October 5, 1999
Meeting called to order at 9 : 03 A.M. by Chair Standafer.
Committee Present: Bieraugel arrived at 9 : 15 A.M. , Luckey,
O' Connell, Peterson and Standafer.
Adoption of Agenda: Motion by Peterson, 2nd by Luckey to adopt
the agenda as published. Carried.
Adoption of Minutes: Motion by Peterson, 2nd by Luckey to adopt
the September 7, 1999 minutes . Carried.
Next Meeting: Tuesday, November 2 1999

Rules and By-Laws: Supr. Peterson questioned the Personnel
Committee' s direction on non-fiscal issues . According to the
Rules and By-Laws they can be directed to County Board without
going through the Finance Committee . Page 19 (Rules and By-
Laws)
Survey Results: Twenty two out of thirty one surveys have been
returned. Thirteen would like the board size decreased, nine
want it kept at thirty one and nine unknown.
Committee discussed the 2000 census . Chair Standafer asked if a
recommendation should be made for budget monies for the census .
Supr. Bieraugel felt this all should have been considered
earlier. We have no plan set up. The overall consensus of the
committee is to let the Federal Government handle it. Our
contribution would be insignificant. Chair Standafer was called
away for jury duty at 9 :20 A.M. The meeting was turned over to
Vice Chair Luckey.
Motion by Bieraugel, 2nd by Peterson to draft a resolution
decreasing the supervisory districts from 31 to 21 .
Redistricting would be determined after the 2000 census .
Carried. The committee would like this ready for the November
County Board session.
Chair Standafer returned at about 10 : 00 A.M. Luckey continued
to Chair the meeting.
Per Diem Change: The committee discussed and compared per diem
to other counties in Wisconsin. A motion by Standafer, 2nd by
Peterson to recommend to Finance to present to County Board for
approval a $60 . 00 per diem for full day and a $30 . 00
additional for an evening session following or continuing a
meeting held during the day (after 6 : OO P.M. ) . Carried.
Tobacco Litigation: Corporation Counsel Timmerman does not
recommend St. Croix County getting involved in the litigation.
Committee feels that participation is necessary. The committee
would like Corporation Counsel to get a summary report on why
WCA wants our support, by our support what is our commitment and
what have other Wisconsin Counties committed.
Third Party Services: Supr. Bieraugel was very concerned that
the County does not take bids for insurance and the audit . Sue
Nelson, County Clerk, supplied a purchasing policy to the
committee. Bieraugel thinks more than one person should
determine who the insurance provider will be . The approval
should come from a committee. The Committee would like to see
the purchasing policy referenced in the Rules and By-Laws . It
would be readily available to anyone who may need to reference
it . This will be an agenda item for a future meeting. it
Motion by Peterson, 2nd by Standafer to adjourn at 11 : 35 A.M.
Carried.
