Activation for Y2K 4) Director's Report MINUTES Emergency Government Committee October 25, 1999 PRESENT: Chuck Mehls, John Mortensen, Tom Dorsey - County Board; Jack Colvard - Emergency Government; Norman Reiss, Elden Spencer, Roland Thompson - Deer Park Elected Officials; Kathy Setter - Deer Park Library Director. Chairman Mehls called the meeting to order at 9 : 00 a.m. The Agenda was adopted on a Mortensen/Dorsey MOTION. DATE OF NEXT MEETING: November 30, 1999, 9 : 00 a.m. - Emergency Government Conference Room After review, Minutes from the September 27, 1999 meeting were approved on a Mortensen/Dorsey MOTION. Introductions around the table were next held. OLD BUSINESS: 1) Shelter Inventory Update Mehls stated that there should be shelter space for 2% of the population in the County, or for approximately 1, 200 people. Also, bus companies could be contacted to see if buses could be used as short-term heated shelters, and parked near a heated building. Deer Park representatives were asked to find out what shelter resources would be available in their community, if indeed there would be a power outage during the winter. 2) Shelter Staffing: Discussion about potential staffing needs was addressed. Colvard will explore with the Red Cross, the presenting of a shelter operations class for Human Services personnel and volunteers who would help operate shelters, if opened. He will bring this information to the next meeting. NEW BUSINESS: 1) Deer Park Emergency Operations Plan: Discussion about Deer Park developing an Emergency Operations Plan was addressed. Colvard emphasized that each municipality should be working on the development of a Municipal Emergency Operations Plan (EOP) . The plan should include a line of succession, duties to be performed, and contact lists for personnel and resources . There is the potential for law suites if a municipality hasn' t planned for emergencies . Thompson said that they will discuss these issues with their personnel. 2) First Aid Refresher Training for County Employees: Public Health personnel will be taking first aid refresher training, through Emergency Government, in December. Also, there should be first aid refresher classes presented both in Baldwin, at the Ag. Center, and in Hudson, at the Government Center. 3) EOC Activation for Y2K: U RECORD Identification of Y2K plans of the County were addressed. Letters will be sent to municipalities addressing their roles and responsibilities . 4) Director' s Report Colvard informed the Committee that he was requested to participate as a presenter in a Department of Health and Family Services Conference in Stevens Point, on October 22, 199. The county nursing homes, that he has been meeting with, have developed a Mutual Aid Agreement that the State wants to use as a model for other extended care facilities and the State would like him to present the material . 5) Approve September Bills : The bills for September were approved on a Dorsey/Mortensen MOTION. 4) Public Comments None POSSIBLE AGENDA ITEMS FOR NEXT MEETING: None, at this time.
