Present: Leon Berenschot, Ronald Raymond,Art Jensen, Chris Bethke, Lois Burri. Lee
Milligan, Mary Lestrud, and Mary Barney.
Absent: Raymond excused at 2 p.m.
The meeting was called to order by Chairman Chris Bethke.
Date of next meeting was set for December 7 at 12:30P.m.
Jensen moved that the agenda be adopted as presented. Burri seconded the motion. Motion
carried.
Burri moved that the previous meeting's minutes be approved. Bethke seconded the motion.
Motion carried.
Berenschot moved that the vouchers be approved. Raymond seconded the motion. Motion
carried.
Administrative Report
Federal Budget Update—No report.
State Budget Update—Governor has signed the budget. It includes the competitive pay
package for UW-faculty. The Department of Employment Relations must recommend, and the
Joint Committee on Employment Relations must approve the UW pay plan by mid-November
if retroactive compensations are to be awarded prior to the first of the year.
The 1999-01 budget represents a 3.3% increase in UW System GPR and fees each year of the
biennium.
UW-Extension Family Living programs will receive $160,000 for a second year to provide
training and technical assistance in the prevention of child abuse and neglect. Family Living
programs will also receive a $1.5 million contract over 2 years ars for technical assistance and
evaluation for the Wisconsin Early Childhood Excellence Initiative.
The basin educator partnership with DNR has been expanded so that 4 additional basin
educators may be hired. They will be targeted mainly to northern river basins.
Civil Rights Review—Reaman distributed the written recommendations from the Civil Rights
Review held last April.
Strategic Planning—The results from the strategic planning survey in St. Croix County have
been compiled and were distributed to committee members. Reaman also distributed a
compilation of results from the Western District. Implications for programming will be a
primary discussion at the next WACEC meeting, December 17.
Horticultural Agent Position Update—Diana Alfuth has been appointed to the three county
Horticultural position during Tom Kalb's leave of absence. A contract has been forwarded to
Diana. She will work 50% time through December 31 and will begin to work full time on
Jan 1, 2000.
WACEC—The next WACEC meeting will be December 17 at Black River Falls. Reaman
reviewed the agenda. Leon Berenschot will be running for secretary of District 5 WACEC.
4-H Youth Development
State 4-H Program Priorities/Mission/Vision-Reaman was involved in a work team to
develop a mission and vision for the State 4-H Program. The revised mission is , -
Extension 4-H Youth Development integrates research, education and community-based
UW
partnerships, enabling youth to learn and practice skills to be productive citizens." The
revised vision is "4-H Youth Development: A catalyst for positive community youth
development". Reaman was also involved in establishing the program priorities for 4-H Youth
Development. The program priorities for 2000-2004 will be: 1) Strengthening Local 4-H
Project leadership, 2) Building Communities that Care for Youth, 3) Youth in Public
Leadership and 3) Preparing Youth to Communicate and Get Along Effectively With All
People.
Countywide 4-H Committee Work—Two new 4-H project committees have been established:
Photography and Cultural Arts. Reaman will meet with them on Nov 11 to identify goals for
the year and establish an educational program.
4-H Leader's Recognition Banquet-130 people attended the 1999 banquet. Berenschot and
Burri helped Reaman present the Years of Service Awards for 4-H leaders and volunteers.
Volunteer Youth Protection Program for Peace Lutheran Church—Reaman was invited to
teach youth protection for adult volunteers at Peach Lutheran Church. The focus of the
program was on how to create learning environments that are child centered and considerations
to keep in mind when working with children to avoid misinterpretation of any situation.
Agriculture Agent's Report
The 1999 Farm/City Day evaluation meeting was held. Approximately 3000 people participated.
The 2000 event will be held at Ken-Rich Farms near Baldwin. Plans are underway for this
event.
Milligan was a teacher at the Dunn County Corn Silage Field Day.
Milligan has been collecting corn and soybean yields for the UW-Extension"Profits through
Efficient Production Systems" (PEPS)program. Three producers are participating in 1999.
Corn yields have been 180-200 bushel/acre. Countywide corn will be in the 140-150
bushels/acre and soybeans 45-55 bushels/acre.
Farm visits and calls have included farm financial management, expansion,building design,
manure management,labor management, corn and alfalfa production, dairy nutrition,pasture
management, and weed control issues.
Milligan is developing a number of winter meetings. These include county and district meetings
regarding Hispanic labor,manure management, pesticide, fertilizer and seed dealer updates, farm
record management, mastitis and dairy nutrition issues, dairy facilities,farm management issues
and heifer management.
Milligan is co-chair of the UWEX Dairy Team and involved in the UWEX Farm Management
Team.
Planning Department's Report
Barney reviewed a list of October vouchers totaling $180,284.81. Motion by Jensen, seconded
by Berenschot, to approve vouchers as presented. Motion carried.
Clean Sweep: Bai--ney said the final report required for grant disbursement of the remaining
portion of the $15,000 grant awarded the county was filed prior to the Oct. 25th deadline. Total
expenses for the two-tiered event were $23,392.19. The final grant payment to the county is
anticipated to be $3,750. Barney said she will be attending a DATCP planning meeting in
Wisconsin Dells on Nov. 10th to prepare for Clean Sweep events in 2000.
Appliance Roundup: Barney noted that it had been a very fruitful season for appliance
roundups with an all-time record set of 768 units collected. The fall events were at the Town of
Richmond and Glenwood City, both new sites for this type of collection.
1998 & 1999 Grant Payments to Municipalities: Barney reported that$45,672.70 in final 1998
grant payments, and 1999 projected costs first payments of$1 118,873.10 will be mailed to
municipalities following.committee approval. With the 1998 final payment,municipalities will
receive 80% of their actual 1998 cost. The 1999 first payment represents 50%of projected costs.
Charts outlining the grant program to municipalities were passed out to the committee.
State Recycling Funding: Barney said that Governor Thompson had signed the biennium
budget with portions of the Legislature's recycling grant proposal scrapped, or left at reduced
funding rates. Yet, the overall program is "respectable" taking into consideration that the
Governor originally wanted to totally eliminate local-program funding, noted Barney. In general
terms, the funding for 2000 is about 2%higher than the funding for 1999. However, the amount
that responsible units receive is based on the prorated amount awarded in 1999. The calculation
method used for the 2000 grants will be used for grants for 2001 and beyond, UNLESS AND
UNTIL it is replaced by new legislation. Landfill tipping fees and business surcharges remain to
be prominent issues in determining future grant funding.
American Recycling Day: A county-wide TV recycling
program
to
recycling recognition day did not materialize because of the relatively high costs to users froml
proposals received from TV recycling companies. Barney said articles relating to ARD in the
media would remind residents to continue, and possibly upgrade, their own recycling efforts.
Bethke moved to adjourn. Jensen seconded the motion. Motion carried.
