EMERGENCY COMMUNICATIONS COMMITTEE
March 22, 1999
Present: Chuck Mehls - County Board; Bruce Brantner - Emergency
Communications; Jack Colvard - Emergency Government; Ron
Volkert - Sheriff's Department; Jim VanderWyst - New
Richmond Fire; Greg Carlson - WITC.
Excused: Nancy Bieraugel, Eugene Hanson - County Board; Dick
Trende - Hudson Police Department.
The meeting was called to order by Chuck Mehls at 9:00 a.m. . The
agenda was adopted on a Carlson/VanderWyst MOTION.
The next meeting will be on April 12, 1999 at 9: 00 a.m. .
Minutes of the January 18, 1999 meeting were approved on a
Volkert/VanderWyst MOTION.
Unfinished Business:
AIR QUALITY UPDATE:
Brantner reported that 80% of the floor panels have been
replaced and that cleaning is being done daily. The old tiles
can be cleaned and reused when needed. The comfort level of
all staff members appears to be better.
COMMUNICATIONS VAN RESEARCH:
Mehls, while on vacation, toured the Winnebago manufacturing
plant in Iowa. He presented various designs and
specifications that were available. Based on the material
that he presented, Brantner will draw in some design changes,
that the Committee discussed, and submit them to Winnebago for
cost estimates. Possible funding sources for a new van were
discussed.
EMERGENCY RESPONDER IDENTIFICATION:
A letter and questionnaire will be sent to all emergency
service agencies for their input on a photographic
identification card for their personnel. The Committee
discussed various issues about the I.D. cards.
New Business•
NATIONAL TELECOMMUNICATOR WEEK:
Brantner is sponsoring an "Open House" in the Communications
Center on April 15, 1999 from noon to 8: 00 p.m. .
APCO INTERNATIONAL CONFERENCE, MPLS. , MN.
Brantner, who is member of APCO wants to attend the conference
on August 5-9, 1999 in Minneapolis. The only cost to the
County will be mileage, since he will be commuting and will
not be staying at the conference site.
COMMUNICATION TOWER RENTAL:
Three consultants have contacted Brantner for possibly renting
space on a couple of the County's communications towers.
Also, another requested information about the County's radio
frequencies because they want to build a new tower.
DIRECTOR'S REPORT:
1) TRAINING•
Brantner attended an Evacuation training class sponsored by
Wisconsin Emergency Management, at Fort McCoy, on February 1st
and 2nd.
2) VISIONS SOFTWARE:
Visions, is the new software vender selected by the County.
The hardware is in now and the software contracts are in the
process of being signed.
3) NEW STAFF•
One staff member quit in order to go to work for the Minnesota
State patrol and another has left to take a position as a
full-time police officer. Existing temporary personnel will
be appointed to fill the vacancies and a new temporary will be
hired from an existing list of applicants.
4) MISC. •
Cellular service has been switched from A T & T to Airtouch
Cellular. This was done to obtain reduced costs for cellular
service.
Holy Family Hospital, in New Richmond, will be doing
construction which will require the hospital's antenna to be
moved. Brantner suggested an alternative method for the
hospital which may be beneficial to the County.
The radio channel 3, which is a simplex channel, will be
updated to a repeater channel for all services allowing better
communications.
Bills and Vouchers:
The bills for January and February were presented to the
Committee for review.
EMS, FIRE, & Law Enforcement issues:
No issues were brought before the Committee by any of the
emergency service representatives.
