HomeMy WebLinkAboutResolution 2017 (31) Resolution No. 31 (2017) ST ROUK,,, RESOLUTION ADOPTING AMENDMENT #2 TO THE 2017 ' ' BUDGET ADDING HHS/HC SOCIAL WORKERS 1 WHEREAS, the St. Croix County Board of Supervisors adopted the 2017 County Budget on 2 November 1, 2016; and 3 4 WHEREAS, changing operational needs and opportunities necessitate an amendment to the 5 2017 budget; and 6 7 WHEREAS, the State of Wisconsin, including St. Croix County, has had a surge in the number of 8 families being served through the child protection system; and 9 10 WHEREAS, 42 children have received out-of-home placement services as of June 2017 11 compared with 36 children in 2016 and 21 children in the 2015 calendar years; and 12 13 WHEREAS, the average on-going child protection caseload in June of 2017 was 93 compared 14 with an average of 77 in 2016 and 61 in 2015 calendar years; and 15 16 WHEREAS, Resolution No.42 (2016)was adopted by the St. Croix County Board of Supervisors 17 on October 4, 2016 requesting the State of Wisconsin, in the 2017-2019 Biennial State Budget, increase 18 funding to counties to assist in serving the increasing number of children and families in the child 19 welfare system; and 20 21 WHEREAS, the 2017 to 2019 Biennial State Budget is expected to increase the County Child 22 Welfare Allocation $5 million each year of the budget for these services; and 23 24 WHEREAS, funding is expected to be part of the 2018 State/County contract, but specific St. 25 Croix County allocations are not known at this time; and 26 27 WHEREAS, the Health and Human Services designated fund balance can be used to hire an 28 additional social work staff with a planned start date of November 1, 2017 in the Children Services 29 Division to meet the increase service needs while county specific allocations are determined; and 30 31 WHEREAS, the Health Center has an increased need for a Social Worker to increase outreach for 32 the new CBRF's to reach new residents and fill the CBRF and can afford to decrease the Nurse Supervisor 33 authorized FTE's because realignment of staffing allows for no budget impact in the change; 34 35 NOW,THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors does 36 authorize amendment number 2 of the 2017 County Budget to the accounts and authorized FTE's listed 37 below: 38 39 Account Name Account Number Original Budget Amended Budget Change Expenses: Salary 225-600603-1110 388,905 398,483 9,578 Social Security 225-600603-1510 29,741 30,474 733 Retirement 225-600603-1520 26,442 27,093 651 Dental Insurance 225-600603-1530 1,283 1,337 54 Health Insurance 225-600603-1540 117,333 120,676 3,343 HRA 225-600603-1545 13,090 13,457 367 Disability Insurance 225-600603-1550 1,126 1,153 27 Workers Comp 225-600603-1560 3,884 3,980 96 Life Insurance 225-600603-1580 503 515 12 Total 582,307 597,168 14,861 Revenue: HHS Assigned Fund Balance 14,861 Authorized FTE: HHS Child Services Social Worker II 21 FTE 22 FTE 1 FTE Health Center Social Worker II .5 FTE 1 FTE .5 FTE Health Center Nurse Supervisor 4.55 FTE 4.05 FTE <.5> FTE Legal—Fiscal—Administrative Approvals: Legal Note: Fiscal Impact: This budget amendment will use$14,861 from HHS fund balance.
