Brantner, Director DATE: January 11, 1999 COPIES TO: COUNTY BOARD OFFICE COUNTY CLERK COMMITTEE MEMBERS MINUTES EMERGENCY COMMUNICATIONS COMMITTEE January 18, 1999 Present: Chuck Mehls, Eugene Hanson - County Board; Bruce Brantner - Emergency Communications; Jack Colvard - Emergency Government; Ron Volkert - Sheriff's Department; Excused: Nancy Bieraugel - County Board; Jim VanderWyst - New Richmond Fire; Greg Carlson - WITC. The meeting was called to order by Chuck Mehls at 9: 00 a.m. . The agenda was adopted on a Hanson/Trende MOTION. The next meeting will be on February 8, 1999. Minutes of the December 14, 1998 meeting were approved on a Trende/Volkert MOTION. Unfinished Business: AIR QUALITY UPDATE: Brantner reported that cleaning is being done daily. Maintenance will be replacing the carpeted floor tiles with new ones. The old tiles can be cleaned and reused when needed. The comfort level of all staff members appears to be better. 9-1-1 CENTER OPERATION GUIDE UPDATE: Brantner presented the Committee with phone and radio procedures that have been developed as part of the 9-1-1 Center Operation Guide. He is continuing to develop other guides for the Center. COMMUNICATIONS VAN RESEARCH: Mehls discussed the possibility of planning for a new communications van in 2000. The current van is a 1976 Chevrolet which the County has owned since about 1982 . Possible funding sources for a new van were discussed. A new van would serve not only as a communications van but also as a mobile command post to be used by any municipality or public agency if the need arose. New Business• COMMITTEE MEMBERSHIP: Chairman Mehls welcomed Eugene Hanson, who replaced George Sinclear, to the Committee with introductions by each of the members present. (These activities were accomplished prior to item one of Unfinished Business. ) EMERGENCY RESPONDER IDENTIFICATION: The Committee discussed the need for identification of personnel not in uniform who may arrive at an incident. Costs for developing badges for all volunteers were identified by Brantner. The Committee directed him to send a letter to all fire and EMS to determine how many personnel the have and to seek their support in this project. APRIL, 99 OPEN HOUSE (TELECOMMUNICATOR WEEK) : Brantner would like to have a one day open house for emergency responders to tour the Communications Center during "Telecommunicator Week" . Information for the public during this week will be put into the newspapers. Trende/Hanson MOTION to have the one day open house for emergency responders. 1998 CALL STATISTICS: Brantner reviewed the 1998 call statistics identifying the number of calls for each agency in the County. Overall, the number of calls were up by about 10% over the previous year, with the Sheriff's Department showing the greatest increase of calls. DIRECTOR'S REPORT: Interviews for employment will be scheduled for January 26, 1999, at 9 : 00 a.m. . Brantner identified the need to fill one _, fulltime and one permanent part time position due to personnel leaving these positions. The Enhanced 9-1-1 Master Street Address Guide has been returned from Ameritec. The Communications Center will be comparing their addresses with those of Ameritec for further updating if needed. The Guide is planned to be operational in 1999 . Visions software has been selected to replace the Law Enforcement Clues software. Bills and Vouchers: The bills for December 1998 were presented to the Committee. Hanson/Trende MOTION to approve the bills as presented. EMS, FIRE, & Law Enforcement issues: Mehls requested that for EMS pages, that the address also include the township name. Brantner identified that under the currant software that this is not possible. However, with the Visions software this may be included in the page. No specific issues were brought up for discussion by Law Enforcement or the Sheriff's Department representatives, at this time. The Fire representative was not present at the meeting.
