PUBLIC PROTECTION COMMITTEE MEETING
December 6, 2000
MEMBERS PRESENT: Julie Speer, Chuck Mehls, Esther Wentz, Tom Rose
and Bob Gunderson. Meeting called to order by Chair Speer at 9 : 00
a.m. Gunderson made the motion to adopt the agenda as presented
with a second by Mehls . Carried.
STAFF PRESENT: Sheriff Dennis Hillstead, Administrative Assistant
Mary Martell, Jail Captain Karen Humphrey, Chief Deputy Ron
Volkert, Patrol Captain Robert Klanderman, Medical Examiner Marty
Shanklin, District Attorney Eric Johnson and Renee Carufel .
Date of next meeting will be January 9th at 9 : 00 a.m.
Motion by Wentz/Gunderson to approve the minutes of November 9,
2000 as corrected. Carried.
Motion by Gunderson/Mehls to amend the minutes of the last meeting
to strike the sentence about Timmerman was not in favor of
drafting an ordinance regarding large assemblies . Should read
Timmerman would draft an ordinance for large ordinances if it is
possible to write one that is legal .
Rose questioned why Klanderman requested equipment when this has
been budgeted. Discussion was held. Minutes should reflect
Klanderman informed the committee of these purchases .
MEDICAL EXAMINER'S REPORT: Shanklin reported on one autopsy for
the month of November. Motion by Wentz/Speer to approve the bills
of $3996 . 91 . Carried. Rose asked if he was within his budget .
He answered in the affirmative and said he might be a little over
in the on-call hours .
DISTRICT ATTORNEY'S REPORT: After review of the bills, motion by
Mehls/Wentz to accept the bills of $796 . 50 . Carried.
Speer requested a report from each department as to where they are
according to budget . Martell reported she would like to have a
computer program that would be able to tell you where you are
according to budget . The committee would like to have this in
place as on Jan. 1, 2001 . Motion by Mehls to have the Finance
Department make available the accounts 7800 and 6500 on the
computer in the Sheriff department so that they can keep track of
where they are according to budget for review and printing. Rose
seconded the motion. Carried.
VISIONS, CAMERAS & BUDGETS: Hillstead reported Martell listed all
the problems we are having with Visions . They were presented to
Chuck Whiting and Tom Boron to see what can be fixed. We do not
have any answers as of yet . We have to wait until the 3/0 version
comes out to see what corrections will be made, which should be in
February. Other counties that have this network are having
problems also. Visions agreed to leave the additional 16 hours of
training available .
Humphrey reported some cameras have been replaced. Hillstead
reported we have about $216, 000 in the Jail Assessment fund. The
committee questioned if the cameras should come out of that fund.
We should probably replace all the cameras over a four year period
so we do not have to borrow from the general fund. There are seven
monitors that should be replaced all at once.
Johnson appeared before the committee to report on the Drug Poster
contest . The winner in each grade gets a $50 savings bonds .
About 300 people attended the presentation of awards at the Hudson
High School . This is the tenth year we have had this contest . We
received about 1600 posters.
Johnson informed the committee about the pyramid scheme and what
recourses are available. He reported on the meth rave that is
going on right now. We are still the highest arresting County in
making arrests on this problem. There is talk that the State is
going to build a meth lab but located in Superior. This is very
disappointing as this will not help St . Croix County being so far
away. Johnson suggested contacting our State Legislators about
this problem.
HUMANE SOCIETY: Speer reported she and Hillstead have received
several calls regarding what kind of a resolution would have to be
adopted to name who would actually be humane officers .
The county would have to draft a new ordinance to appoint humane
officers . Enforcement action would still have to come from law
enforcement officers . At the present time we use veterinary
services if we have a real neglect case . The committee ' s consenus
is this position is important . We will budget in 2001 to send one
of our officers to this training.
SHERIFF' S REPORT Hillstead reported on some statistics . There has
been a big increase in arrests mainly due to underage drinking
violations . Snowmobile violations have increased as well as boat
violations . There is about a 24% increase in traffic citations .
Overall the citations increase has been around 62% . We receive
grants based on the traffic volume and accident rates in this
County.
The TSR pager company we use is going bankrupt . The Federal
government intervened and ordered them to still help their
customers . Motion by Speer/Wentz to purchase new pagers from the
Confiscated Drug fund. We have 17 pagers at this time . Carried.
Hillstead reported we have a contract with Ameritech to furnish
the pay phones in the Jail . We will receive 26% of the collect
call fees . This company will provide us with a new fingerprint
system.
LINE ITEM TRANSFER: Humphrey reported in the past if the
department needs something she had to come before the committee
with line items transfers . She is requesting a transfer of up to
$7500 for a new computer and additional equipment for the Huber
officer and nurse from line item #294 to #813 . Motion by
Mehls/Rose to approve up to $7500 transfer and to accept the best
bid for this equipment . Carried.
AUTOMATIC EXTERNAL DEFIBRILLATORS: Mehls reported on the need for
automatic external defibrillators in squad cars and on the cost of
equipping all of these cars. He also reported on the possibility
of receiving grants or help from United Way for this equipment .
The training cost could possibly come from Emergency Government
office.
NURSES SERVICES : Hillstead said it would be better to hire our own
nurse to provide medical service in the Jail . We presently get 16
hours a week of service for $36, 000 a year from the Human Services
nurse. He said we will need to go to a full time nurse in the
Jail . The State has mandated more nursing services .
Humphrey reported maintaining a 75 non-paying inmates population
in the Jail for the past month. In the future we will probably
not have any room for boarding any non-county inmates.
CHIPPEWA RESOLUTION-TRUTH IN SENTENCING: A resolution will go
before the County Board on this issue .
RESOLUTION REGARDING PUBLIC SAFETY: Corporation Counsel Greg
Timmerman is working on writing a Public Safety Ordinance.
BILLS & VOUCHERS : Motion by Wentz/Speer to approve $29, 597 .23 for
the Jail . Carried. Discussion was held on the medical bills for
the Jail . Motion by Rose/Wentz to approve the bills for the
Sheriff ' s Department for $13 , 131 . 94 . Carried. Revenues for the
month of November were $79, 230 . 67 . 99% of the Revenues went into
the general fund or specialized accounts totaling $121, 371 . 30 .
CHILD SUPPORT: Speer reported Child Support will not be 17% of
income anymore but a set rate . Carufel informed the committee the
new laptop she was using came from the Child Support office.
Motion to adjourn at 11 :45 a.m. by Wentz/Rose.
