July 13, 1999
PRESENT: Tom Dorsey, Chuck Mehls, John Mortensen, Bob Boche,
Art Jacobson - County Board; John Krizek - County Administrative
Coordinator; Jack Colvard, Pam Benson - Emergency Government; Bruce
Brantner -Emergency Communications; Cynthia Deringer, Donald McGee, -
Village of Baldwin; Chuck Christenson - Land and Water Conservation.
Chairman Mehls called the meeting to order at 9: 08 a.m. The agenda was
adopted on a Mortensen/Boche MOTION.
DATE OF NEXT MEETING: July 30, 1999, 9: 00 a.m. - Community Rm, Govt. Center
Introductions were next made. After review, Minutes from the June 8, 1999
meeting were approved on a Jacobson/Boche MOTION.
NEW BUSINESS:
2) Y2K Resolution
Krizek spoke to the Committee regarding the County' s Y2K "Team" which
has been meeting to discuss County plans for the Year 2000.
Potential problems as well as ways to lessen them have been
discussed. A County Y2K Plan has been made and given an A+ rating by
the State. Colvard next stated that most municipalities in the
County have an ordinance appointing the County Emergency Government
Director to furnish emergency government services in the event of a
disaster in their community. Further discussion followed regarding
the importance of having a lead agency to contact for Y2K concerns.
After discussion, a Jacobson/Mortensen MOTION was approved that the
County be the coordinating body for County-wide Y2K preparations and
that Emergency Government be the contact Department.
Next discussed were ways to inform the public how to prepare for Y2K.
Cindy Deringer said it would be possible to send out information with
the annual tax statements . Krizek said that having a 1-800 number
for people to call with a person at the other end to talk to and
answer questions would be a good idea. News releases and radio
communications were also mentioned as ways to reach the public.
Dorsey and Krizek left the meeting at 10 :00 a.m. after the above
agenda item.
1) Village of Baldwin' s EOP (Emergency Operations Plan)
Colvard stated that each municipality, by State statute, needs its
own EOP. The plan should address all potential hazards that could
affect the community, and identify the roles and responsibilities of
elected and municipal personnel. McGee stated that the Village does
have a Flood Plain Plan which must be updated approximately every
five years and could be incorporated into the EOP. Colvard offered
to assist the Village with emergency planning and also gave them a
copy of the City of New Richmond' s EOP to be used as a guide.
State and American Red Cross Y2K brochures were left at the Village
for distribution to residents as handouts. 'NOS

Brantner described the UHF radio system that is currently available
at the Baldwin Ag Center. Any village, city, or town could use this
system for their personnel if they purchased the radios for it.

3) Communications/Command Post Van
Mehls handed out information to Committee members on a proposed new
van to be used for communications and as a comm
andP ost vehicle.
This van could be utilized over the next 20 years . The current
vehicle is 20 years old and is not large enough. The current van
also will be needing quite a few maintenance repairs to continue to
operate. Per Brantner, a vehicle such as this would have been quite
useful at the recent boat collision with 5 fatalities in Minnesota,
where 8 agencies worked together. After further discussion, a
Boche/Mortensen MOTION was approved that the Emergency Government
Committee supports getting a new communications/command post van.
OLD BUSINESS:
1) Shelter Inventory Update
Mehls spoke regarding Sunshine Court in New Richmond being a possible
new shelter site. It does have a large generator for alternate
power. Mehls also stated that the Health Center in New Richmond has
two generators, one for the nursing home, and one in the ' 74
building. The 174 building could also possibly be used as a heated
shelter, in the event of a power outage.

4) Mutual Aid Resources :
This agenda item was tabled until the next meeting.
5) Director ' s Report
There will be a training exercise held at Woodville for public
officials at the Lion' s Den on Wednesday, July 21 at 7 p.m.
Townships in the surrounding area as well as the Villages of
Woodville and Wilson have been invited to participate..
Seven classes have been submitted to the State for' funding. These
classes are scheduled between September, ' 99 and March 2000 .
Colvard needs to have a letter in his personnel file stating that he
is certified as an operations level trained instructor. A letter
will be drafted for the next Committee meeting.
County nursing homes and hospitals have been invited to participate
in a workshop/meeting on July 29 at 9 a.m. Mark Pendergast from St.
Croix Electric Co-operative will also be at the meeting, with a focus
on Y2K issues.
'UNOFFICIAL RECORD
At noon on July 29, there will be a Y2K presentation on the ETN
network at the Baldwin Ag Center. Y2K Committee members are invited
to attend.
A hazardous materials conference will be held at Waukesha September
9-11 . The early registration fee is $35 . After discussion, a
Jacobson/Mortensen MOTION was approved that Colvard and Mehls attend.
On June 25, there was a chemical spill at the Kwik Trip in Wilson,
near 94 . A truck carrying 7 chemicals had a leak of an unknown
chemical. A review of the incident will be held at the Baldwin Ag
Center on July 21 .
The Center for Y2K has $250, 000 in grants available to tax exempt
entities. The deadline for applications is July 16. After
discussion, a Jacobson/Mortensen MOTION was approved that Emergency
Government apply for a Y2K grant to pay for wiring, harnesses, and
four generators with trailer mounts to be utilized at the 8 local
senior centers.
Discussion was next held on the 9-1-1 Director' s position
description. The matter was referred to Colvard and Brantner to
research possible solutions to be put before the Committee for review
and possible changes.
6) Approve June Bills
The June bills were approved on a Boche/Mortensen MOTION.
7) Public Comments
Mehls inquired as to the status of the Baldwin Ag Center's back-up
generator. Christenson will check into this .
Boche stated that the Long Term Support Committee has denied a
generator request from a private citizen.
