MINUTES
Emergency Government Committee
May 11, 1999
PRESENT: Tom Dorsey, Chuck Mehls, John Mortensen, Bob Boche - County
Board; Jack Colvard, Pam Benson - Emergency Government; Bruce Brantner
-Emergency Communications; Jeff Johnson, JoAnn Wert - Town of Hudson,
Larry Peterson - American Red Cross.
Chairman Mehls called the meeting to order at 9: 05 a.m. After
introductions around the table, the meeting agenda was adopted on a
Mortensen/Boche MOTION.
DATE OF NEXT MEETING: June 8, 1999, 9: 00 a.m. - Village of Hammond
After review, Minutes from the April 13, 1999 meeting were approved on
a Boche/Mortensen MOTION.
OLD BUSINESS:
1) Shelter Inventory Update
Larry Peterson stated that the American Red Cross will be
surveying and updating information on all County shelter sites
after June 1, 1999. Mehls requested that three shelters be
inventoried and surveyed first. Discussion was next held on
designating the Hudson Town Hall as a shelter for local residents.
Hudson area shelters equipped with generators that would supply
heat during cold weather were identified. Colvard will be taking
an inventory of supplies at a Hudson shelter later this week.
Benson showed the Committee a survey sent out by St. Croix
Electric Cooperative which requested information about County
residents on life support systems .
NEW BUSINESS
1) Town of Hudson' s EOP (Emergency Operations Plan)
The Town of Hudson' s EOP was next reviewed. Per Johnson, the Town
of Hudson owns no equipment, as they contract with the County for
road work. Y2K issues were next discussed, as well as a warning
system. The City of New Richmond' s EOP was copied and given to
Johnson for possible updates and revisions to the Town of Hudson' s
EOP. Colvard suggested that the Town of Hudson also make a
resource list of equipment and personnel available from the public
or local businesses in the area. A supply of State Y2K brochures
were given to Wert, to be distributed at the Town Hall. Other
brochures will be brought out at a later date.
-Mehls and Peterson left the meeting at 10 : 10 a.m. and a break was
taken. The meeting reconvened at 10 : 15 a.m.

2) Director' s Report
Emergency Government coordinated three SKYWARN severe weather
spotter classes that were presented in the County by the National
Weather Service: April 19th at WITC, May 8th at the Government
Center and May 10th at the Baldwin Municipal Center. Amateur
radio club members, as well as thirty-three emergency response
personnel and members of the public took these courses.
A tabletop training exercise was held at Precision Ag Services on
April 21, 1999, which involved severe weather and a hazardous
material release.
Colvard attended Hazardous Material Incident Management, a
National Fire Academy course at Ft. McCoy, in April.
Colvard, Mehls, and Lee Cooper from WITC attended an anti-
terrorism conference in Rice Lake on May 4 and 5. Per Colvard,
Wisconsin has many potential terrorist groups.
A plan is being updated which identifies the Government Center as
a short-term evacuation site for middle school students during
inclement weather.
Colvard and Brantner will attend the County Y2K Committee meeting
later today. (Johnson requested a copy of this Committee ' s
minutes . )
Recent courses funded by the State were discussed with the
Committee. Also, the State has made funding available for New
Richmond Fire ' s Operations Refresher class which was earlier
denied funding.
3) Approve April Bills:
The April bills paid were approved on a Boche/Dorsey MOTION.
4) Public Comments
Copies of the Emergency Government expense form were given to
Committee members .
