Chairman Mehls called the meeting to order at 9: 02 a.m. The Agenda was adopted on a Mortensen/Boche MOTION. DATE OF NEXT MEETING: October 25, determined. 1999, 9: 00 a.m. - location to be After review, Minutes from the August 13, 1999 meeting were approved on a Boche/Jacobson MOTION. Introductions around the table were next held. OLD BUSINESS: 1) Shelter Inventory Update Peterson spoke regarding the status of St . Croix County shelters. A Y2K grant that the Emergency Government office applied for was not approved. It would have paid for wiring harnesses for generator hook-ups at eight senior centers/nutrition sites located throughout St . Croix County, four portable generators and gatekeeper training. Jan George stated that she would try to get funding from another source for this project . After questioning by Breault, Colvard responded, that there are no schools in St . Croix County with generators hooked up to run their heating systems, at this time, during cold weather. Dean Albert stated that the Town of Troy is getting a generator at its shop/office, although there is no inside toilet . Also, Albert said that quite a few of the residents in Troy Township have their own generators . Peterson stated that a new shelter with a generator can be added to the County list, at the Town of Hudson' s, Town Hall . The local YMCA may also be added to the shelter list in the future. Also, any Red Cross County shelter opened during a disaster needs to be staffed by trained personnel. The course, Mass Care Overview, needs to be taken ahead of time, not during the time that shelters are needed. Mehls stated that there should be shelter space for 20 of the population in the County, or for approximately 1, 200 people. Other resources to consider for heated shelters are local businesses that may have generators . Also, bus companies could be contacted to see if buses could be used as short-term heated shelters, and parked near a heated building. Each municipality was asked to find out what shelter resources would be available in their area, if indeed there would be a power outage during the winter. �., All, � 7 `a 5 C '&[ :"S NEW BUSINESS: UNUFFi'C I ,ice-: r 1M 1) City of Hudson, Village of North Hudson, Town of Troy EOPs (Emergency Operations Plans Colvard emphasized that each municipality should be working on the development of a Municipal Emergency Operations Plan (EOP) . The plan should include a line of succession, duties to be performed, and contact lists for personnel and resources . There is the potential for law suites if a municipality hasn't planned for emergencies . On December 31St the County will have its Emergency Operations Center open in case of Y2K problems. RACES (amateur radio) personnel will be assisting with the monitoring of electrical utilities . Meissen also spoke about the concern for natural gas pipeline security. All present were invited to the Y2K meeting scheduled for October 14th to address their concerns to the committee. A short break was taken at 10 : 25 a.m. , Red Cross and municipal personnel left and the committee reconvened at 10 : 35 a.m. 2) Director' s Report Colvard informed the committee that Benson is leaving the Emergency Government Department. She has posted into a position in the Sheriff' s Department. Also, that he will be on vacation from September 29th till October 11th. During the month of September, Colvard taught 3 hazardous materials classes to county emergency responders : 1) Sheriff' s Deputies, 2) River Falls Police Officers and 3) Hudson Ambulance personnel. A Full-scale exercise is planned for New Richmond, at the airport, on October 19th p ' Mehls and Colvard attended an EPA hazardous materials conference at Waukesha from September 9th through the 11th. The conference included sessions on terrorism, chemistry, and planning. This coming years SARA Grant is expected to be $1, 500 less than last years grant . To compensate for this Colvard has applied for an additional $1, 500 in another grant. To date, the only town that has not adopted the county emergency government director as their municipal emergency government director is the Town of Star Prairie. All of the villages and cities have passed resolutions or ordinances adopting the county program. Jacobson will be celebrating his 50th wedding anniversary on October 3) Approve July and August Bills The bills for July and August were approved on a Boche/Mortensen MOTION. 2 i 4) Public Comments � � � € � None POSSIBLE AGENDA ITEMS FOR NEXT MEETING: None, at this time.
