Meeting called to order by Chair Speer at 9 : 00 a.m. Wentz made the motion to adopt the agenda as presented with a second by Gunderson. Carried. i STAFF PRESENT: Sheriff Dennis Hillstead, Jail Captain Karen Humphrey, Administrative Assistant Mary Martell, Chief Deputy Ron Volkert, Medical Examiner Martin Shanklin, Child Support Administrator Lynn Holmes and Renee Carufel . Date of next meeting will be November 9th at 9 : 00 a.m. Motion by Wentz/Gunderson to approve the minutes of September 7th. Carried. Motion by Speer/Mehls to correct the minutes as suggested by the committee members . Change COPS grant to DOT grant and change Emergency Rescue Unit to Emergency Response Unit . Carried. MEDICAL EXAMINER' S REPORT: Shanklin reported on one autopsy for the month of Sept . He sent some of his deputies to a training session. Rose suggested as long as he is within his budget maybe he would not have to present his bills every month. Motion to approve the bills of $5026 . 05 by Rose/Wentz . Carried. SHERIFF ' S REPORT: Hillstead reported the cameras are to be taken out of the maintenance budget and paid for from the Jail Assessment fund. $110, 000 was budgeted in the maintenance fund and removed by Finance for these cameras . By motion, the cameras and monitors are to be paid from the Jail Assessment fund. The Sheriff does not know what is actually in the Jail assessment fund because we received a very confusing report from Rich Loney. He requested monthly updates to know the balance of this fund. Hillstead will meet with Loney and expect a better accounting of the money in this account . Discussion was held about grants . This money should go back into the budgets instead of going back into the general fund. This is making the taxpayers pay for line items when these grants would have paid for them. The Sheriff explained the increases his department has had but is expected to cut his budget which seems to be very unfair. There seems to be a resistance to put money away for future needs . This committee should decide what is needed and Finance Committee should decide where the money should come from to pay for it . It is the consensus of this committee that Finance should not cut equipment that is needed for the safety of the public . Hillstead reported what was cut from the Jail budget which totaled about $113 , 000 . We should begin to develop a plan as to what our needs will be in three to five years . Hillstead also reported the State has passed a new law, every inmate that is moved to another facility has to be examined by a nurse and explained the cost involved. There is also a concern as to the cut in library fund. Hillstead explained about the drug problem in the county and what we are doing about it . Sheriff reported another fatality in the county and that makes 14 so far this year. The Sheriff reported on the suicide in the Jail . An investigator has been here to review this case. No neglect has been cited for this case. JAIL CAPTAIN' S REPORT: Humphrey reported we have entered into a contract with the State to house 25 women inmates . Female inmates will cost more money because they have more medical needs . We seem to have real power struggles within committees and the Public Protection Committee has concerns with other committees micro- managing all committees . BILLS & VOUCHERS : Motion by Wentz/Speer to approve the bills of the Jail for $27, 110 . 83 . Motion by Mehls/Rose to approve the bills of $12,483 . 51 for the Sheriff ' s department . Carried. Revenues for the Jail totaled $19, 945 . 01, 99% of the revenues went into the general fund or specialized accounts . Hillstead reported on his meeting with the St .Joseph Town Board as to the cost of his department supplying contract work to their township. Without a contract, the county cannot enforce town ordinances . With a contract the county can write tickets for violations of town ordinances . Martell reported we received a check from United Way for $1200 for the boat patrol . Speer questioned if Hillstead was called in before the Finance Committee when his cuts were made. He said no. Discussion was held as to the large assembly ordinance . This will be placed on the agenda next month. VISIONS : The new representative, Christy Lee has been working with the department and solving more problems . DISTRICT ATTORNEY' S REPORT: Motion by Wentz/Gunderson to approve the bills of $514 . 66 for the District Attorney' s office. Carried. CHILD SUPPORT: Holmes explained the State contract . Corporation Counsel has reviewed the contract and the findings were acceptable. Motion by Rose/Gunderson to have the County Board Chairman sign this contract with the State for this year. Holmes reported each of her employees are attending a three day session in Eau Claire on the new child support laws . She also reported Finance did not cut anything from her budget . Discussion was held as to committee reorganization. No action was taken at this time. Motion by Wentz/Rose to adjourn at 12 : 10 . Carried.
