MINUTES
PLANNING,ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER,HUDSON,WI
FEBRUARY 8,2000
PRESENT: Chairperson Ron Raymond, Gerald Larson, Dave Hense, Art Jensen and Linda Luckey. Staff:
Dave Fodroczi, Ellen Denzer, Joe Grant, Dave Larson and Judy Kahler. Donna Seim was the
only guest attending.
Chairperson Ron Raymond called the meeting to order at 9:03 a.m. Motion by Supervisor Jensen, seconded
by Supervisor Hense to adopt the agenda.Motion carried.
Minutes/Meeting Dates
Motion by Supervisor Hense, seconded by Supervisor Luckey to approve amended minutes of January 25,
and February 2, 2000. Motion carried. The regular meeting of Planning, Zoning and Parks will be held on
February 22, 2000 at 9:00 a.m. A joint meeting with Pierce County Land Management and Land
Conservation Committees will be held February 23, 2000 in Ellsworth at 1:00 p.m. Chairman Raymond
suggested that someone from the Zoning Department should attend. The guest speaker will be from
Madison.Rezonements will be heard on March 8,2000 at 7:00 p.m. in Baldwin.Rezonements for the Town
of Troy will be held March 15th in the Community Room of the Government Center at 7:00 p.m.
PARK BUSINESS

Bills and Invoices
Parks Director Joe Grant requested payment for the February bills in the amount of$3,202.92. Motion by
Supervisor Larson, seconded by Supervisor Hense to approve bills as submitted. Motion carried.
Perch Lake
On February 2ud Grant met with St. Joseph Town Officials to discuss their concerns regarding Homestead
Park. St. Joseph Town Board held their regular meeting on February 3rd and with a vote of 3/2 approved
the permit for the access road to Homestead Park as submitted by the County. Grant has drafted a
"Notice to proceed" letter and will send it to the Highway Department. The Highway Department needs
to get starting dates for projects needing completion for the year. Bonestroo and Associates will be hired
by Grant to help manage the project. A meeting with Bonestroo is scheduled the afternoon of February
8d'.
Discussion was held concerning the February 2nd meeting of Planning, Zoning and Parks regarding
Homestead Park. The Committee agreed that Highway Commissioner Dan Fedderly did a great job in
answering questions from parties attending. Chairman Raymond will personally thank Fedderly for a job
well done. Donna Seim, President of Friends of Perch Lake stated that she felt questions she may have
had in the past were answered with clarity.
Permits will need to be obtained from the Department of Natural Resources, and from the Board of
Adjustment, which will meet on March 24th. Grant will get necessary information as required to the
Zoning Department by February 20 to be put on the Board of Adjustment agenda on March 24th. Grant
will be seeking permits for the following projects:

Motion by Supervisor Hense, seconded by Supervisor Luckey to accept the bid from Routson Motors of
Stillwater. Motion carried. The bid of $20,818.00 for a model 2000 GMC SL was the accepted and
lowest bid submitted. Mention was made of choosing a color for the truck to be purchased.
PLANNING BUSINESS
Bills and Invoices
It was noted that the Committee reviewed the Revenue Report. Planning Director Dave Fodroczi requested
payment of the January bills in the amount of$40,923.00. Motion by Chairman Raymond, seconded by
Supervisor Luckey to pay bills as submitted.Motion carried.
St.Croix County Development Management Plan
Planning Director Dave Fodroczi and Planner Denzer attended a planning group meeting in the Town of
Hammond. Representatives from ten other towns also attended. There were questions concerning the
County's role in helping draft their plan.There are important issues to be resolved with regard to their plans
and how to implement with the County Plan. Discussion. It is important to recognize the new planning
legislation without delaying the outcome of individual town plans and the County Plan. Chairman Raymond
stated he has received a call concerning the status of the County Development Plan.Fodroczi noted we have
had a small amount of County Board members requesting copies of the plan without any feedback.
Discussion. If changes need to be made,we will need to hold more public hearings for the adjustments. We
will await the County Board direction.
Fodroczi said weekly staff sessions are scheduled to work on the Zoning Ordinance with Steve Fisher, Rod
Eslinger, and Ellen Denzer. Every Wednesday afternoon they will be working on the Zoning districts. Their
goal is to get the draft to the work group, Steering Committee,this Committee then on to the County Board
by next Spring.
Land Information Program
Fodroczi reported he has submitted a draft of update of the Land Information Plan to the State. The draft
will be circulated to the Land Information Committee first.He will request conversion of our existing parcel
maps to a common digital format Countywide. The digital parcel maps will allow the County and other
public and private agencies to accomplish a wide variety of G.I.S. applications.
New Richmond Enrollment Projections
Fodroczi was invited by New Richmond School District to view an update of enrollment projections. He
reviewed a handout of the overall projections from the consultant's presentation. A full report is available.
The meeting was suspended at the St Croix County Government Center at 12:00 noon and continued by
Van to tour the scheduled rezonements.

