Location: A parcel of land located in the SE 1/4 of the NE 1/4 and the S '/4 of the NE 1/4 of the NE 1/4, all in Section 19, T29N-R16W, Town of Baldwin, St. Croix County, Wisconsin. 2) Glenn Malcein to rezone the following parcels of land from Agriculture to Ag-Two. Location: A 40.68 acre parcel of land located in part of the NE '/ of the SE '/, part of the SE '/of the SE 1/4, part of the SW 1/4 of the SE 1/, and part of the NW '/ of the SE 1/4, Section 11, T29N-R16W; a 25.87 acre parcel and 20.94 acre parcel, both located in part of the NE '/4 of the SW '/4 and part of the SE '/4 of the SW '/4, Section 11, T29N-R16W, all in the Town of Baldwin, St. Croix County, Wisconsin. 3) Chris and Linda Milliron to rezone 2.0 +/- acres from Agriculture to Ag/Residential. Location: The NE '/4 of the SE '/4 of Section 7, T30N-R17W, Town of Erin Prairie, St. Croix County, Wisconsin. ANNOUNCEMENTS AND CORRESPONDENCE: POSSIBLE AGENDA ITEMS FOR NEXT MEETING: ADJOURNMENT (Agenda not necessarily presented in this order) SUBMITTED BY: St. Croix County Zoning Office DATE: February 23, 2000 COPIES TO: County Board Office Committee Members County Clerk News Media/Notice Board MINUTES St. Croix County Planning,Zoning and Parks Committee March 8, 2000 St. Croix County Ag Center—Baldwin WI Committee Present: Ron Raymond,Dave Hense, Gerald Larson,Art Jensen,Linda Luckey Staff Present: Steve Fisher Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Luckey and seconded by Jensen to adopt the agenda. Chairman Raymond explained the rezoning process. Steve Fisher read the notice into the record. Chairman Raymond explained the hearing process and amended the order of the agenda. REQUEST NO. 1 Chris and Linda Milliron to rezone 2.0+/- acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in the NE 1/4 of the SE %4 in Section 7, T3ON-RI 7W,Town of Erin Prairie, St. Croix County,Wisconsin. Chris Milliron was present and explained his request. He stated that the purpose of the 2-acre site is for a residential parcel for his in-laws. Chairman Raymond asked for comments from anyone supporting/or opposing the request. None were heard. Motion by Hense second by Larson to recommend approval the rezoning request to the county board based on the following findings: 1 The request meets all county zoning ordinance requirements. 2) The provisions of§ 91.77 have been met with this rezoning request. 3) The Town of Erin Prairie has recommended approval, and also found that the request is consistent with§ 91.77. 4) There was no opposition to the request. All were in favor. Motion carried. REQUEST NO.2 Glenn Malcien to rezone the following parcels of land from Agriculture to Ag-Two. Location: A 40.68 acre parcel of land located in part of the NE 1/4 of the SE 1/4,part of the SE '/4 of the SE 1/4,part of the SW %4 of the SE 1/4, and part of the NW%4 of the SE '/4, Section 11, T29N- R16W; a 25.87 acre parcel and 20.94 acre parcel,both located in part of the NE 1/4 of the SW %4 and part of the SE %4 of the SW 1/4, Section 11, T29N-R16W, all in the Town of Baldwin, St. Croix County,Wisconsin. - 1 - Glenn Malcien,P.O.Box 162,Woodville, stated that he owns a 240-acre farm and approximately 80 acres are undesirable for farming,thus he is looking to sell off the non-productive land. Corrine Carlson, 220 Himo,Woodville, stated that she is in favor of the request. Donovan Johnson stated his objection in a letter written to the Planning,Zoning and Parks Committee dated 3/7/00. Malcein noted that he out-bid Mr. Johnson for this land. Luckey questioned the odd shape of the 40-acre parcel. Malcein stated that this is all less desirable farmland. He spent additional money with this survey to ensure that only non-productive land was included with this parcel. Joe Hurtgen, Baldwin Town Chairman, stated that the town supports this rezoning request. Motion to close the public hearing by Raymond and seconded by Jensen. Motion by Raymond Second by Jensen to recommend the rezoning request to the County Board based on the following findings: 1) The request meets all county zoning ordinance requirements. 2) The provisions of§ 91.77 have been met with this rezoning request. 3) The Town of Baldwin has recommended approval, and also found among other things that the request is consistent with§ 91.77. 4) This proposal demonstrates that the applicant is preserving good farm land by only selling off the less desirable farmland and woodland and opting for Ag-two zoning (20 acre lot area minimum). All were in favor. Motion carried. REQUEST NO.3 Don and Sharon Dykhouse to rezone approximately 50+/-acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in the SE '/4 of the NE 1/4 and the S 1/4 of the NE 1/4 of the NE 1/4 all in Section 19, T29N-R16W, Town of Baldwin, St. Croix County,Wisconsin. Sharon Dykhouse, 858 220'h Street,Baldwin, explained her request. She stated that their area is growing rapidly. There are houses being built on each side of the road, and they would like to develop a portion of their farm. Paul Lokker,Baldwin Town Supervisor, is in favor of the rezoning request. He lives within a %2 mile down the road and stated that 17 of the 50 acres is tillable and the remainder is pastureland. u - 2 - Chairman Raymond asked for comments from anyone opposing the request. None were heard. Joe Hurtgen, Town of Baldwin Chairman, supports the request. They are already surrounded by residential development now. Paul Lokker is also in favor of the request. Motion by Jensen second by Hense to recommend approval of the rezoning request to the county board based on the following findings: 1) Majority of land to be rezoned is pasture land 2) The request meets all county zoning ordinance requirements. 3) The provisions of§ 91.77 have been met with this rezoning request. 4) The Town of Baldwin has recommended approval, and also found among other things that the request is consistent with§ 91.77.
