MINUTES
Emergency Government Committee
February 11, 1999
PRESENT: Chuck Mehls, Arthur Jacobson, John Mortensen, Bob Boche -
County Board; Pam Benson, Jack Colvard - Emergency Government;
Bruce Brantner - Emergency Communications; Chuck Christenson -
Land and Water Conservation.
Chairman Mehls called the meeting to order at 9: 03 a.m. The agenda was
adopted on a Boche/Mortensen MOTION.
DATE OF NEXT MEETING: March 23, 1999, 9: 00 a.m.

After review, Minutes from the January 12, 1999 meeting were approved on
a Boche/Mortensen MOTION.
OLD BIISINESS
1) Shelter Inventory Update
Committee members reviewed an updated shelter list, which shows
supplies at each location. Jacobson will be taking inventory at
shelter sites in the Baldwin and Woodville areas. Mehls
volunteered to assist in taking inventory at the Masonic Temple in
Hudson.
A discussion was held on school buildings designated as shelters.
(There are 21 in the County. ) Colvard stated that a letter has
been sent to all school districts in the County, asking which
school buildings have alternate power generators.
Colvard suggested holding future Emergency Government Committee
meetings in different shelter locations around the County, in order
to review emergency planning and supplies with that municipality's
elected and emergency response personnel.
NEW BIISINESS
1) Report on Nursing Home Planning
A nursing home meeting/workshop was held on January 28, 1999. Tom
Anderson, from the State DHHS, spoke about planning and recent
emergency incidents at nursing homes. The group decided to meet
again in March and to invite local hospital administrators. The
Lutheran Home in River Falls volunteered to host the March meeting.
2) Ag Center Evacuation Planning
Colvard has been working with' Christenson on evacuation plans for
the ground floor and office suites in the Baldwin Ag Center. An
evacuation plan will also be made and posted for the large
community/training room. Per Christenson, other safety features in
the Ag Center include a C-Warn monitor, phone intercom system, pay
phone in the main entry and the diesel-powered generator. The

Committee next discussed building deficiencies including: wiring,
no CO detector on the furnace, no fire alarms or sprinklers, and
water drainage problems. (A.A. Hanson Electric is submitting a bid
to re-wire the building. ) Mehls expressed his concern regarding
building safety and communications capabilities.
3) Director's Report
Colvard attended a Fire Instructor course at Wisconsin Rapids
February 2 through 5. He now is a certified Fire Instructor.
There will be an anti-terrorism conference at Rice Lake May 4 & 5.
This will be presented by the FBI and the vo-tech system.
Hazmat (hazardous materials) Awareness Week will be March 1-8.
Emphasis this year is on youth awareness. A free educational kit
and materials are being distributed to middle schools.
Tornado and Severe Weather Awareness Week will be April 19-23 this
year, with a State-wide drill on April 22 . Benson attended a New
Richmond Preservation Society meeting on February 2 to find out
more about that city's plans for the "Cyclone Centennial" and to
distribute tornado information. Wisconsin Emergency Management
(WEM) plans to do an article in the March WEM Digest about the
June 12 , 1899 tornado in New Richmond that killed 117 people.
The annual Governor's Conference on Emergency Management will be
held September 29 - October l this year in Milwaukee. Committee
members were invited to attend.
A handout was given to the Committee on FEMA's proposed changes to
the Stafford Relief Act. Basically, states are being asked to
contribute more funding for local disasters, based on population.
A new voucher form was given to Committee members for use in 1999.
Two SKYWARN (severe weather spotter) classes will be presented in
St. Croix County by the National Weather Service. The two classes
are scheduled for April 19th at WITC-New Richmond, and May 10th at
the Baldwin Community Center. Both classes will be open to the
public. A public service announcement will be placed in local
newspapers regarding these classes.
4) Approve Late December and January Bills
After review, the bills were approved on a Jacobson/Boche MOTION.

2) EOC (Emergency Operations Center) Communications and Electrical
Equipment Status
Brantner handed out a set-up guide for the Baldwin EOC, showing
Committee members where the 12 phones would be plugged in. A short
recess was next taken to view the telephone patch panel cabinet,
and to show Committee members how to hook up phones for the EOC.

Next discussed was the location of keys to this cabinet and to the
emergency supplies cabinet. ,
