Absent: Leon Berenschot, Ronald Raymond, and Lee Milligan. The meeting was called to order by Chairman Chris Bethke at 12:30 p.m. Date of next meeting was set for Novemb6r 2, 1999 at 12:30 p.m. Art Jensen moved that the agenda be adopted as presented. Lois Bum' seconded the motion. Motion carried. Art Jensen moved that the previous meeting's minutes be approved. Lois Burri seconded the motion. Motion carried. Jensen made a motion to approve the minutes of the August 17, 1999 special meeting. Burri seconded the motion. Motion carried. ` Lois Burri moved that the vouchers be approved. Art Jensen seconded the motion. Motion carried. ADMINISTRATIVE REPORT Federal Budget Update—No report. State Budget Update—No report. St. Croix County 2000 Budget—The 2000 budget for UW-Extension was passed as presented to the Finance Committee. St. Croix County 1999 Budget–Burri moved to approve a line item transfer h-om the Contracted Services for Horticulture to the office line items for postage, copy expense and office supplies. Seconded by Jensen. Carried. Glenwood City and the Town of Richmond have graciously sponsored the local collection sites for JR Appliance to manage collection and disposal services. 2000 Grant Application: Fodroczi said that Mary Barney completed and submitted the 2000 Grant Application for State Recycling Funds prior to the October 1'deadline. Projected county and local costs totaled$318,140. WWRA 2000 Contract for Services: Fodroczi reported that the Western Wisconsin Recycling Association has proposed a 2000 Contract for Services. Contract terms would increase the contract amount by 3.5%to a cap of$44,000 with an hourly billing rate of$23.00. He indicated that these terms are within the amounts scheduled in the 2000 Recycling budget proposal. Update on Funding for Recycling: Fodroczi indicated that state funding for recycling for 2000 and beyond is still pending completion of the state budget by the Legislative Conference Committee. The current proposal expected to pass the Legislature included permanent, statewide funding beyond 2001 based on a combination of landfill tipping fees and a surcharge on corporate taxes. COMMUNITY RESOURCE DEVELOPMENT REPORT Four farm operators participated in the Clean Sweep on September 25 organized by Mary Barney. The Drinking Water Testing and Education project was held on Stanton an Erin Prairie on September 10- 12. There were a total of 70 participants, 50 from Stanton and 20 from Erin Prairie. Results will be presented at the education program on October 14. The New Richmond Chamber of Commerce asked Extension for assistance on estimating the economic impact of tourism and visitors in the New Richmond area. Janke and Extension Specialist Steve Deller are working on the analysis,which will be presented on October 19. Janke and Extension Specialist Larry Swain facilitated a workshop for members of the New Richmond Chamber of Commerce to re-examine their mission and vision statement. The group identified new priority goals and plans of action. A follow-up session is scheduled in January. NSP funded a workforce analysis project in cooperation with the St. Croix Economic Development Corporation. Nine plastics manufacturing businesses participated. Janke has shared the results of Extension's 1995 labor analysis project with the group. Business management counseling sessions are scheduled for October 7 in the County Government Center. FAMILY LIVING AGENT'S REPORT Mary spent four days in Madison at an HCE Leadership Institute/State Convention with 14 St. Croix County HCE members. They learned about the new issue for the year 2000, which focuses on youth. They will be presenting a program at Fall Council detailing how all the clubs in St_ Croix County can participate in supporting youth issues. St. Croix County HCE won two monetaryawards ($150) at the state level for excellence in programming. Mary continues to work closely with the Family Resource Center in developing programming opportunities for families. They have recently developed policies for volunteers and have started a home 3
