Meeting called to order at 9 : 05 A.M. by Chair Standafer.
Members Present: Nancy Bieraugel, Linda Luckey, Tom O' Connell,
Gerald Peterson and Daryl Standafer.
Adoption of Agenda: Motion by O' Connell, 2nd by Bieraugel to
adopt the agenda as published. Carried.
Adoption of Minutes : Motion b O' Connell 2nd

Next Meeting: Thursday, January 6, 1999
Tobacco Litigation: The committee, as well as the County Board
Chair, Finance Chair and Corporation Counsel agree St . Croix
County should not pursue or get involved at this time .
Motion by Supr. Bieraugel to recommend to Chair Dorsey, St . Croix
County not participate or join WCA in litigation against the
tobacco companies and the State of Wisconsin at this time, 2nd by
Supr. Luckey. Recommendation carried.
County Board Redistricting: Corporation Counsel presented a
draft of an advisory referendum for the Spring election. The

committee felt it would be a mechanism to force a change to a
lesser County Board membership. The committee agreed that 31
members is cumbersome . If you have 31 members you need to
create 31 jobs . Lesser people would make a more informed County
Board. Chair Standafer feels there is a need to streamline
committees . Between now and April 2000, this needs to be a
topic for public debate .

Census 2000 Matching Grant: Committee went into a lengthy
discussion on who, what and how would we apply for the education
grant . They decided the elderly would be the only substantial
part of the County population that would be eligible for this

grant . We would have a week to plan and prepare the
application. The deadline is December 15th. The committee
called on Rich Loney as to what the cost, if any, was for the
1990 census . Loney found nothing relating to the census .
The technical work comes out of the Planning Office . Dave
Fodroczi was asked for his input . He feels it is purely a

promotional issue. Larger populated areas are the main concern. j
The County has never promoted any activities pertaining to the
census . He thinks the Department on Aging would be the ones who
could possibly benefit from this grant . It will be referred to
the Dept . on Aging, as we have no interest . If Aging decides to
apply for it, Finance will have to approve because it is a
matching fund grant .
Motion by O' Connell, 2nd by Standafer to adjourn at 11 : 05 A.M.

Committee reviewed information from Corporation Counsel,requested by Committee Chair,outlining the
procedures available if an advisory referendum was considered for the spring election. Chair Standafer
indicated that it was an option but he was leaning against its advisability because he thought it might be
viewed as a mechanism to force a change to a lesser County Board membership. The Committee will
again address the resolution to decrease the number of supervisory districts after the spring election in
preparation for the redistricting process. The Committee agreed that 31 members is cumbersome. If you
have 31 members you need to create work for 31 people. Lesser people could make a more informed
County Board, as members become more involved in a macro sense. Chair Standafer feels there is a need
to streamline committees if the number of supervisors is reduced. Between now and April 2000,reducing
the size of the County Board needs to be a topic for public debate.
