EMERGENCY COMMUNICATIONS COMMITTEE
May 10, 1999
Present : Chuck Mehls, Nancy Bieraugel - County Board; Bruce
Brantner - Emergency Communications; Jack Colvard -
Emergency Government; Ron Volkert - Sheriff' s Department;
Greg Carlson - WITC; Dick Trende - Hudson Police
Department; Jim VanderWyst - New Richmond Fire Dept .
Excused: Eugene Hanson - County Board.
The meeting was called to order by Chuck Mehls at 1 : 00 p.m. . The
agenda was adopted on a Trende/VanderWyst MOTION.
The next meeting will be on June 14, 1999 at 9: 00 a.m. .
Minutes of the April 12, 1999 meeting were approved on a
Bieraugel/Carlson MOTION.
Unfinished Business :
COMMUNICATIONS VAN RESEARCH:
Brantner passed out a draft letter of justification for the
purchasing of a new communications van. He identified that
$10, 000 to $12, 000 would be needed for communications
equipment . Discussion on reducing costs by eliminating
certain items, and about purchasing a new vs . used van.
Brantner will explore various options that may be available
for purchasing a used vehicle and retrofitting it to meet the
County' s needs .
EMERGENCY RESPONDER IDENTIFICATION:
Brantner Received more surveys about the use of I . D. ' s from
various agencies . To date, 15 services have yet to responded
to his letter. Those services that did respond have
identified a normal turnover rate of 2 - 4 personnel per year.
He will send out a second request for information to those
departments that did not respond to his first survey.
EMERALD TOWER SITE DISPOSITION:
The Committee can dispose of the property by setting a price
for it or pay to have it appraised and then submitting it to
the County Board for approval the selling price. It is 2 . 2
acres of land with the tower and small tower building.
He inquired about dismantling the tower, from a tower company
which quoted $65 . 00 per/hour and 1 1/2 days for a crew to take
the tower down.
TOWER RENTAL:
Brantner distributed a letter from Thompson Consulting for one
of his clients about co-locating on the Glenwood Tower with a
possible lease arrangement to be made. The client will do a
feasibility study of the tower for its ' needs .
New Business :
DIRECTOR' S REPORT:
1 . Brantner participated in a Students Against Drunk Driving
Program at the school .
2 . The severe weather sirens were activated on April 22nd,
during Tornado Awareness week, as part of the exercise.
3 . Brantner informed the Committee that one staff member is
still out of work and is on workers comp. due to a back
injury.
4 . The Twin Cities Service Center, Motorola affiliate, was
sold to Bear Communications .
5 . So far, Somerset has concerts planned for May 29th, May
30th, and July 17th.
6 . The Visions Computer Software will be installed on July
18th. The hardware is in and installed. There will be
2 - 3 weeks of training required for the operation of the
new software.
Bills and Vouchers :
The bills for April were presented to the Committee for
review. They approved on a Bieraugel/Trende MOTION.
EMS, FIRE, & Law Enforcement issues :
EMS - No issues were brought before the Committee.
Fire - No issues were brought before the Committee .
Law - Trende, Hudson Police Department, is looking at
upgrading their communications next year. All EMS, fire and
public works should have frequency 3 in their radios .
