Members Present: Linda Luckey, Gerald Peterson and Daryl Standafer. Tom O'Connell excused. Nancy Bieraugel arrived at 9 :10 A.M. Others Present: Personnel Director Debra Kathan, Insurance Agent for St . Croix County Jack Jeatran, Employer Health Representative from Madison Julie Leighty and Supervisor Julie Speer. Adoption of Agenda: Motion by Peterson, 2nd by Luckey to adopt the agenda as published. Carried. Next Meeting: Tuesday, March 2, 1999 Adoption of Minutes: Motion by Peterson, 2nd by Luckey to adopt the January 5, 1999 minutes. Carried. Motion by Peterson, 2nd by Luckey to adopt the January 25, 1999 Legislative minutes. Carried. Health Insurance for County Board Supervisors: Kathan introduced Jack Jeatran and Julie Leighty to the committee. The underwriters for Humana/Employer Insurance figured the average age of the 31 supervisors is 71 years of age. They would be unable to offer coverage under the stop loss for the board. If they wish to have coverage, they could exclude them from the stop loss protection. They would also set up a separate group number that would not affect the other groups involved. For a comparison the average age for County employees is 43 years of ' age. The County' s Health Insurance Fund is depleted. The main reason for the depletion is a lot of individual claims with no severe claims . Peterson does not like averaging. He feels all you see are the high and the low and nothing in the middle. Kathan checked with 16 other Wisconsin Counties offering coverage for Board Supervisors. A majority of the counties have had the coverage in place for 20 or more years. Some of them were apart of a much larger pool to begin with, lowering the average age. Jeatran reminded the Committee, Humana would be the primary carrier, with Medicare/Medicaid being the secondary carrier. Supr. Standafer stated that not all Supervisors are going to want insurance, thus changing the average age. He also wanted to know if there is an alternate coverage from what is now offered. Would it be possible to do this independently from the already structured pool? Bieraugel suggested doing a survey asking who would be interested in an insurance plan, what family members you would like covered by the insurance and what you are willing to pay for this coverage. Motion by Bieraugel, 2nd by Luckey to obtain additional data through another survey of the 31 supervisors. Motion carried. Bieraugel would like the survey sent to the committee members before it is sent out to the board supervisors . Jeatran and Leighty will compile the survey that was motioned for as soon as possible. The committee would like information regarding the insurance plan ready to present to the full County Board in March. Luckey requested a written report from Kathan regarding what other Wisconsin Counties are doing about supervisor insurance coverage. Motion by Bieraugel, 2nd by Peterson to adjourn at 10 :35 A.M. ADMINISTRATION COMMITTEE LEGISLATIVE MEETING January 25, 1999 Meeting called to order by Administration Chair Daryl Standafer. Members Present: Linda Luckey, Tom O' Connell and Daryl Standafer. Nancy Bieraugel and Gerald Peterson absent . Legislators Present: Senator Alice Clausing' s Representative, Shirley Fredrickson, Representatives Mark Pettis, Joe Plouff and Kitty Rhoades . Others Present: Supervisors Leon Berenschot, Herb Giese, Mary Louise Olson and Julie Speer. Administrative Coordinator John Krizek, Finance Director Rich Loney, Zoning Director Steve Fisher, Planning Director Dave Fodroczi, Child Support Administrator J. Lynn Holmes, Health & Human Service Director John Borup, Nursing Home Administrator Carolyn Krieger, Highway Commissioner Dan Fedderly, Parks Director Joe Grant, County Conservationist Charles Christenson and NSP Representative Paula Stope . Chair Standafer introduced the Legislators to the audience. Krizek started the meeting by highlighting some of the things he felt concerned St . Croix County and Counties in general . Wisconsin Counties partnership with the State is declining. Counties are accused of being "big spenders" , which is not true . We are seeing shrinking revenues from the State. The State needs more recommendations from the Legislators on expenditure restraint . More money is being spent on prisons then for higher education. Mandate relief is another area that needs to be looked at . Determine costs then put the money back into mandates . Rep. Rhoades said a bill is being proposed to have all referendums held on the same dates as the Spring and Fall elections . No separate dates will be set . Loney passed out data sheets explaining how St . Croix operates, and how we can maintain the mill rate we have . He stated it is possible the mill rate could drop again. Borup briefly explained how Health and Hhuman Services is handling their budgets . The background checks which the state says have to be conducted on all employees entering into the health and human service field are not state funded. Youth Aids is in need of financial funding. He also stressed the importance of using the tobacco money wisely. Krieger informed the Legislators that the County Nursing Home has been taking care of the special people of St . Croix County for 102 years . The Nursing Home has been running on its own with very little state support . She also stressed the importance of ITP monies . Rhoades stated that Counties in Wisconsin disagree on how ITP monies should be spent . Rep. Plouff referred back to the spending of tobacco money wisely. He said there have been a lot of suggestions on what to use the money for, but feels we need to the see the money before we worry about what to use it for. Fedderly stressed the importance of the snowplow following resolution, and would appreciate all the support possible. He also stated that WisDot budget does not recognize the locals (counties) . St . Croix County is the only county in Wisconsin that has in house engineers who contract for the state. Christenson' s concern is the Priority Watershed Program and would like the Legislators to help out wherever possible. Grant would like the Stewardship Program revitalized. Supr. Giese said the state has to streamline operations and cut down costs . Follow Corporate America' s example . Another question he would like to see answered is, where is Wisconsin' s taxpayers money going? A majority of other states have had substanial returns . What has happened to Wisconsin' s return? Rep. Pettis stated an increase in per diem for Legislators was turned down. This will help the budget . All of the Legislators now have lap top computers to conduct their business . It is everyones hope this will eliminate a lot of unnecessary paper work and make things run more cost effectively and efficiently. Fredrickson said that Senator Clausing' s main goal is property tax relief, especially for senior citizens . Standafer would like to see more support in the state court systems . At the County level support staff for the judges and district attorneys is locally funded. The court loads are ever increasing, thus requiring a need for more judges, which will require more staff personnel . Berenschot would like the State to keep Wisconsin' s water clean.