Jeff Durkee, Highway Engineer has contacted Grant regarding the trees that will be removed for the
project. Grant indicated that the oak and mixed hardwood would be used for firewood. The pines and
stumps will be chipped and possibly buried. The chips may also be used for erosion control, which will
be determined as the project proceeds.
Outdoor Recreation Plan
County Planner Ellen Denzer reviewed a draft of the St. Croix County Outdoor Recreation Plan with the
Committee. Denzer stated she has met with Grant twice regarding the draft of the recreation plan and still
have a few areas that need some agreement between them. A review with the Committee of the
objectives,priorities, the development of a web site, the need for new brochures and tax levy funds were
discussed.
The Committee would like to see a time phased plan, priorities for the phasing, prices and funding for
those phases of the projects. The need to take remedial action for funding of future maintenance of
County owned parks so this does not happen in the future is of utmost importance. Grant indicated he
does not wish to install playground equipment because of the liability. Uses of County imposed park fees
collected on subdivisions have specific statutory parameters for use. The discussion on the County
Recreation Plan will continue at the first meeting of Planning, Zoning and Parks in March with the Apple
River Property. Denzer encouraged the Committee to take some time to review the plan before the next
meeting.
Snowmobile Association
The snowmobile trails were opened for the first time on January 14"'. They were officially closed on
February 4`h, due to lack of new snow.
Wildwood Trail
The Wildwood Trail Advisory Team met on January 12'h and February 7h. Issues discussed included a
trailhead at Steven Park in Woodville and the proposed bike route along town roads into Pierce County.
The proposed route will be on two miles of town road. Grant feels the project is going out of the
parameters of the County at this time.
Fedderly will work with the Pierce County Highway Commissioner, with input from Denzer, to write the
TEA-21 Program Grant, which must be submitted by April 15th. There are concerns about funding from
Eau Galle and the Town of Gilman in Pierce County.
Grant has the Highway Department looking at bridge designs for Dip #5, a timber frame bridge is being
considered. Construction will start sometime in early May.
Other Business
The Committee reviewed handouts from Grant on truck bids. Grant advertised in the Tribune Press, the -
official County Newspaper, for two weeks. He also sent specifications to seventeen dealerships. Grant
was informed that the County did not have to accept the lowest bid. Supervisor Jensen suggested we
accept a bid from someone in the County. Discussion.

ZONING BUSINESS
St. Croix Riverway Discussion
The Committee stated that within the last week they have discovered that the County did not equitably
administer the Lower St. Croix Riverway Boundaries. It has become apparent that the extended County
Riverway boundary was inconsistently administered over the years.
Motion by Chairman Raymond, 2nd by Supervisor Jensen to pass an ordinance amendment onto the County
Board, to amend the County Boundaries as stated in Corporation Counsel's legal opinion dated May 5,
1999.Motion carried.
Motion to Supervisor Hense, seconded by Supervisor Jensen to adjourn the meeting at 3:20 p.m. Jensen.
Motion carried.Meeting adjourned.
