Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Bum, Dave
Fodroczi, Lee Milligan, Jim Janke, Mary Lestrud.
Absent: Kim Reaman.
The meeting was called to order by Chairman Chris Bethke at 12:30 p.m.
Date of next meeting was set for August 3, 1999 at 12:30 p.m.
Leon Berenschot moved that the agenda be adopted as presented. Art Jensen seconded the
motion. Motion carried.
Leon Berenschot moved that the previous meeting's minutes be approved. Ron Raymond
seconded the motion. Motion carried.
Roil Raymond moved that the vouchers be approved. Lois Burri seconded the motion. Moition
carried.
ADMINISTRATIVE REPORT
PLANNING DEPARTMENT'S REPORT
Fodroczi reviewed a list of June vouchers totaling $7,866.74. Jensen moved that the vouchers be
approved as presented. Burri seconded the motion. Motion carried. -
Clean Sweep Final Report: Fodroczi indicated that Northwest Regional Planning had not yet
submitted the Final Report for the Clean Sweep program held in May. It should be ready for the
August meeting.
Tire/Appliance Roundup Report: Fodroczi distributed a table and charts summarizing,the tire
and appliance roundups. Over 3,700 tires totaling almost 80 tons were collected at seven local
collection sites on the first two Saturdays in June. Over 80%of the disposal cost of$6,400 will
be paid by user fees with the remaining cost paid by our 1999 State Recycling Grant. An
appliance collection on June 12`h at three of the local sites generated 397 appliances. The
participants paid all costs.
Update on Funding for Recycling: Fodroczi reported that the Joint Finance Committee of the
legislature could not agree on a State funding strategy for local recycling programs. Members
were evenly divided along party lines. The Legislative Conference Committee is currently
considering such issues.

Conference Reports: Fodroczi reported that Mary Barney attended workshops and meetings in
June on volume-based fees, recycling funding, regional recycling, and Conservation Observance
Day.
AG AGENT'S REPORT
Milligan and Reaman coordinated Area Animal Science Days. Dairy and meat animal judging
teams from a 15-county area participated.
The corn silage plot is at the Jon-De farm. A field day is being planned for August 18.
A herbicide field day will be held at the Jerry and Kurt Afdahl farm July 21.
Pasture walks are scheduled July 20,29, and August 20.
Preparations are being made for Farm City Day August 14 and the fairy July 22-25.
Milligan is co-chair of the statewide dairy team. Significant programming changes«-ill be
occurring. There will be greater emphasis on partnering with agribusiness and agencies.
Farm visits continue to focus on expansion—small and large scale. Other issues include manure
management, forage production,herd health, and financial management.
COMMUNITY RESOURCE DEVELOPMENT REPORT
Janke reported that the UW-SP laboratory had sent the wrong triazine screen results to 1 i
participants in the Richmond water-testing program. The correct reports were sent«ith a letter
of apology.
Water testing programs have been scheduled in Stanton and Erin Prairie in September and in St.
Joseph in October.
Janke spoke at the Y2K workshop in Menomonie that was organized by WESTCAP. There were
about 70 people in the audience.
Small business management counseling sessions were held on June 23. Four businesses
participated. The next date is July 28.
FAMILY LIVING AGENT'S REPORT
Mary worked with a committee of 4-H clothing leaders to plan the third annual summer sewing
workshop for youth. This was a full day program held during June in which 15 4th— 8`h graders
perfected their sewing skills by making a decorated tote bag.
Mary worked with a personnel committee from the St. Croix Family Resource Center to hire a '/2
time home visitor/parent educator to begin August 17. She will live in Hudson and help to
coordinate the new satellite office being developed in Hudson. As president of the board, Man'
develops monthly agendas and leads the board meetings for the new center. An open house for
the center will be held on August 6, 7 during Dutch Days.

The Hammond/Roberts Healthy Communities/Healthy Youth project is moving forward with
enthusiasm. Mary is working with a committee to develop a mentoring program for adults and
K-12 grade youth.
The St. Croix Volunteer Connection has made 15 matches and has adults and youth working on
projects for low-income, handicapped, and elderly residents throughout the country. Mary
coordinates this project which involves high school youth volunteers from Hudson and adult
Rotary members.
