January 5, 1999
Meeting called to order at 9 : 10 A.M. by Chair Standafer.
Members Present: Linda Luckey, Tom O' Connell, Gerald Peterson and
Daryl Standafer. Nancy Bieraugel absent .
Others Present: Finance Director Rich Loney, Administrative
Coordinator John Krizek, Personnel Director Debra Kathan, Supr.
Julie Speer and Jack Jeatran, a Representative of Jeatran Insurance
Agency of Menomonie.
Adoption of Agenda: Motion by O' Connell, 2nd by Peterson to adopt
the agenda as published. Carried.
Next Meeting: Tuesday, February 2, 1999 .
Adoption of Minutes: Motion by O' Connell, 2nd by Peterson to adopt
the December 1, 1998 minutes . Carried.
Chair Standafer shared the results of the survey regarding
preferences for the Legislative Breakfasts which was conducted at
the December County Board Session. The results were quite general
and no strong consensus expressed. Rep. Plouff was the only
responder to the December 21st letter the Chair sent to our
legislators . He suggested a Monday or Friday breakfast or lunch
would be the most workable. Chair Standafer is going to try and
set a meeting on a Friday about mid-January.
Health Insurance for County Board Supervisors: Standafer said this
meeting will be an information gathering session. A handout was
distributed, which outlined different things the committee would
have to look at and consider for the participation of Supervisors
in the employee health insurance pool . The Chair would like a plan
ready to present to March County Board.
The County has a self-funded plan. Krizek briefly outlined what
Humana offers, who qualifies and the cost to the County. A benefit
booklet was given to each member of the committee for their
information and to help in defining who can participate in this
insurance plan. It will be the committees' job to decide if the
Board members can fit into this plan or as Supr. Luckey suggested
a separate section set up for Supervisors within the plan. Kathan
said this could be a possiblility.
Supr. Peterson stated he is an "elected official" not an
"employee" . This would have to be decided as well . Are Board
members employees? Eligibility also needs to be defined. What
happens when a Supervisor is defeated in an election?
Supr. O' Connell suggested we check with other Wisconsin counties
who have insurance coverage for their Supervisors . Kathan said
Trempealeau County was the only one in Western Wisconsin, but will
check with other counties throughout Wisconsin as to what their
procedure is .
Standafer asked what our objective is? Peterson said we want to
supply the Board members with the option to participate in the
insurance plan if they so choose. O' Connell feels we need to know
the advantages/disadvantages of being included in the plan and can
we even offer it?
Jack Jeatran stated we need to work the Supervisors participation
into the current plan or a separate attachment to this plan.
Loney asked about appointed citizen committee members who are
subject to County Board rules . The committee felt the insurance
would strictly be limited to the 31 Board members .
Chair Standafer asked Loney to gather demographic information to
present to the January County Board.
As much information as possible is needed before the next meeting
to set up a plan.
Motion to adjourn at 10 : 35 A.M. by O' Connell, 2nd by Peterson.
Carried.
