Bob Gunderson was excused. Meeting called to order by Chair Speer at 9 : 00 a.m. Wentz made the motion to adopt the agenda as presented with a second by Mehls . Carried. STAFF PRESENT: Sheriff Dennis Hillstead, Jail Captain Karen Humphrey, Administrative Assistant Mary Martell, Patrol Captain Robert Klanderman, Chief Deputy Ron Volkert, Medical Examiner Martin Shanklin, Administrative Coordinator Charles Whiting and Renee Carufel . Date of next meeting will be Oct . 6th at 9 : 00 a.m. Motion by Mehls/Wentz to approve the minutes of August 9th. Carried. Motion by Wentz/Mehls to approve the minutes of August 22nd. Carried. VISIONS : Hillstead reported we have had no contact with the Visions representatives lately. He said we have been making progress with this system. Visions will never be adequate for the Jail accounting. We have moved to another program for these accounting procedures . Our main problem seems to be the networking of all the other municipalities . Visions has never created a system like this before and that is probably the reason for all the difficulties . Our hope is that they will correct the problems so that we can use this system instead of looking for a new one. SECURITY CAMERAS : Chuck Whiting appeared before the committee to explain that the cameras will be in the maintenance budget for 2001 . He has informed Facilities Manager Ralph Robole of this . MEDICAL EXAMINER' S REPORT: Shanklin reported August was a very quiet month. He explained what site visits are and how the revenue is received for cremations . Motion to approve the bills of $3150 . 51 from Mehls/ Wentz. Carried. Rose questioned Whiting if the county has taken into account the growth of the community when setting the levy for the coming year. He thought we should always be running a balance with growth and financial needs . Longer visions are needed to plan for growth. BUDGETS : No action was taken at this time . POLICY & PROCEDURES : Discussion was held as to when our jailers use the restraint chair. Humphrey explained the procedures and how it is used. A person is seldom left in the chair over an hour. They have to be checked every ten minutes . This chair is used only for out of control behavior and never for punishment . DISTRICT ATTORNEY' S REPORT: Consensus of the committee is we do not need to see the vouchers for each bill . Motion by Mehls/Wentz to approve the bills of $400 . 86 . Carried. SHERIFF ' S REPORT: Hillstead reported he received $15, 000 from Float-Rite for concert services . He will meet with the members of Somerset Village Board and Float-Rite to plan for future concerts regarding costs of security and what our response should be. Hillstead stated we have a real need for an ordinance in the County controlling large assemblies. Rental space in the Jail was discussed. We are not getting any INS inmates anymore because they are going to a facility in Minnesota. This is the reason for a large decrease in rent . The boot camp inmates are no longer held for a week as in the past . They are held overnight only. Several surrounding counties have built new jails and they no longer need our space to rent . The Governor has demanded all female inmates housed in other states be returned to the State . Therefore we will be boarding 25 female state inmates for up to a year. We have a basic minimum requirement of staff - to operate the system because of the design of the pod. If we have fewer inmates, we still need a five member staff . We are going to see more county inmates who do not pay which is also a loss of rental revenue. In the future we will not have any space to rent and no revenue coming from this rental source. Hillstead has been contacted by one township and they would like contract work with the Sheriff ' s department for security purposes . He will work up a price as to how much we would need per hour to cover these services. He reported on an Emergency Rescue Unit incident that went well and no one was injured. Hillstead credited Klanderman for a job well done. He requested a replacement for one shield ($1900) , a helmet ($250) and a case of flash bangs ($550) out the Confiscated Drug fund. Motion by Rose to approve these expenses of $2700 plus shipping from of the Confiscated Drug fund. Second by Speer. Carried. PATROL CAPTAIN' S REPORT: Klanderman reported we are finishing the COPS grant by the 15th of September. We will be getting a seat- belt grant in Sept . that will be in effect until Sept . of 2001 . BILLS & VOUCHERS : Vouchers were reviewed. Motion by Wentz/Speer to approve the bills of $32, 125 . 50 for the Jail . Carried. Motion by Wentz/Mehls to approve the bills of $11, 660 . 63 for the Sheriff ' s department . Carried. Revenues for the month of August were $159, 553 . 03 . 98% of the revenues went into the general fund or specialized accounts in the amount of $155, 148 . 67 . Motion by Wentz/Mehls to adjourn at 11 :35 . Carried.
