Members Present: Linda Luckey, Gerald Peterson and Daryl Y Standafer. Nancy Bieraugel arrived at 9 : 10 A.M. Tom O' Connell absent . Others Present: Planning Director Dave Fodroczi, Supervisor Julie Speer and Administrative Coordinator John Krizek. Adoption of Agenda: Motion by Peterson, 2nd by Luckey to adopt the agenda. Carried. Next Meeting: Tuesday, April 6, 1999 . Adoption of Minutes: Motion by Peterson, 2nd by Luckey to approve the corrected February 2, 1999 minutes . Carried. Legislative Issues: Chair Standafer briefly discussed the press release from WCA regarding property tax. The State wants Counties to provide various services without money to pay for these services . Recycling Resolution: The resolution was brought before the committee because it is of a legislative nature. Planning Director Dave Fodroczi briefly explained the purpose of the resolution. He would like the support of the committee to amend state law to allow counties to be the responsible unit in assessing special charges on property taxes to support recycling programs . Eau Claire County is also in favor of adopting this resolution. The County would have to choose to do it . Motion by Bieraugel, 2nd by Peterson to support the recycling resolution offered by the Resource & Education Committee and present it to full County Board for adoption. Motion carried. Luckey, no. Health Insurance for County Board Supervisors: John Krizek shared the results of the survey sent out two weeks ago. All thirty supervisors were asked to complete this survey. Twenty three returned their survey sheets and no response from seven supervisors . Of the twenty three returns, seventeen were not interested, three would consider the plan, if the cost was between 500 & 600 dollars and three would consider if the cost was between 300 & 500 dollars . Suprs . Bieraugel and Luckey will contact the seven who did not respond. Bieraugel feels the input of all thirty supervisors is very important . Only thirty supervisors were included in the survey. Dist . 30 supervisor, replacing George Sinclear has not been elected yet . The committee discussed at length what effect and whether or not an insurance plan could be made available to the supervisors at a reasonable rate. Supr. Peterson does not want the supervisors to "piggyback" the employee insurance plan. They should stand independently. Supr. Luckey asked Krizek if he has checked what the private sector' s insurance costs are. He stated usually companies need 500 plus members to keep the cost at a minimum. He has not checked lately. Bieraugel would like Personnel Director Deb Kathan to check with other Wisconsin Counties on how their pool of supervisors have impacted the pool of employees covered under their insurance plans . She would also like Krizek to check on stop loss coverage after all the surveys are in. He will report back at the next meeting. Krizek also said that by March 22 the State should have a breakdown of the budget and we should know what impact it will have on St . Croix County. He also stated no revenue increases in Youth Aids . St . Croix County tries to take care of its kids within the "family" rather then institutionalizing them and we get very little aid for doing it this way.
