Paul Sylla to rezone approximately 12.2 +/- acres of land from Agriculture
to Ag/Residential. Location: A parcel of land located in the SW'/4 of the
NW'/4, Section 21, T28N-R19W, Town of Troy, St. Croix County,
Wisconsin.

St. Croix County Planning, Zoning and Parks Committee
January 12, 2000
St. Croix County Government Center, Hudson, Wisconsin
Committee members present: Linda Luckey, Dave Hense, Art Jensen, Jerry Larson, Ron Raymond
Staff present: Rod Eslinger
Public present: Paul Sylla and Brian Sylla, John Bergman, Dean Albert, Town of Troy
Meeting was called to order by Chairperson Raymond at 7:05 in room 1281, courthouse. Chairperson
Raymond indicated for the record that the open meeting rules have been met.
Motion to approve the agenda by Supervisor Hense, 2" Supervisor Jensen. Chairperson Raymond
informed those in attendance of the rezoning procedures.
PUBLIC HEARING OPEN
Staff read the public hearing notice into the record. (Note the change in meeting location).
Staff presented the staff report and gave a brief overview of the rezoning. 12.2 +/-acres to be rezoned
from agriculture to ag./residential.
Paul Sylla, 600 Chinnock Lane, RF, WI. Mr. Sylla explained that the land is being rezoned so that it can
be attached to his son's CSM. The rezoned land would not be for future lot development.
John Bergman 306 Townsvalley Drive--- No objections
Dean Albert, Chairman,Town of Troy, stated that the town had no objections and approves of the
application. It's consistent with how the Town has handled previous rezonings when the sale of the
property is between family members. There is no impact to Wis. Stat. 91.77.
Supervisor Luckey asked the applicant for the precise location of the parcel. Staff provided a map for
Supervisor Luckey with the location of the 12.2 +/-acres to be attached to an existing CSM.
Staff presented the staff report and recommended that the rezoning request be approved for the following
reasons:
1. Poor soil conditions
2. Not creating an additional lot(not adding additional home sites)
3. The township approved the request
4. Terrain of the land not suitable for productive farming
5. 91.77 requirements have been met.
6. Meets the intent of Troy's Town Plan (Especially Goals 1 and 2 on page 39 of the town plan)
7. Preserving the rural character
Motion to close the public hearing by Supervisor Hense, 2nd by Chairperson Raymond
PUBLIC HEARING CLOSED
Motion to approve the Sylla rezoning, was made by Supervisor Hense based on the following findings:
1. Staff recommendation
2. Family member adding the 12 +/- acres onto an existing parcel
3. Meets the intent and requirements of 91.77
4. Soils are not suitable for farming
5. Meets the intent of the town plan(Town approved request)
6. No objections from adjacent property owners.
