MINUTES
Emergency Government Committee
April 13, 1999
PRESENT: Chuck Mehls, John Mortensen, Bob Boche - County Board;
Jack Colvard, Pam Benson - Emergency Government; Bruce Brantner -
Emergency Communications; Larry Knegendorf, Cheryl Slind - Village of
Woodville, Melissa Walthall - Park View Nursing Home.
Chairman Mehls called the meeting to order at 9: 03 a.m. After
introductions around the table, the meeting agenda was adopted on a
Boche/Mortensen MOTION.
DATE OF NEXT MEETING: May 11, 1999, 9: 00 a.m.- Town of Hudson Hall
After review, Minutes from the March 23 , 1999 meeting were approved on
a Boche/Mortensen MOTION.
OLD BUSINESS:
1) Shelter Inventory Update
Mehls led a Committee discussion on the shelters we have in each
municipality, noting which ones have back-up generators for heat.-
Potential
eat.Potential new shelter locations were also discussed at Forrest,
Village of Woodville Hall, Baldwin Annex, and Sunshine Court in New
Richmond. Primary shelter locations and their supplies were gone
over. Other possible shelter sites were next discussed, including
hotels and motels. We may need to see if any have back-up power
generators.
NEW BUSINESS
1) Village of Woodville's Emergency Operations Plan
Colvard discussed shelter locations in the County. He said that
there may not be any heated shelters in the eastern part of the
County. Walthall stated that Park View has a generator that should
run three days if the power was out. She will check on the
availability of the nursing home as a shelter. Knegendorf will ask
about using a stand-by generator for heating and lighting the
Senior Center/Village Hall at the meeting tonight. A plug-in for
a generator may need to be installed in that building. Knegendorf
stated that Baldwin Telecom has several small back-up generators
and owns the building at 930 Main in Baldwin, which has a back-up
generator. Local shelter supplies were next discussed. An
inventory of supplies will be taken after this meeting. Knegendorf
said that Woodville has a radio system in town for public works,
police, fire and EMS. Also, Woodville has a new public warning
siren. Next brought up was Woodville's Emergency Operations Plan.
Woodville will be updating their plan this year. Colvard will
review the plan and make suggestions for revisions.

Colvard suggested holding a training exercise in Woodville for
local village and town elected officials on their responsibilities
during a disaster. After discussion it was decided to schedule
this for June or July, if possible. Colvard will check to see what
dates the Regional Director has open.
A short recess was held at 10: 10 a.m; Village personnel and
Walthall left the meeting. The meeting reconvened at 10: 15 a.m.
2) Director's Report
First aid training has been scheduled for County employees.
Refresher classes will be held on April 20 and 21, and April 28 and
29. A full first aid class will be held on May 10, 11, and 12.
The WEMA (Wisconsin Emergency Management Association) Conference
will be held May 26 and 27 in Green Bay. Colvard, Mehls, Jacobson
and Boche plan to attend.
Colvard will attend the annual review of emergency procedures at
the St. Croix Correctional Center in New Richmond on April 20.
Mehls asked Colvard to attend the City of New Richmond's Emergency
Government meeting later that day.
Colvard and Mehls plan to attend the Anti-Terrorism Conference at
Rice Lake on May 4 and 5.
Copies of the 2nd Quarter FFY (Federal Fiscal Year) 199 Plan-of-
Work letter sent to the regional office were next given to
Committee members.
3) Approve March Bills:
The March bills paid were approved on a Mortensen/Boche MOTION.
4) Public Comments
Mehls next brought up testing the Ag Center's generator on a
regular basis, similar to the testing done at the Government
Center.
