Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke,Lois Burri, Dave
Fodroczi, Jim Janke,Mary Lestrud, Kim Reaman.
The meeting was called to order by Chairman Chris Bethke at 12:35 p.m.
Date of next meeting was set for May 4, 1999 at 12:30 p.m.
Art Jensen moved that the agenda be adopted as presented. Ron Raymond seconded the motion.
Motion carried.
Leon Berenschot moved that the previous meeting's minutes be approved. Chris Bethke
seconded the motion. Motion carried.
Leon Berenschot moved that the vouchers be approved. Ron Raymond seconded the motion.

ADMINISTRATIVE REPORT
Horticultural Agent Update: Thomas Kalb has accepted the three county Horticultural Agent
position. The UWEX Western District Office received the signed contract on April 6. Tom will
begin on June 1, 1999.
Federal Budget Update: No report.
State Budget Update: No report.
St. Croix County 1998 Budget Update: No report.
State WACEC Meeting: Reaman distributed program impact stories to be used in preparing for
the legislative visits during the state WACEC Conference,April 12-14. Berenschot, Bum,
Bethke and Reaman will meet to plan transportation and review the conference schedule.
Position Description Updates: No report.
Civil Rights Review: The staff is preparing documentation for the Civil Rights Review on April
22.
PLANNING DEPARTMENT'S REPORT
Fodroczi reviewed a list of March vouchers totaling$3,496.72. Berenschot moved that the
vouchers be approved as presented. Burn seconded the motion. Motion carried.

Summer Camp Counselor Interviews and Selection: Reaman reported on using the interview
process as a teachable moment for summer camp counselors. The interview team consist of
experienced counselors who identify the characteristics of effective camp counselors and base the
interview questions on those characteristics.
Plat Book Update: The 4-H Leader's Council is in the process of selling ads for the new St.
Croix County Plat Book. The cost of publishing the plat book increased dramatically since the
last printing. To cover the publishing cost,members on the plat book committee have committed
to selling new ads and increasing the price of the plat book to$22.
COMMUNITY RESOURCE DEVELOPMENT REPORT
Janke and Extension Specialist Bill Pinkovitz met with the participants in the Hudson Retail
Analysis project. They explained the next steps that are available for the analysis.
Publicity for the Drinking Water Testing program has been sent to all property owners in the
Town of Richmond. News articles should be in the April 8 edition of the New Richmond News.
Janke will be putting up posters.
UW-Extension is developing a workshop for high growth communities that meet certain growth
rates. In St. Croix County there are five municipalities that meet the criteria: Hudson,North
Hudson, Town of Hudson, Somerset, and New Richmond. Janke hopes to arrange one central
location for one workshop for all.
Business management counseling is scheduled for April 15 in Hudson. Janke has worked with 2
additional businesses in the past month.
The Department on Aging requested Janke to give a presentation regarding Y2K to the Council
on Aging meeting on March 18. Janke distributed material from the State of Wisconsin, FEMA,
and the Red Cross. In May Janke will give another Y2K presentation at the Family Resource
Center.
Janke worked with the LWCD staff to develop a draft of a telephone survey for the Conservation
Plan.
FAMILY LIVING AGENT'S REPORT
The Family Resource Center development is progressing. Mary advertised for a %time director,
screened written applications, and hired Tami Drenth of Baldwin to begin work on April 21'.
Mary has written several newspaper articles describing the center and various classes and had an
interview with the Tri-County Shopper. She recruited several Resource Center board members
and accompanied them to two training programs—one in Madison on current issues in parent
education and one in Oconomowoc on the development of home visiting programs for young
parents.
Mary has started to work with a team of school board members from St. Croix Central school to
develop a youth developmental asset building program in the Hammond/Roberts area. They are
interested in Extension's help with writing a Title 5 grant, doing a Search Institute study with
