iE iAter is a follow-up regarding correcl.iv." <..;
regarding the private sewage system failure at .
ir, my November Vii, 1984, report to you I irluicz~c ,
a he mound system failure could not be aeter+irii, icu. ~u.4vcr, T alil ol- t'iie
;pin cri that mound failures such as yours can be attributed to overloading of
L.n infiltrative capacity of the sand fill material. The only sand quality
analysis conducted to Gate indicates ttrat the fill material used does meet
t:Jnim.w code requirements as per section ILhR 83.23 (4) (L) I., Wisconsin
i,un nistrative Code. The sample tested hat,' a thigh percentage of silt and cl(-.
Acre might contribute to a reauction in the ability of the sand media to
accept arm transiiAt waste crater to the natural soil telow.
Currently, I aril not aware of any soil test or plan approval submittals as part
6f an attempt to rectify the system failure aria must assume that the system is
in the s"- condition as I had observed earlier. It appears that the plumbirio
contractor has no liability in this case oasea ur; t B~ saria quality analysis
and thus the burden of replacement cost is yours.
As mentioned to you in my previous report, replacariteot of tyre syster,i is
passible, but a soil test must be completed and a plan approval and sanitar y
permit obtained. I fina it necessary at this writing to ask for complete
corrections by June 1, 1986. Failing private sewage systems must be replace6
as per the requirem*.nts of s. ILhk 13.03 (3), this. Mo. Code. In addition,
you mist iiTraintain the systeim in a responsible manner by puripinq and hauling 0
an approved disposal site as n(-C.e sary` to e1iiri iratu i nuisaircO.

Mr. Tom Nelson
Assistant Zoning Administrator
St. Croix County Zoning Office
Hammond, WI 54015
Dear Tom:
The sand sample identified as;
Leonard Anderson, Residence, Mound System
SW1/4, SE1/4, Sec 12, T30N, R15W
Town of Glenwood, St. Croix County
was analyzed for percent sand, silt and clay by the sieve and
hydrometer methods.
The results are as follows:
Gravel 2mm 8.2
Very coarse sand 1-2mm 10.1
Coarse sand .5-1mm 19.1
Medium sand .25-.5mm 32.3
Fine sand .1-.25mm 19.5
Very fine sand .05-.1mm 1.4
Silt .05-.002mm 3.7
Clay .002mm 5.7
100.0
In my judgment, the material would be fairly good fill for a
mound system with 32.3% medium sand and also a total of 70.9% in
the three categories: coarse, medium and fine sand. The greatest
area of concern is the 9.4% silt and clay. This amount of fine
material could move around and accumulate enough to cause
sealing.
If I can be of further assistance, please let me know.
Sin ely,
Roge A. Swanson
