CROIX COUNTY GOVERNMENT CENTER,HUDSON,WI February 2,2000 PRESENT: Chairperson Ron Raymond, Gerald Larson, Dave Hense, Art Jensen and Linda Luckey. Staff: Ellen Denzer, Joe Grant, Dave Larson, Merwyn Neibacher, Dan Fedderly, Jeff Durkee, Todd Rehnelt, Bob Heise, and Pete Kling. Guests: Tom Dorsey, County Board Chairman, Pat Collins, St. Joseph Chairman, and St. Joseph Supervisors Dan Gavin, Bob Many and Tim Weinberg;Mark Vanasse,Donna Seim,Linda Jameson and Tom Clubb. Chairperson Ron Raymond called the meeting to order at 4:08 p.m. Motion by Hense, seconded by Jensen to adopt the agenda. Motion carried. PARK BUSINESS Perch Lake Chairman Ron Raymond gave a brief overview of Homestead Park's project history that included the land acquisition, Perch Lake Management Plan, grant applications and input from public agencies and private concerns. Planner Ellen Denzer reported on the cost sharing scenario available to the County through various grants. We have received notification from the WDNR that the County has been awarded grants from the Lakes Protection Program($157,950.00) and the Stewardship Park Development($70,000.00). Still pending is the Sport Fish Restoration Grant in the amount of$40,000.00. Denzer has approached the Sportman's Alliance for two grants in the amounts of$10,000.00 for sport fish restoration and habitat restoration. Grant totals from these sources are $287,950.00. Priority Watershed Project has grant monies available this year in the area of$40,000-$50,000.00 for soil erosion control measures. All grant monies are tied to the approval of the Perch Lake Management Plan. Parks Director Joe Grant displayed overheads showing the three phases of Homestead Park. Some flexibility will be needed to maximize grant monies.Bonestroo &Associates have been retained for help in contract administration, engineering and design services. Some additional help is available through the Department of Agriculture for soil erosion control Grant presented a timetable for contraction with clearing and grubbing starting in March. Roadwork would commence in May and by mid-July the major earthmoving would be complete. This will allow work to start on the recreational facilities. The park could be open to the public in late spring of 2001 on a limited basis. Directional signage was discussed with three possible routes being considered. Grant indicated the County is flexible in which route is chosen. Jeff Durkee, Highway Engineer,presented the proposed road design and erosion control plans for the park. Issues discussed were site distances and driveway separation. These parameters were used to locate the entrance road. The chosen location meets all legal minimum criteria. Durkee diagramed the proposed turn lanes into the park. A Type B2 road intersection is planned for added safety. Interior park roads will be sited to best fit the topography. Durkee has reviewed the comprehensive soil erosion control plan with Land& Water Conservation Department with minor changes being made. Highway Commissioner Dan Fedderly explained the urgent need to schedule the start of construction as 1 i will have a ripple effect in the Highway Department workload in 2000. The department would like to know when they could plan to start. Grant reviewed traffic levels expected on Perch Lake Road with what the Seim's operation had historically generated. The Park staff estimated anticipated traffic levels with input from Donna Seim to adjust it to the local neighborhood. After consulting with the Highway Department, the Park staff estimated traffic levels would increase 20-30%when compared to the traffic generated by Tom&Donna Seim's operation. Grant in closing, gave a brief review of the project. At five years into the project the acquisition and planning phases are complete. Funding is in place by the County and grants have been secured: The County Board,Planning, Zoning and Parks Committee and WDNR have adopted the proposal. Discussion. Pat Collins, St Joseph Chairman, inquired about shoreline zoning and what permits were necessary. In Collins opinion, Perch Lake Road is not the best road for a public park. A video of the road was left for County review. Collins delivered a letter from Sean O'Connell, park neighbor, with his concerns. Collins requested assistance from the county in upgrading and maintaining Perch Lake Road. St. Joseph's Town Board has concerns about the park access road and impact on their roads and facilities. Commissioner Fedderly agreed that Perch Lake Road was in need of improvements, but the County Park is not the catalyst for the needed improvements. He urged the County to be cautious in any decisions in funding town roads. Supervisor Hense strongly encouraged St. Joseph's to take another look at their requests for road assistance. Homestead Parks is an asset to the local community and we must move ahead with the project. Perch Lake Road improvements and the park development are separate issues. The Town Board offered suggestions on dealing with the impact on the road. They included: reconfigure the road, cost sharing, cul-de-sac at boat landing, County take over the road, and trading road jurisdiction. Dan Gavin inquired about taking the hill down to the east of the planned entrance. Linda Jameson questioned the reasons behind the access permit from the Town being stalled. She viewed the delay as unnecessary, as Perch Lake Road is not a County road, but a town road. Donna Seim questioned if the County had the necessary access permit to proceed. When told the County did not, she questioned the St Joseph Town Board as to what legal reason the permit was denied. Collins stated the permit issue is on their agenda for February P. They will consider what is in the town's best interest. Fedderly reiterated that the planned entrance is safe and meets all established legal criteria. He stated that Transportation Enhancement Grants are available for townships to fund road improvements. The Town must look for funding sources other than the County. Chairman Raymond explained that the County meets the necessary criteria for the access permit and will not disagree with the facts as presented by the professional staff.
