step is to attempt to rezone the property. The second step is to go through a
CSM process. Unbuildable areas may be platted as outlots;by definition outlots are unbuildable.
Motion to close the public hearing by Larson second by Luckey.
Motion by Jensen second by Larson to recommend approval of the 20.37-acre+/-rezoning request based
on the following findings:
1) Town of Star Prairie recommends approval of the rezoning request.
2) The proposal meets all requirements of the St.Croix County Zoning Ordinance.
3) The request is compliant with §91.77.
4) No objections were voiced to the rezoning request.
5) Soils are generally poor,and difficult to farm. Class VI soils are present on site.
6) Ag/Residential land abuts the property.
7) The land purchase by the Fish and Wildlife Agency(which prompted the requirement
that the applicant rezone the remainder land under 35 acres)will be a boost to the lake
cluster watershed.
8) Any land rezoned must go through a separate Certified Survey Map(CSM)process.
All in favor. Motion carried.
Motion by Larson second by Jensen to adjourn the meeting.
