, ��, UNTy RESOLUTION APPROVING ALTERATION OF SUPERVISORY

OF STAR PRAIRIE)
1 WHEREAS,in 2011 the St. Croix County Board of Supervisors adopted a 10-year supervisory
2 district plan creating county supervisory districts,municipal aldermanic districts and election wards
3 following the 2010 Census; and
4
5 WHEREAS, Wisconsin Statutes § 59.10(3)(c) allows a county board,in its discretion, to alter the
6 boundaries of supervisory districts based on annexations which occur after the adoption of the 10-year
7 supervisory district plan, as long as the number of supervisory districts is not changed; and
8
9 WHEREAS, the City of New Richmond completed an annexation in December 2016 of two
10 parcels described on the attached map consisting of 19.71 acres; and
11
12 WHEREAS, a map of the annexed parcel, along with a copy of the annexation ordinance has
13 been filed with the St. Croix County Clerk and are attached; and
14
15 WHEREAS, the parcel annexed by the City of New Richmond is part of County Supervisor
16 District 11, consisting of Ward 5,in the Town of Star Prairie; and
17
18 WHEREAS, it is appropriate to move the annexed parcel into County Supervisor District 12 in
19 Ward 1, City of New Richmond; and
20
21 WHEREAS, the population of the annexed parcel is zero; and
22
23 WHEREAS, this resolution does not change the number of supervisory districts.

25 THEREFORE be it resolved by the St. Croix County Board of Supervisors that the supervisory
26 district boundaries are hereby altered by moving the annexed parcel of land from County Supervisor
27 District 11 to County Supervisor District 12 consisting of Ward 1 in the City of New Richmond as shown
28 on the attached.

30 FURTHER be it resolved that the St. Croix County Clerk is hereby directed to forward all notices
31 required under Wisconsin Statutes, Chapter 59, to the Secretary of State for the purpose of advising that
32 office of said supervisory district boundary changes.

AN ORDINANCE ANNEXING TERRITORY TO THE q
CITY OF NEW RICHMOND,WISCONSIN.
THE COMMON COUNCIL OF THE CITY OF NEW
RICHMOND DOES ORDAIN AS FOLLOWS:

hereby annexed to the City of New Richmond.

(5 ACRES) Property address is 2032
County Load CC, New Richmond, WI 54017

ACRES) Property address is 2028 County Road CC, New Richmond, WI 54017.

Section 2. Effect of Annexation. From and after the date of this ordinance the territory described in
Section I shall be a part of the City of New Richmond,for any and all purposes provided by law and
all persons coming or residing within such territory shall be subject to all ordinances, rules and
regulations governing the City of New Richmond and parcels are subject to FAA grant obligations.
Section 3. Temporary Zoning Classification. (a)Upon recommendation to the City Council of the
City of New Richmond the territory described above,annexed to the City of New Richmond by this
ordinance is designated as ZI Agriculture/Preservation District.
Section 4. Ward Designation. The territory described in Section 1 of this ordinance is hereby
designated as part of Ward 1,Aldermanic District 1,of the City of New Richmond.
Section 5. Severability. If any provision of this ordinance is invalid or unconstitutional, or if the
application of this ordinance to any person or circumstances is invalid or unconstitutional,such
invalidity or unconstitutionality shall not affect the other provisions or applications of this ordinance
which can be given effect without the invalid or unconstitutional provision or application.
Section 6. Effective Date. This ordinance shall take effect upon passage and publication as provided
by law.
